“Procedural delay” or filibuster? How should one describe the Senate tactic being used to get more information on John Bolton? Rush Limbaugh insists it’s a filibuster, and has been attacking the media for not using his terminology:
The press won’t say it, but it’s a Democrat fil·i·bus·ter: [Quoting the Associated Press] “The Republicans needed 60 votes to end the Democrat…” Look at this! “Democrat procedural delay.” (Laughter) A “procedural delay” that required a cloture vote is a filibuster! Sorry to scream, folks… but I want to be emphatic.

THE PRESIDENT: Well, it’s certainly been a tactic that’s been used on judges and Bolton, if this is a filibuster. I don’t know what you call it. I’m not sure they actually labeled it, filibuster. I’d call it — thus far, it’s a stall — stall headed toward filibuster, I guess.

The whole point he was trying to make was the fact that the so-called “spirit” of the deal that just took place regarding fillibustering/constitutional option was to try to prevent partisan tactics and fighting such as this. Oh, and Rush isn’t even fat anymore, so, nice shot, but try again.

The Democrats are, quite rightly in my view, exercising their right to continue debate and prevent a vote on the Bolton nomination. Sure sounds like a “filibuster” to me. Moreover, they have, as far as I know, said they’ll continue it indefinitely until Bush turns over the documents they want. I don’t think the fact that the Dems have laid down conditions under which they will allow the vote to go forward prevents what they’re doing from being rightly labeled a filibuster.
And why shouldn’t they filibuster, anyway? Bolton’s a pig, and the White House won’t comply with requests that even the Republican leaders (e.g., Lugar) agree are reasonable. Plus, the Republicans went on and on during the recent “nuclear” showdown about how it was judicial nominations that were sacrosanct, that they didn’t care about other filibusters, etc., etc.
As for Bush’s characterization, he’s an idiot anyway, so why would you cite him as authoritative? I mean, really.

I am a conservativeâ€â€horror!â€â€who supports the Bolton nomination and would like to see it brought before the full Senate for a vote, sooner rather than later. However, this current STALL being employed by Democrats is similar to the one the GOP used against Abe Fortas back in the 60s.
Conservatives are unanimous in their belief that the Fortas nomination WAS NOT filibustered, merely delayed. As such, we laborers on the Right should be more discriminating in our nomenclature.
