I just got this from Josh Marshall's old site, TPM. It says one of the cables Bolton aske for all the additional info on was from the Asst. Sect of State for Near Eastern Affairs reguarding the Libian WMD treaty we and the Brittish were negotiating. Bolton had just recently been dropped from the team (at the request of the Brittish) so he had no right/reason to see/know about the specifics of the cable.
