President Bush continues to dangle the possibility of a recess appointment for John Bolton over our heads. (According to Steve Clemons, the next opportunity for such an appointment would be the July 4th recess).
But in today’s Washington Post, Pat Roberts (R-KS), chairman of the Senate Intelligence Committee, says President Bush would be harming American interests if he heads down that path:
Recess appointments allow a president to temporarily seat a nominee while Congress is out of session. They invariably ignite charges of partisan abuse, and Democrats complained bitterly when Bush used recess appointments to place nominees on federal courts in his first term.
Sen. Pat Roberts (R-Kan.), a Bolton supporter, said a recess appointment “would weaken not only Mr. Bolton but also the United States” because the international community would see the new ambassador as lacking bipartisan support.
I give Roberts a lot of credit for saying that. You know he is catching so serious flak from the WH this morning.

As far as I can tell GWB just does what he wants and damn the consequences. He somehow feels that he is smarter than everyone else, doesn’t need to take advice and… he is entitled to do it. He did say that he was appointed by God (something very few monarchs will claim these days) and feels that this means that he is always right.
Hopefully it will end up like Bonnie Prince Charlie at Culloden. He also thought that he was appointed by God and managed to turn a series of impressive victories in battle into a bloody massacre.

June 21st, 2005 at 12:34 pmLook, Bolton’s already damaged goods, whether he is recess appointed or ultimately makes his way to a Congressionally sanctioned appointment (doubtful, but still possible). In any event, sending Bolton to the U.N. at this point is an empty gesture. None of the grownups there will take him too seriously and when he misbehaves, they’ll just complain to Condi.
Bolton is as lame a duck as Chimpy and neither of them realize it.

I too worry of the recess vote; however, I differ with Senator Pat Roberts [Republican-Kansas]. I do not believe that King George II is concerned with what the international community thinks.
Mr. Bush has a history. He is well known to unilaterally attack, with little support from our allies or others. I wonder; will the President attack aggressively, again. Might he strike out against the Senate and the United Nations? Will he appoint John R. Bolton, even if only temporarily? Might we all feel the blows?”
