Rove Returns: CIA Leaker Now Leading Campaign to Blame Local Officials for Katrina Aftermath»

As I have indicated, this is not a time for politics. This is a time for the nation to come together for those in the Gulf Coast region and that’s where our focus is. This is not a time for finger-pointing or politics. And I think the last thing that the people who have been displaced or the people who have been affected need is people seeking partisan gain in Washington.

This morning’s New York Times:

Under the command of President Bush’s two senior political advisers, the White House rolled out a plan this weekend to contain the political damage from the administration’s response to Hurricane Katrina.

It orchestrated visits by cabinet members to the region, leading up to an extraordinary return visit by Mr. Bush planned for Monday, … and sought to move the blame for the slow response to Louisiana state officials, according to Republicans familiar with the White House plan.

The effort is being directed by Mr. Bush’s chief political adviser, Karl Rove, and his communications director, Dan Bartlett. … In many ways, the unfolding public relations campaign reflects the style Mr. Rove has brought to the political campaigns he has run for Mr. Bush.

    I bet the Red Team is a little upset that Louisiana does not have all the advantages that Iraq has. See, Iraq is pleasantly way over there. We hear stories about how the military has varying amounts of influence on what information makes its way across the pond to us. Even if they aren’t censoring word for word, there are certainly places where the press is not allowed to visit, and the understanding that if they stray too far from their “safe” locations that they are taking their life into their own hands, and I doubt the press really has even the option to charter their own helicopters or whatever else to really do a lot of exploring on their own. While there are certainly locals there posting photos and personal accounts of what they see happening around them, its tiny compared to what is and will continue to be happening here, not to mention the additional credibility given to eyewitnesses here. The MSM might not give a rats ass what some displaced Iraqi citizen thinks about the arrogant twit thats supposedly reconstructing their country, but get a few stories about local sheriffs needing to post armed guards to keep FEMA (aren’t they supposed to be on our side?) from cutting off communication or blocking humanitarian aid, and shit is going to hit the fan. I guess the Red Team thinks they can play the Darfur game and just pretend this isn’t actually a miserable failure. But guess what, the media is already there. They made it in a couple days before the clowns that are supposed to prepare for and respond to an emergency like this in the first place. I’m not even being briefed by people that are “in the know” but apparently I knew refugees were in the convention center a whole day before the clown posse figured maybe they should set down the golf clubs and pop on by the ol’ Oval Office for a change. We’re not hearing these stories from some questionable source oversees, we’re hearing them from our friends, and our neighbors, and our family. And we fucking care about them. You thought it’d be fun to go bomb the shit out of Iraq based on lies. Thats stupid, and its a waste of money, and you’re dragging our name through the mud. I’m not happy about that. But when you turn your back on our own people, to isolate our friends, deny aid to them, and then open fire on our families, you have really crossed the line. I always knew your “culture of life” was nothing but lip service. Now, Mr. President, I know you are well versed in what the word “sovereign” means, but have you ever heard of the word “treason“? The internets are complicated, I know, so here it is:

    1. Violation of allegiance toward one’s country or sovereign, especially the betrayal of one’s country by waging war against it or by consciously and purposely acting to aid its enemies.
    2. A betrayal of trust or confidence.

    If only there was a third definition, I know how you love them trifectas. Its interesting, and frightening, to see how you repay a Red State for voting for your sorry ass. I suppose there is some sense in that, the people you’re happy to watch drown and starve down there probably didn’t vote for you. And those who survived will remember that they are less important to you than cake and golf and tax cuts for the ultra-wealthy, and that it was declared open season on them. That can’t be good.

    You must be relieved to know that we’ve pretty much got the market cornered on arrogance, wingnuts, and megalomaniacs. Otherwise, there might be someone with your competence level that decides it’d be fun to install an Islamic Theocracy here, but if they are as qualified as you are, we could end up with a Democracy after all.

    A quick response to shred KR’s argumentis essential. The MSM finally woke up last week and actually questioned and criticized the Bush White House’s inaction. Let’s hope that they are quick to respond to this Swift Boating. They’re trying to reframe this tragedy to suit their political deeds. We need to continue to hold Congress and the Busheviks responsible for their inactions and hostility toward goernment working for the common good (i.e. disaster response.) Let’s not let them hide behind propaganda and their right-wing shills on radio and tv. Get active and phone in your comments wherever you can - radio, tv. Write a letter to the editor, talk to your freinds, neighbors, etc. Get the word out as to who’s really responsible for the relief effort. Too many people are suffering and dying.

    On August 29, I assumed, wrongly, that Bush and Rove would take huge advantage of the hurricane as a convenient little diversion from other less heroic issues like the failures in Iraq and the Bush social security privatization fiasco. Bush’s nickname for Karl Rove is “Turd Blossom.” Presumably, Bush thinks that Rove can make even a turd blossom, even though this Rove nickname might not reflect well on George Bush himself. Regardless of this Rove reputation, in the case of Katrina, Rove has failed Bush utterly and the turds remain, simply, turds.

    The bloom is finally off the rose, and I think this time, Rove and Bush have blown it big time. Everything Bush now does appears to the American people as too little, too late, calculated and contrived.

    Between Katrina and Iraq, Bush’s legacy is in the toilet.

    Saying that people are seeing the institution of government failing them — he implies that it is “government” and “institutions” that are failing us, with the natural implication to downsize it.

    Karl Rove meets every Wed with Paul Weyrich. Paul was just quoted in the Washington Post that he is a very close friend of Tom Delay, and of course George W. Bush.

    Rove and Weyrich may be the brain trust but if Bush was a real leader he would refuse the smear and take responsibility. He is only a weak spineless animal. The real blame is Brown and Chertoff and ultimately Bush since he picked these individuals. The smear tactic may backfire when the body count starts after the water is drained.

    I think that Mayor Ray Nagin has been fearless in his leadership and critique of the feds. I hope he has a future in the democratic party advances.

    When I caught a glimpse of Rove in the background as Bush made his tour on Friday of the Potemkin village of rescue efforts set up for his arrival, I knew that my worst suspicions of this depraved and malevolent administration were correct. Over the weekend, I saw many government officials defending themselves and their peers, reassuring the public that the situation was improving and rescue efforts were “making progress.” I heard them assert that this is not the time to blame but the time to act — then they would proceed to blame the local officials, and even the victims themselves. This is the hallmark of Karl Rove strategy — deny and deflect criticism, amass an army of toadies to spread the “right” message, put the boy-king on stage in front of the props, and present the pre-screened before the cameras with him.
    This is making me physically sick.

    I am very suspicious of an e-mail that just showed up in my hotmail account. The e-mail address is:
    Butter3296@aol.com

    and the first line is: “this is our story that we e-mailed everywhere.”
    It goes on to describe a middle aged white couple stranded in New Orleans for days with drawn out angst, and puts the blame on the mayor & governor, saying the local police were no help and that the governor didn’t call for aid which is why supplies weren’t coming in.
    I clicked reply to this e-mail and asked the e-mailer to identify herself.
    Can anyone more tech savy that me check this out somehow?

They were violent, rowdy and kept trying to push past the cops to “argue” with the citizens of the camp. The police — probably ten to twelve of them — made it obvious they were protecting the second camp from Bush’s supporters.
    As I watched this mess unfold from the “Camp Two” side I couldn’t help but think to myself “How the hell is some drunken asshole in a cowboy hat going sit down and listen to reason?”
    These Bushites didn’t look they would have much respect for Ghandiesque protests. They looked like they’d love nothing more than to come in and bust some heads.
    My final impression? “Jesus, there’s no stopping these clowns… except with guns.”
    Hence my problem: what do we do? Sit back and wait to be trashed or fight the way they’d fight us. Political ballets won’t save us. My question: What will?

    In the event of a terrorist attack, natural disaster or other large-scale emergency, the Department of Homeland Security will assume primary responsibility on March 1st for ensuring that emergency response professionals are prepared for any situation. This will entail providing a coordinated, comprehensive federal response to any large-scale crisis and mounting a swift and effective recovery effort.  The new Department will also prioritize the important issue of citizen preparedness. Educating America’s families on how best to prepare their homes for a disaster and tips for citizens on how to respond in a crisis will be given special attention at DHS.

    What to do?

    Every citizen in every city in America should be encouraged to step up and get into a grand jury.

    Investigate every Republican Congressmen (any criminal Dems too), Bush appointee, and Federal official of his administration for criminal activities. Indict and convict all that are responsible for the commission of any crimes, and incompetence that has lead to deaths or injures to any one.

    Impeaching Bush is not going to happen. But you can put First, Bush, Delay, Hatch, Cheney, Rove, Rummy, and all the other criminals into prison. You can do it very quickly. Hell investigate the damn Supreme Court Judges that put this incompetent fool in the Presidence. How about getting the damn right-wing funders and the mouth pieces that have lied and expounded hate against the rest of America.

    That is taking back our country from the tugs.

    I think Katrina is the breaking point for both sides of the political debate. Liberals are clearly louder, but according to an ABC poll, it’s just an echo chamber. I think Russert’s Meet the Press performance animated the right and showed us once again how much the liberal MSM hates Bush.

    This event will divide along ideological lines and ultimately help Republicans. I fully support an invesitgation because it is clear that the New Orleans mayor and Gov. Blanco really screwed up. Liberals will cry smear, but after five long years of smearing Bush and his entire administration NO ONE is listening.

    I would have thought Iraq was enough for America to wake up. I thought it couldn’t get any worse. Katrina proved me wrong. And bigoted though some here may be, getting rid of Mr. Bush is the best thing for America it seems to me. I heard Mr. Christopher Hitchens from out of Mr. Bush’s amen corner refer to the US in its response to the hurricane as a “banana republic” and Mr. Bush’s comments as “idiotic”. even the neo-cons are stirring.     What heightened the tragedies in New Orleans and Mississippi clearly was a failure to communicate. The rescue and recovery was contingent on the Bush administration acting immediately, but no one knew what to do, so they sat on their asses for two days looking at each other. Meanwhile, people in New Orleans lie waterlogged and trapped in 6 feet of water in their homes and Mississippians had to search through Dumpsters for food. No one can deny that the Bush bureaucracy of getting approval from the highest levels made this disaster much worse. Nobody wanted to take the reins. We could march to Baghdad in 30 days but we can’t clear out houses full of dying people because there’s six feet of water. This was the most pathetic response to a disaster that I’ve ever seen.     The hurricane hit and all the Bushevik insiders instantly knew that they had to use this opportunity to advance their agenda once again, which is the only thing they care about.

    But King Cheney was away in Wyoming and the rest of them were too psychopathic and stupid to figure out how to use the situation to best advantage. That’s why there was a federal delay.

    Meanwhile on the ground, the whole system was filthy with bigoty and nepotism. Basically the first responders come from a culture of racism and denial, so they were all looking for the lily white rich folk to save while ignoring the sub-human blacks.

    At all levels their first knee jerk assumption was that blacks killing blacks while blacks were being flushed down the toilet equals a beautiful and overdue thing.

    I believe these are some of the mechanisms that caused so much delay. You can bet things would have been vastly different if a hurricane had hit the Hamptons.

    I live in the poorer district of Baton Rouge, and I hear the helicopters coming and going from New Orleans. My only concern is why I wasn’t hearing them on Monday night instead of Wednesday. Relatives of mine from New Orleans stood in line from 3 p.m. on Saturday until Midnight trying to get emergency food stamps. She said women stood there with their babies in the hot sun, with no water or food. But what else are they to do? They don’t have anything. More of my relatives are going today to stand in line. Our grocery stores are empty. There is no meat or eggs or canned goods. How can our government let this happen to us? We’re poor so I guess we don’t exist.

The thorough identification of at-risk populations, transportation and sheltering resources, evacuation routes and potential bottlenecks and choke points, and the establishment of the management team that will coordinate not only the evacuation but which will monitor and direct the sheltering and return of affected populations, are the primary tasks of evacuation planning. Due to the geography of New Orleans and the varying scales of potential disasters and their resulting emergency evacuations, different plans are in place for small-scale evacuations and for citywide relocations of whole populations.

    Authority to issue evacuations of elements of the population is vested in the Mayor. By Executive Order, the chief elected official, the Mayor of the City of New Orleans, has the authority to order the evacuation of residents threatened by an approaching hurricane.

    Evacuation procedures for special needs persons with either physical or mental handicaps, including registration of disabled persons, is covered in the SOP for Evacuation of Special Needs Persons.

    Major population relocations resulting from an approaching hurricane or similar anticipated disaster, caused the City of New Orleans Office of Emergency Preparedness to develop a specific Hurricane Emergency Evacuation Standard Operating Procedures, which are appended to the Comprehensive Emergency Management Plan.

    The SOP is developed to provide for an orderly and coordinated evacuation intended to minimize the hazardous effects of flooding, wind, and rain on the residents and visitors in New Orleans. The SOP provides for the evacuation of the public from danger areas and the designations of shelters for evacuees.

    II. CONCEPT OF OPERATIONS

    The Hurricane Emergency Evacuation Standard Operating Procedure is designed to deal with all case scenarios of an evacuation in response to the approach of a major hurricane towards New Orleans. It is designed to deal with the anticipation of a direct hit from a major hurricane. This includes identifying the city’s present population, its projected population, identification of at-risk populations (those living outside levee protection or in storm-surge areas, floodplains, mobile homes, etc.), in order to understand the evacuation requirements. It includes identifying the transportation network, especially the carrying-capacity of proposed evacuation routes and existing or potential traffic bottlenecks or blockages, caused either by traffic congestion or natural occurrences such as rising waters. Identification of sheltering resources and the establishment of shelters and the training of shelter staff is important, as is the provision for food and other necessities to the sheltered. This preparation function is the responsibility of the Office of Emergency Preparedness.

    Conduct of an actual evacuation will be the responsibility of the Mayor of New Orleans in coordination with the Director of the Office of Emergency Preparedness, and the OEP Shelter Coordinator.

    The SOP, in unison with other elements of the Comprehensive Emergency Management Plan, is designed for use in all hazard situations, including citywide evacuations in response to hurricane situations and addresses three elements of emergency response: warning, evacuation, and sheltering.

    1. Warning: Formulates a comprehensive system for public information, early recognition of impending storms, and dissemination of emergency warning.

    2. Evacuation: Formulates an effective procedure for orderly evacuation of residents and visitors within available warning time.

    3. Sheltering: Formulates a comprehensive system of accessible shelters of adequate size.

    The SOP is limited as it is not designed to address the protection of personal and real property, yet is developed to cover the total New Orleans geographic area. The timely issuance of evacuation orders critically impacts upon the successful evacuation of all citizens from high-risk areas. In determining the proper time to issue evacuation orders, there is no substitute for human judgement based upon all known circumstances surrounding local conditions and storm characteristics.

    Information received from the National Hurricane Center concerning the storm’s tract will allow the focusing on either a landfall, paralleling or exiting storm scenario. Information involving local conditions such as pre-hurricane rainfall, tide schedules, and the amount of pre-storm publicity, must be taken into account, as are the various known circumstances that are explained in the information summary portion of the Hurricane Evacuation Plan, in determining when an evacuation order should be issued. Any assumption regarding where and how the storm will likely make landfall involves clear and constant communication with the National Hurricane Center, the local office of the National Weather Service, State OEP and various local agencies that are monitoring either the storm’s progress or other elements of the city’s preparedness to weather the storm’s passage.

    The City of New Orleans will utilize all available resources to quickly and safely evacuate threatened areas. Those evacuated will be directed to temporary sheltering and feeding facilities as needed. When specific routes of progress are required, evacuees will be directed to those routes. Special arrangements will be made to evacuate persons unable to transport themselves or who require specific life saving assistance. Additional personnel will be recruited to assist in evacuation procedures as needed.

    Slow developing weather conditions (primarily hurricane) will create increased readiness culminating in an evacuation order 24 hours (12 daylight hours) prior to predicted landfall. Disabled vehicles and debris will be removed from highways so as not to impede evacuation. In local evacuations involving more than fifty (50) families (i.e. 50 single dwelling units), staging areas may be established at the closest available public area outside the threatened area. Upon arrival at the staging area, evacuees will be directed to the appropriate shelter facility. Evacuees will be encouraged to stay with friends or relatives in non-threatened areas whenever possible. Security measures will be employed to protect the evacuated area(s) in accordance with established procedures and situations.

    The use of travel-trailers, campers, motorcycles, bicycles, etc., during the evacuation will be allowed so long as the situation permits it. Public information broadcasts will include any prohibitions on their use. Transportation will be provided to those persons requiring public transportation from the area. (See Special Needs Transportation, ESF-1). An orderly return to the evacuated areas will be provided after the Mayor determines the threat to be terminated. Transportation back to the evacuated area after threat termination will be provided as available.

    III. EVACUATION ORDER

    A. Authority

    As established by the City of New Orleans Charter, the government has jurisdiction and responsibility in disaster response. City government shall coordinate its efforts through the Office of Emergency Preparedness

    The authority to order the evacuation of residents threatened by an approaching hurricane is conferred to the Governor by Louisiana Statute. The Governor is granted the power to direct and compel the evacuation of all or part of the population from a stricken or threatened area within the State, if he deems this action necessary for the preservation of life or other disaster mitigation, response or recovery. The same power to order an evacuation conferred upon the Governor is also delegated to each political subdivision of the State by Executive Order. This authority empowers the chief elected official of New Orleans, the Mayor of New Orleans, to order the evacuation of the parish residents threatened by an approaching hurricane.

    B. Issuance of Evacuation Orders

    The person responsible for recognition of hurricane related preparation needs and for the issuance of an evacuation order is the Mayor of the City of New Orleans. Concerning preparation needs and the issuance of an evacuation order, The Office of Emergency Preparedness should keep the Mayor advised.

    IV: HURRICANE EVACUATION PROCEDURES

    It must be understood that this Comprehensive Emergency Management Plan is an all-hazard response plan, and is applicable to events of all sizes, affecting even the smallest segments of the community. Evacuation procedures for small scale and localized evacuations are conducted per the SOPs of the New Orleans Fire Department and the New Orleans Police Department. However, due to the sheer size and number of persons to be evacuated, should a major tropical weather system or other catastrophic event threaten or impact the area, specifically directed long range planning and coordination of resources and responsibilities efforts must be undertaken.

    A. Evacuation Time Requirements

    Using information developed as part of the Southeast Louisiana Hurricane Task Force and other research, the City of New Orleans has established a maximum acceptable hurricane evacuation time standard for a Category 3 storm event of 72 hours. This is based on clearance time or is the time required to clear all vehicles evacuating in response to a hurricane situation from area roadways. Clearance time begins when the first evacuating vehicle enters the road network and ends when the last evacuating vehicle reaches its destination.

    Clearance time also includes the time required by evacuees to secure their homes and prepare to leave (mobilization time); the time spent by evacuees traveling along the road network (travel time); and the time spent by evacuees waiting along the road network due to traffic congestion (delay time). Clearance time does not refer to the time a single vehicle spends traveling on the road network. Evacuation notices or orders will be issued during three stages prior to gale force winds making landfall.

    * Release all public information through the ESF-14, Public Information.

    D. Regional Transit Authority

    * Supply transportation as needed in accordance with the current Standard Operating Procedures.

    * Place special vehicles on alert to be utilized if needed.

    * Position supervisors and dispatch evacuation buses.

    * If warranted by scope of evacuation, implement additional service.

    E. Louisiana National Guard

    * Provide assistance as needed in accordance with current State guidelines.

    F. Animal Care and Control

    * Coordinate animal rescue operations with the New Orleans SPCA.

    G. Public Works

    * Make emergency road repairs as needed.

    H. Office of Communications

    * Release all public information relating to the evacuation.

    PART 3: SHELTERING

    (See ESF-6, Mass Care)

    Emergency shelter operations are the responsibility of the Office of Emergency Preparedness Shelter Coordinator. Shelters are provided by the Orleans Parish School Board, while manager training and support activities and supplies are provided by the Office of Emergency Preparedness.

    Reassessment of facilities is an on-going process conducted jointly by the School Board, and Emergency Preparedness Division. The shelter activation list is updated yearly, and takes into consideration new school construction, school closings and renovations.

    A. Shelter Demand

    Shelter demand is currently under review by the Shelter Coordinator. Approximately 100,000 Citizens of New Orleans do not have means of personal transportation. Shelter assessment is an ongoing project of the Office of Emergency Preparedness through the Shelter Coordinator.

    The following schools have been inspected and approved as Hurricane Evacuation Shelters for the City of New Orleans: Laurel Elementary School

    Sarah T. Reed High School

    It should not be assumed that all of the approved shelters listed above will be opened in the event of a hurricane or other major tropical storm. The names and locations of open shelters will be announced when an evacuation order is issued. This list is not for public information and should not be duplicated and distributed. In the event that shelters are opened, people who go to their nearest listed location may find, for one reason or another, that the facility is not open as a shelter, forcing them to seek an alternate location. It is also possible that people anticipating the opening of shelters may arrive before shelters are set-up and ready to receive them. For these and other reasons, shelters which are to be used will not be identified until they are ready to open and not until an evacuation order, related public announcement is made.
