It is a fact that the previous mayor ran tests using the Superdome as a shelter in 1998 and Nagin himself tested it just last year in a mock drill. In both cases it was determined that it would be disasterous to send people there. The oncoming hurricane would knock out power rendering the dome useless for shelter.
