		<description>I am so disappointed in how this entire event is being handled.  We are in desperate need of levees that can with stand a category 5 hurricane.  More importantly, FEMA needs to redefine it&#039;s Flood Zone Designations.  In my opinion, it should be mandated that all New Orleanian property owners obtain flood insurance. There should be no such thing as non-mandatory flood designations such as: Zone D, X, B, C,= Areas of minimum or moderate flood hazard from principal source of flood in the area and determined to be outside of the 0.2-1 percent annual chance floodplain.  If your place of residence or your livelihood is seasonally in the path of a hurricane, no matter what your 
elevation is (we live in a bowl),  Katrina has proved to us that flood insurance coverage should not be optional because of &quot;non-mandatory flood determinations&quot;, and citizens of New Orleans should no longer be given a choice of, &quot;whether or not&quot; (presenting alternatives) to purchase flood insurance based upon those pre-Katrina

		<description>New Orleans, is New Orleans because of (GUMBO) all the many races, ethnicities, social and economic classes that make up the residents that were displaced due to the devastation of Hurricane Katrina.  It is very important that we create opportunities that &quot;FUNCTION&quot;, are &quot;FAIR&quot; and in the best interest of &quot;New Orleanians&quot;. 

Although there is current controversy regarding emergency economic class responsiveness (the haves &amp; have not/those that live in poverty); both economic classes are in need of each other, besides they both survive and capitalize off the other.  However, we must raise the level of opportunity for the economically challenged (the have not), and create opportunity for a better quality of life by expanding and incorporating new industry that will produce better non-traditional and traditional jobs resulting in increased wages. 

It is my opinion that the following items must be addressed in the design of any &quot;Master Plan&quot; for the redevelopment of New Orleans:

What we had in florida during &amp; after the 2004 hurricane season and now 2005 Gulf coast disaster is getting the rest of the country ready for what will follow:  Whether man made or natural disaster no one will ever be able to say for sure area affected will be quarantined no one in no one out be it bio-or nuclear- martial law will go into effect across large unrelated areas. Sorry for your luck is the general attitude there&#039;s no plan of action just no one in no one out-doesn&#039;t take a rocket scientist to figure out dirty bombs are &amp; have been talked about &amp; reported since 911-- so they stick in the back of your mind, what&#039;s the gov&#039;t to do?? Forget about the people and area they have no plan for rescue-
there will be no rescue the convention &amp; super dome will pail in comparison if you&#039;re already dead you&#039;ll be the lucky ones.  The buzzards will come to pick our bones--there will be no debate. I work in health care- been to more than few emergency response meetings since 911-to plan for all sorts of disasters--they have no plans for the population for rescue just containment.  FL&#039;s 04 season was a  big learning curve so is this year&#039;s and it&#039;s not over yet.  Each event has chipped away at the fabric that has held us together as a people, what&#039;s gone on in the Gulf states is shameful at best I only hope my dark thoughts don&#039;t materialize but like I said its what comes to mind sitting through some of these so called training sessions. So f**k up means we are in a world of GWB-Duh ugly and its bound to get uglier. If they can keep us chasing shadows we won&#039;t see it when it comes-chip-chip-chip-glad to read the debates but maybe should be doing a lot more??? Impeachment isn&#039;t harsh enough. As for his cronies it will be interesting to see who comes out with most of the $$$$$$$$$$&#039;s after the water recedes.  I may be getting jaded but I can really see nothing coming from Their Congress in regards to helping the American people as a whole.

 Just the idea that Brown was removed then resigned and then hired back to investigate himself would set off bells and whistles. We will see a sudden hubbub in the media and then something will come along to change the subject, about like DeLay and it will be swept under the rug.

What about Chertoff supposedly as Homeland Insecurity was over FEMA, why are they not asking him some rather pointed questions about what happened? Talk about the blind leading the blind. Another Investigation, another Cover-up, another White wash.

Just more lies, deceptions, half-truths, etc, etc and etc.

Then we add the military recruiters and the real estate people. When Cheney went to New Orleans he let slip a comment about how the federal government would have to charge private property owners for the clean up. The Bush government&#039;s pet corporations are getting more no-bid contracts. 

Here we have the port at the mouth of our greatest navigable shipping river complex that handles 15% of all America&#039;s commerce. Here we have the stronghold parishes that have kept Democrats in power in this southern state. Here we have the prediction of &quot;the big one&quot; with the accompanying prediction of increasingly powerful hurricanes.

Waiting for the inevitable; setting it up to be more inevitable; creating a situation where the City of New Orleans most definitely would need to be evacuated with the Democratic majority population displaced. With liens on properties for clean up that many will not have the money to pay, you can see that carpetbagging on a corporatist scale is not dead. By allowing things to go so very, very wrong and keeping them that way, the rebuilding will benefit those Have Mores.

This does not only apply to the New Orleans metropolis. I caught a spokeswoman for an organization of black mayors in Mississippi on Washington Journal. Their towns too were getting the applications runaround from FEMA. I would suspect that this may be a way to displace old property owners, read Democrats, who are not the Have Mores.

It is not stupidity. It is cupidity.</description>
