Fact Check: Bush Claims 10 Al Qaida Plots Disrupted»

During this morning’s speech President Bush made a noteworthy claim:

Overall, the United States and our partners have disrupted at least 10 serious Al Qaida terrorist plots since September the 11th, including three Al Qaida plots to attack inside the United States.

Not surprisingly, White House spokesman Scott McClellan was asked for more information. Here’s what he said:

MCCLELLAN: Some of them are known publicly, like the capture of Jose Padilla and Iyman Faris. Jose Padilla, if you remember, was involved in plots involving a possibility of a dirty bomb. And Iyman Faris was someone who had been in contact with people like Khalid Shaikh Mohammed and captured with plots looking at a — blowing up or destroying a New York bridge.

And then there are other incidents that are still classified.

So let’s review what we know about the 10 incidents:

1. Jose Padilla.Paul Wolfowitz, Mr. Rumsfeld’s deputy, stressed on Monday that ‘there was not an actual plan’ to set off a radioactive device in America and Padilla had not begun trying to acquire materials. Intelligence officials said his research had not gone beyond surfing the internet.” Since being detained in O’Hare airport in 2002, Padilla has not been charged with any crime or permitted to talk to a lawyer. [Daily Telegraph, 12/06/02; Washington Post, 9/10/05]

2. Iyman Faris. Faris was an Ohio truck driver who pleaded guilty in June 2003 to two felony charges of supporting a foreign terrorist organization. He was charged with plotting to destroy the Brooklyn Bridge, but U.S. officials admitted that Faris had abandoned the plot because he deemed it unlikely to succeed. “After scouting the bridge and deciding its security and structure meant the plot was unlikely to succeed, he passed along a message to al Qaeda in early 2003 that said ‘the weather is too hot.’” [CNN, 6/19/03]

3-10: Classified.

To recap: One three-year old arrest in a case where no charges have been filed, one two-year old arrest related to a plot that was already abandoned and eight “incidents” the administration won’t tell us anything about.

As he includes Partners I’m assuming that the London tube bombings are being counted as at least one.

Not that the Bush administration actually had anything to do with that.

“We have been successful in disrupting certain plots. Some have been made public or are in the public domain, like Richard Reid,” Attorney General Alberto Gonzales told reporters. “Others are classified.”

    http://apnews.myway.com/ / article/ 20051006/ D8D2N1FG0.html

Gonzalez needs to check his memory hole — the administration had zero to do with disrupting Reid.

  15. David B Says:

This is like a bad episode of the X-Files. Well Halloween is coming so it is time for scary make believe. Gee Uncle George, can you tell me the one about the WMD again? Or the about the boogeyman, Saddam and how he helped that Bin-Laden guy that we can never find.

  16. John Henry Could Hammer Says:

Here’s a list that parliament squeezed out of Tony Blair back in July 2005. They called it a list of significant attacks “associated with” Al Qaida since 9/11.

  17. Theresa Says:

And another delusion to add to the list, which will have its own time slot on BBC:

“I’m driven with a mission from God. God would tell me, “George, go and fight those terrorists in Afghanistan.” And I did, and then God would tell me, “George, go and end the tyranny in Iraq …” And I did. And now, again, I feel God’s words coming to me, “Go get the Palestinians their state and get the Israelis their security, and get peace in the Middle East.” And by God I’m gonna do it.”

  18. Punchy Says:

I’m just surprised he settled on 10. He could have said 25 or 50, just for shock value. I’m sure when his polls drop out of the 30’s, he’ll move that number up….

by the way, why would a disrupted Al Q plot be “classified”? If it’s disrupted, doesn’t that imply it’s over and done with? More importantly, ISN’T THAT SOMETHING THE GOV’T–IF TRUE–WOULD WANT PUBLIC????

why would they NOT make those public, to bolster Bush’s “war on terror” claims, if they exist???????? alas, they only exist IN HIS HEAD….

  19. Mohab Dinkerhoff Says:

So the problem here is that Padilla was busted too early, since his plot wasn’t yet developed? And Faris was busted too early, since he hadn’t yet figured out how to blow up underground tanks at gas stations? And we keep some things secret during a war?

    Whoa! Sounds like a Sept 10, 2001 seminar…

  20. Hunter Morrow Says:

Wong. No plan was ever found with Padilla. He is being held without charges. One man, while aiding and abetting terrorists, is being used to further the goals of the Bush administation. They’re essentially waving their packages around because they stoppeda guy from going through with a plot he’d abandoned months ago. Whoo Hoo! Whats even worse is that they refuse to disclose the other 3 stops, yet want us to feel like they accomplished something. Really, Mohab, whats to stop the White House from saying they thwarted 75 plots against the U.S.? Should we just blindly believe that too? Bush is twisting in the wind.

  21. Zippy the Other Pinhead Says:

10 plots disrupted, but no details, huh? George must have had lotsa practice making such stuff up — (1) “I’ve flown hundreds of hours” — prior to his desertion from the Texas Air Natl. Guard; (2) “I’ve snorted this stuff lots of times” — prior to his bust for cocaine possession; (3) “I’ve drunk thousands of beers without getting into an accident” — prior to his DUI arrest(s); (4) “I’ve banged hundreds of girls” — prior to his marriage to Laura.

Man…the stuff these guys can make up and spew without any factual basis…although (2) and (3) above probably ARE factual…

  22. wisedup Says:

Make that 11 plots foiled!..I just found 1 more under my bed!…i got him…come out YOU!…..KARL ROVE!..how did you get under there!
    ‘Bunnypants!’….I love it..lolol

  23. Southwest Bob Says:

I’m surprised he forgot to include the Secret Service sweeps of his bedroom each night in case terrorists are under the bed or in the closet. Hell, that alone would make the billions we’ve spent on this damn “engagement” worth it.

  24. Mohab Dinkerhoff Says:

    Hunter Morrow

How can you say “no plan was ever found with Padilla,” and then cite one that he abandoned?

  25. Dick (no, not that one) Says:

Kind of like the 30 battalions of Iraqi soldiers that are now trained and ready. Or, of course, like the robust nukular program saddam had. All from the same source, his ass.

  26. Dick (no, not that one) Says:

As far as Padilla goes, We just have to take Rummy, Wolfie, Alberto, and Ashcroft at their word that he ever did ANYTHING. Why do you think there hasn’t been a charge? They know they got nothin’. Why hasn’t Padilla even been allowed to talk to an attorney? Cuz the attorney would know they got nothing and would be screaming to anybody who’d listen that the gov’t. is holding a US citizen without allowing him any rights guaranteed by the Constitution(Now void where prohibited).

  27. Ryan Neat Says:

This is so scarey - this man (GeezassW) is absolutely clinically insane!

President George W. Bush told Palestinian ministers that God had told him to invade Afghanistan and Iraq - and create a Palestinian State, a new BBC series reveals.

Nabil Shaath says: “President Bush said to all of us: ‘I’m driven with a mission from God. God would tell me, “George, go and fight those terrorists in Afghanistan.” And I did, and then God would tell me, “George, go and end the tyranny in Iraq …” And I did. And now, again, I feel God’s words coming to me, “Go get the Palestinians their state and get the Israelis their security, and get peace in the Middle East.” And by God I’m gonna do it.’”

Abu Mazen was at the same meeting and recounts how President Bush told him: “I have a moral and religious obligation. So I will get you a Palestinian state.”

#29 — you mean, MORE than the one being trumpeted in NYC? which just HAPPENED to be disclosed the very hour karl was in ‘talks’ with a grand jury?

  30. Susan Says:

I didn’t hear about the bogus NYC threat. It is so obvious that Bushie hates NY. What scum these cons are.

#29 Ryan, The statements you posted should be grounds for involuntary committal to a mental institute.

The involuntary committal rules are: you can be committed to a mental hospital if you threaten bodily harm to yourself or others.

Call the ACLU and get the paperwork started.

  31. Pablo in Mexico Says:

That is bushlandia all right. Old Georgie is getting all them terrist so he dont have to hide out in a mountain cave again.

Ask old George something like, if you are so damned anxious to get the terrist, why didnt you listen to Clark back in 2001?

His answer will be that there was nothing actionable. But Georgie Porgie, there is nothing actionable in all the terrist threats you have stopped, right old boy?

The man is not even qualified to be a boy scout leader, let alone president. Worst president ever appointed by the supreme court.

  32. thot's Says:

    # 30 yep I was watching CNN when they all went nuts.

Rove went right off the Radar…..

    # 31 if you trust this adminstration that’s far more than I can ever do as I’ve watched this crew for years now ,yank the fear chain every time something gets close to bringing them down. The spin is happening on the fearmongering….

This group makes Richard Nixon look like God!

  33. Susan Says:

This group makes Charlie Manson look like God.

  34. EasyRider Says:

    Timing is everything!

How is it that Bush schedules his speech and hours later New York City Hall announces a possible terrorists plot to attack?

Bush uses the same MO over and over again.

It is just grand to watch this jerk jerk the American public’s strings.

  35. thot's Says:

    Press Releases BBC
God told me to invade Iraq, Bush tells Palestinian ministers ..stolen Huff Po blog ……
Does this mean that gwbush lied to us about Iraq? Why did he tie Iraq to Terrorism today..Again…..

  36. KEVIN SCHMIDT Says:

Your Fact Check is just another piece of evidence that proves Bush is off the wagon, again. In fact I think he and everyone else in his administration needs to have drug and sobriety tests taken daily.

  37. Sharon Cox Says:

Good post’s everyone. Did any one else watching the speech this morning get the feeling like I did, Bush was giving us a bio of himself not the “terrorests”. Every time he opened his mouth I thought he was talking about himself. And now the latest little threat in N.Y. which they may pull off, so much for “we are taking the war over there so we don’t have it here”. Realy? N.Y. is now over there.? It could be he was short on his count by 1, hence N.Y. Do ya think…Gees! Oh and the polls keep dropping, the public is not buying this trash….Blessings

  38. Innocent Bystander Says:

    38. Sharon

Did any one else watching the speech this morning get the feeling like I did, Bush was giving us a bio of himself not the “terrorests”.

Most certainly. I think there’s a real disscoiative breakdown emerging in Bush’s personality. Perhaps the subconscious is breaking through in these intimate talks Bush is having with us/himself. If he understands, as I think he does, that Al Qaeda is a figment of the corporate Republican imagination and it has been a vehicle to drain the Treasury and cement their totalitarian grip on our government, his ability to keep the good guy/bad guy personna’s separate may well be dissolving.

The more this administration and their corruption is exposed, the worse the dissociation is becoming.

  39. Marie Says:

Bush is losin’ it and losin’ it fast. Who writes this stuff for him? It is not fact-checked. It is fabricated, but the people who only listen with half an ear to the news will hear only that he foiled 10 attempts, that also applies to Fox and its viewers.

  40. Marie Says:

Were you all surprised to hear of a terror threat in NYC today?
When Bush is in trouble don’t we always have a threat?

  41. Sharon Cox Says:

Not suprised at all Marie, figured it was on it’s way. Thing is he is the threat. These guy’s are filling our air way’s and more on the pendemic bird flue. Of course, he want’s marshal law. Guess he think’s we don’t know their tricks. Heard Toronto has the bird flu, next we will hear it has flown in and is here, just as Poor George gets Frits to present the bill for marshal law. I’m ready, where’s that damn tape. Ha Ha!…Blessings

  42. CAT Says:

I don’t know about you but I do not believe anything that comes out of this Whitehouse. If they disrupted 8 additional plots where’s the proof. That is just a bunch of crap. But knowing Bush, hell continue to play the terror card hoping that America won’t call him on it. He is the true terrorist. I believe he’s more like the anti-Christ.

  43. Marie Says:

#28, Ryan, I saw the same note somewhere today. Bush thinks God has spoken to him. Bush is on a divine mission. The man is insane. He should not be in charge of anything, certainly not this country.
I don’t think drunkenness behaves this way does it?

  44. Susan Says:

For sure Marie. Bushie is insane and why he is not being committed to a mental hospital is beyond me.

When a person states that they plan to do bodily harm to others the law states that they must be committed for evalutation.

I’m demanding a pyschiatric evaluation of George W. Bush.

  45. Mr. Evil Says:

You know God speaks to me from time to time and he even stops by my place for a visit now and then.

Hell, just last night he came by and we sat and bullshitted each other over an immaculate amount of beer and cigarettes. He said he’d been on the other side of the universe for a few years checking on a few planets that had gotten it right and were progressing beautifully.

I asked him about his boy, George Bush, and he said that by all means George wasn’t his boy. Huh? He said that damn Satan has always taken advantage of when he leaves for a while to go check out his other worlds and this time was no different. He also added I’m just biding my time for when the time is right I’ll let the world know that George Bush is not a man of Me. He is the spawn of Satan. (Handing God another beer) So, God, when, pray tell, will this happen? And God said, real soon my friend! Real soon. You know all his friends that are being indicted and investigated now? I said sure! Well a few of them are going to start singing like my beautiful canaries. And it will be a lovely song! Now hand me another beer or I’ll make you change your nickname! Sure God, Sure! No problem

  46. Roger H. Werner Says:

I haveto believe that Bush included the locally famous Lodi, California terrorist cell in one of the plots broken up since 2001. This incident made the San Francisco, Sacramento, and of course the local Stockton and Lodi papers last spring. Last month two Muslim clerics were deported to Pakistan for overstaying their religious visas and to the best of my knowledge the father and son also implicated are still in custody. I do not think bail was offered as an option since they were deemed flight risks in spite of the fact that both were American citizens with additional family members in Lodi.

My guess is that this incident will eventual prove to be more smoke and mirrors. i mean its been almost 5 months and the whole matter has more or less slipped from even the local news.

  47. brooksfoe Says:

We’d all be a lot better off if the Administration would just start hiring actors to play terrorists, “arrest” them, issue a press release and some TV footage and hire a couple of Hollywood writers to make up some crazy plots (a cesium bomb in a float at the Super Bowl halftime show? grinding up Christian children to make pita bread?), and then let it drop and move on to next week’s episode.

At least that way all these poor dumb losers from Lackawanna and Lodi wouldn’t have to go to jail.

  48. Frank Says:

Bush is caught up in the “Fog of War” syndrome. LBJ and McNamara kept telling the American people that the war in Viet Nam was going well, but in fact we were losing. Bush is caught up in a “Cloud of Confusion”. Remember, “Mission Accomplished”, and WMD. This Nation is in serious trouble in many different ways. A neurotic believes that 2+2=5. A psychotic knows that 2+2=4, but he’s damn mad about it. How do you classify Bush and his supporters?

  49. mab Says:

The problem with the number “10″ is that there is nothing to compare with to. The governement uncovers things all the time. Is “10″ better or worse than previous administrations? Who can tell. The entire topic is meaningless without historical data to compare.

  50. Hunter Morrow Says:

    25
I was talking about Iyam Farris.
    Get it together.

  51. Zwack Says:

Ten “al qaeda plots” that have been foiled?

    1. Jose Padilla
    2. Iyam Faris

    3. London tube bombings - Not the Bush administration who “foiled” it, but hey, they did say “and partners”…
    4. Portland Seven - Not technically an “al qaeda plot” as these were muslims who attempted to travel to Afghanistan to fight against the US, but they’re probably counting it, and this was partly inside the US, so it might be the third..
    5. Lodi “Terrorist Cell” - Anyone know much about this one? Is this the third one inside the US?

Anyone want to guess at what the other five are, remember they are outside the US… They may be classified because they consisted of assassinations of people the Bush administration disapproved of or similar activities. Any other suggestions?

    Z.

  52. ThomNYC Says:

As someone living in and loving New York City, I can say that the sense here is that the Bush Admininstration consistently either 1) doesn’t have a clue about anything happening anywhere, or 2) doesn’t care about New York because it is a progressive city very proud of being self reliant in the face of conservative disdain for us.

The city very likely has better coordinated intelligence and public safety operations than anything any of those cowboys could ever dream up while clearing brush in Crawford.

I think there was credible information which lead to yesterday’s press conference by our mayor, the FBI, and NYPD. Hopefully it wasn’t just some diversion planted by a chubby, baby faced friend of W’s with too much clearance.

If our city has succeeded in thwarting a terrorist attack, the credit goes to New York City… in spite of W’s mismanaged administration.

He gets credit only for attaining the presidency… not earning it, not performing required tasks, and certainly not making America safer.

  53. doncom Says:

Since 2001, I’ve been worried that if bushista’s poll number sank low enough we’d have another terrorist attack. Let’s just hope they stop with threats.

  54. Eric Says:

okay, the giggling killers said that they foiled 10 terror plots, okay…so why are they classified? That tells you right there that THEY DIDN’T FOIL ANY PLOTS! If they knew about 9/11, they didn’t foil that, even though they were knew a month before it happen…so that tells me that these people are using fear to keep people scared…well people that don’t use their brain unlike you and the other’s on this board…if you read 1984 (like I did) it had three sayings: Ignorance is Strength. Freedom is Slavery. War is Peace. Think about it for a sec: War is Peace: the War on Terror as put it by Dubya ‘a endless war, we have to keep the fight to the enemy.’ Ignorance is Strength: The conservative media, lncluding Fox News, CNN, and everyone else out there, they all have the White House spin except for sites and magazines like The Nation, Buzzflash, Air America Radio (which I love), take Back the Media, and the list goes on…Now the last, Freedom Is Slavery: the Patriot Act (or as I like to call it The Facist Act because there is nothing Patriotic about it) strips our rights away…think about it.

  55. RPin Says:

    From Associated Press:

“The White House said the other seven attacks included plans to:

    • Bomb several sites in Britain in mid-2004.

    • Attack Westerners at several places in Karachi, Pakistan, in spring 2003.

    • Attack Heathrow Airport using hijacked commercial airliners in 2003.

    • Carry out a large-scale bombing in Britain in spring 2004.

    • Attack ships in the Arabian Gulf in late 2002/2003.

    • Attack ships in the Straits of Hormuz, a narrow part of the Persian Gulf where it opens into the Arabian Sea, in 2002.

    • Attack a tourist site outside the United States in 2003.”

Even if said attacks were successfully stopped, this is NOT how you account the government for accomplishing the task of securing the country. A great start would actually to have the population express their feelings on how the nation is now safer than then.

  56. Flunky The Clown Says:

I agree with Sharon (post# 38) everything he described hit me as him describing…himself and the administration.
As for Jose Padilla…a thought…After the Oklahoma bombing I recall a third “unknown” bombing suspect that seemed to get away…black hair, dark complexion…Middle Eastern (or Mexican) Could it be that old Jose is that third suspect, who filled with fear of being murdered went into hiding until the Government finally caught have effectivly silenced him before he could tell the truth????

War Protest - Nov 10 2005 Take a day off! – Please Read

If you feel, as the majority of Americans and people throughout the world do, that the war in Iraq is wrong, and you wish you had a way to show the Bush Administration, the Government of the United States, and the world, how you feel about it, then join us in our world wide walk out on November 10th 2005.

Show the world how you feel, and just how many of us feel this way. Let’s drive the point home by taking away from them their most precious item; money.

On November 10th 2005, unless you hold a position which people rely upon in the event of an emergency (you work at a hospital, a firemen, policemen etc), don’t go to work. Try not to drive your car; don’t watch T.V.; don’t use the internet. Stay at home. Read a book. Play with your kids. Engage in a hobby.

Plan a vacation day at work. Call in sick. Use your best judgment on how to take this day off.

If we don’t get their attention this way, we’ll just do it again, until we do.

If the people speak, and speak together, they have to listen.

Please email this to as many of your friends and colleagues as you wish/can.

  58. Terry C. Potter Says:

Darn it Smedley, you guys picked the same day as us. We thought Nov.10th would be the day where we would show our support for the War effort. We plan on showing this support by making sure we all makes it to work that day, even if we are a little ill. No car pooling either, we’ll all be driving individual vehicles wherever possible. Oh yeah, and we will just keep doing this every day too, until you guys start to pay attention and listen to reason.

Markets down on decline in bullshit consumption

The stock market today took a nose-dive on reports that consumer confidence in the US was down to just above it’s lowest level in a decade (via Americablog). The main culprit behind the crash was the bullshit industry, which reported a steady decline…

  61. Clinton Who Says:

I find it amusing that you Democrats try to take the moral high ground at the first sign of trouble. You party was responsible for letting these terrorists go unchecked for nearly a decade. Let’s see - there was the first world trade center attack, The Khobar Towers, the embassy bombings, the bombing of the Cole. Nice idea chasing these guys around with paper. If Clinton had a backbone 9/11 probably wouldnt have happened. The only bone he was worried about was busy making deposits on a blue dress in the oral office. Morality? You guys have thrown darts at this president since day one and none have stuck. Good luck to you!

  62. Armando Gomez Says:

    TWO FOR JOSE PADILLA

    Only in America

    November 23, 2005

The wheels of justice grind slowly but grind they do in spite of the Bush administration’s never ceasing obstruction to an American’s civil rights and to the nation’s jurisprudence. In “Terror suspect Padilla charged” by Eric Lichtblau, Jose Padilla, President Bush’s desperately needed “enemy combatant” is finally going to get his day in court as any American citizen who had been held in custody for over three years without a charge. The initial “charge” for Padilla detainment was to detonate a radioactive bomb in America. Now that his court date is looming ahead the Justice Department isn’t going to enter the “dirty bomb” accusation against Padilla; the Justice Department is already flying on one wing since that accusation was the initial and sole reason for detaining Padilla without due process all these years. Of course, new charges are to be brought forth for the coming trial, charges brought about through interrogation. Can you say “torture?” All this has the shades of John Walker Lindh. Lindh was interrogated and then charged with conspiring along with Osama bin Laden in bringing down the Twin Towers. But after plead bargaining, Lindh was found guilty of just carrying a gun. I see a more weaker government’s position and resolution against Jose Padilla.

    Welcome home, Joseph Stalin

    November 28, 2005

American jurisprudence drops dead in “Administration calls all the shots on detainee cases” by Adam Liptak marks a incoming watershed that individual duo process in this country is evaporating fast into oblivion. Really quick and dirty: Jose Padilla and his defense team are quite aware they’re hopping in a kangaroo court as oppose to a court of law. Aside from the ponderousness of the article, comments such as Eric Freedman, Hofstra Law University, stated that the executive branch (meaning President Bush) can “be judge, jury and executioner,” with any American citizen. But what’s most shocking is that if Padilla does get acquitted from what “charges” are level at him, the president reserve the right to detain Padilla again, just-like-that. Instead of reason we get such idiotic drivel like that of Tasia Scolinos, a Justice Dept. spokeswoman, spouting “the important thing is for someone not to come away thinking this whole process is arbitrary, which it is not.” Come again? The whole process is as arbitrary as Joseph Stalin.
