Who Was “Under Secretary of State” In June 2003?

According to the indictments, one of the first people to tell Scooter Libby about Valerie Wilson’s identity was an “Under Secretary of State”:

On or about June 11 or 12, 2003, the Under Secretary of State orally advised Libby in the White House that, in sum and substance, Wilson’s wife worked at the CIA and that State Department personnel were saying that Wilson’s wife was involved in the planning of his trip.

There are 6 people who hold that title in the State Department. Here are the people who held the position of Under Secretary of State in June 2003:

John Robert Bolton
Under Secretary of State for Arms Control and International Security Affairs

Marc Isaiah Grossman
Under Secretary of State for Political Affairs

Grant S. Green
Under Secretary of State for Management

Charlotte L. Beers
Under Secretary of State for Public Diplomacy

Paula J. Dobriansky
Under Secretary of State for Global Affairs

Alan Phillip Larson
Under Secretary of State for Economic, Business, and Agricultural Affairs

Obviously, certain people are more likely candidates than others.

UPDATE: On MSNBC, Newsweek’s Mike Isakoff says it’s Grossman.

    Libby (and, presumably the unnamed Undersecretary) had clearance to know her name so there’s no wrongdoing there. It’s only illegal for him to pass that classified info to others who don’t have clearance…you know, like reporters. Like he did, according to the indictment. So where’s the charges?

    Fitz’s baseball analogy seems to indicate that he couldn’t conclude definitively that Libby (and “Official A”) knew that her status was classified.

    Fitz also said that pretty much all the investigative work was done, and said that the new grand jury was a necessary formality and was not an indication that he’ll indict others.

    Worst. Fitzmas. Ever.

    So is THIS why Dubya was so desperate to get Bolton into the UN, so he couldn’t be indicted (owing, perhaps, to diplomatic immunity)? If so, it goes all the way to the President. As always, he can pardon everyone involved, even himself … so I’m not holding my breath that anyone’s going to be held accountable in the long run.

    Bolton.

    I am seeing that the wing-nuts want to still say a BJ is worse than Treason. They do seem to scream loudly when in danger.

    It was Grossman, not Bolton, but there’s more to the story – why is the Office of the VPOTUS asking an Under Secretary to investigate a CIA operation?

    Josh Marshall suggested that it was because the Secretary of State (Powell) and the Deputy Secretary of State (Armitage) were out of town. But the day that Libby made the request, and the days that the Under Secretary “orally advised” Libby that Wilson’s wife worked for the CIA, Powell was in Washington.

    But grossman did not visit Judy in jail….and did not , could not have known ceratin WINPAC contacts, or know Wilson’s Africa history, or know Valerie’s Maiden name- all of that matters into the equation….

    I am in the camp that thinks Bolton is involved – for the same reasons that #10 (Hack) noted, the timing is right, and the Wurmser connection is there too.

    #32 Pat can still indict others, but since he said the majority of the work is done, if there are others to be indicted, the indictments have probably already issued, but held in secret.

    They can use the secret indictment(s) for leverage in the Libby case or in settlement negotiations with “Official A” (cough cough Rove cough), etc.

    Accusations of perjury
    On July 28, 2005 it was revealed that a statement made by Bolton on forms submitted to the Senate was false. Bolton indicated that in the prior five years he had not been questioned in any investigation, but in fact he had been interviewed by the State Department Inspector General on July 18, 2003 as part of an investigation into the sources of pre-war claims of weapons of mass destruction evidence in Iraq. After insisting for weeks that Bolton had testified truthfully on the form, the State Department reversed itself stating that Bolton had simply forgotten about the investigation.
