Today, Ahmed Chalabi arrives in the United States. The Guardian reports:
[Chalabi] is due to meet Ms Rice at the State Department tomorrow, and John Snow, the treasury secretary, today. He is also expected to see Stephen Hadley, the national security adviser, and possibly the vice-president, Dick Cheney.
Here’s a short rap sheet on the man who the administration used to provide justification for the Iraq war:
PENTAGON FUNDED CHALABI TO PROVIDE RATIONALE FOR WAR: The Pentagon’s Defense Intelligence Agency paid the INC $335,000 a month in the lead-up to the Iraq war to gather intelligence. In all, the Bush White House has given the INC at least $39 million over the past 5 years. [IPS, 5/23/04; New Yorker, 6/7/04]
CHALABI’S IRAQI NATIONAL CONGRESS WAS MAJOR SOURCE OF DATA FOR PENTAGON OFFICE OF SPECIAL PLANS: According to a report in the New Yorker, analysts based in the Pentagon’s Office of Special Plans “relied on data gathered by other intelligence agencies and also on information provided by the Iraqi National Congress, or I.N.C., the exile group headed by Ahmad Chalabi.” “You had to treat [the I.N.C.] with suspicion,” a former Middle East station chief said of Chalabi’s people. ‘The I.N.C. has a track record of manipulating information because it has an agenda. It’s a political unit-not an intelligence agency.’†[New Yorker, 5/12/03]
CHALABI ATTENDED PLANNING MEETING AT THE PENTAGON JUST DAYS AFTER 9/11 ATTACKS: On September 18, 2001, Richard Perle convened a two-day meeting of the Defense Policy Board, a group that advises the Pentagon. Chalabi, who was a guest speaker at this meeting, made a presentation on the Iraqi threat. [Vanity Fair, 5/04]
CHALABI STOVEPIPED INTEL TO BUSH; DISSENTING CIA AND STATE ANALYSES REMAINED SECRET: According to The New Yorker, “Chalabi’s defector reports were …flowing from the Pentagon directly to the Vice-President’s office, and then on to the President, with little prior evaluation by intelligence professionals.” State Dept. Intelligence expert Greg Thielmann said, “There was considerable skepticism throughout the intelligence community about the reliability of Chalabi’s sources, but the defector reports were coming all the time. Knock one down and another comes along. Meanwhile, the garbage was being shoved straight to the President.” The INC also takes credit for providing raw, unsubstantiated information directly to John Hannah, then-special assistant for national security in Vice President Dick Cheney’s office. CHALABI PROVIDED AGENT CURVEBALL TO AFFIRM SUPPOSED EXISTENCE OF SADDAM’S BIOLOGICAL WEAPONS LABS: “A U.S. official confirmed that defectors from Chalabi’s organization had provided suspect information to numerous Western intelligence agencies. ‘It’s safe to say he tried to game the system,’ the official said.†A discredited INC defector to Germany who was code-named ‘Curveball’ was the chief source of information on Iraq’s supposed fleet of mobile germ weapons factories. Curveball was the brother of a top lieutenant to Ahmed Chalabi, the group’s leader and now a member of the Iraqi Governing Council. [LA Times, 5/23/04; Knight-Ridder, 4/3/04]
CHALABI PLANTED FABRICATED NEWS STORIES: Chalabi was the source for discredited news stories about Iraq and weapons of mass destruction which were penned by New York Times reporter Judith Miller. In 2001, Miller wrote a front-page story about claims that Saddam had twenty secrety WMD sites hidden in Iraq. The information turned out to be bogus. Chalabi’s group arranged Miller’s interview with the source and, according to the New Yorker, Miller’s exclusive story came just “three days after [the source] had shown deception in a polygraph test administered by the C.I.A. at the request of the Defense Intelligence Agency.†[New York Times, 2/26/04; The New Yorker, 6/7/04; Columbia Journalism Review, July 2004]
CHALABI SHRUGS OFF MISLEADING U.S.: “Mr Chalabi, by far the most effective anti-Saddam lobbyist in Washington, shrugged off charges that he had deliberately misled US intelligence. ‘We are heroes in error,’ he told the Telegraph in Baghdad.” [Daily Telegraph, 2/19/04]
CHALABI ACCUSED OF PASSING U.S. SECRETS TO IRAN: In June 2004, Chalabi came under investigation for allegations that he passed secret intelligence to Iran. Chalabi is accused of telling the Iranian government that the U.S. had broken the code it used for secret communications. National Security Adviser Condoleezza Rice promised Congress a full investigation into the allegations. But the Wall Street Journal reports that “there is little sign of progress in a federal investigation of allegations that he once leaked U.S. intelligence secrets to Iran.” [Washington Post, 6/3/04; WSJ, 11/7/05]
CHALABI ACCUSED OF ENGAGING IN COUNTERFEITING OPERATION IN POST-WAR IRAQ: The AP reported in August 2004 that Iraq had issued an arrest warrant for Ahmad Chalabi on counterfeiting charges. The warrants “accused Ahmad Chalabi of counterfeiting old Iraqi dinars - which had been removed from circulation following the fall of Saddam’s regime last year…Police found the counterfeit money along with old dinars in Ahmad Chalabi’s house during a May raid.†A judge later dismissed the counterfeit charges for lack of evidence. [AP, 8/8/04; Washington Post, 9/28/04]
CHALABI CONVICTED FOR EMBEZZLEMENT: Critics have questioned the credibility of Ahmad Chalabi because in 1992 he was convicted by a Jordanian court of embezzling funds from a bank where he was employed. According to the Independent, “By 1992 he [Chalabi] was convicted in absentia of embezzlement and fraud, and his sentence of 22 years hard labour stands to this day. Jordan claims the debacle cost the state $300 million.†[Independent, 4/13/03]
CHALABI CURRENTLY HEADING IRAQI OIL MINISTRY: Chalabi has maintained leadership over the oil ministry while also retaining the post of deputy prime minister in Iraq. [London Times, 4/28/05]

From Chalabi’s statement:

President Clinton signed into law the Iraq Liberation Act of 1998. The
American people have given their support for the end of dictatorship and
for democracy in Iraq. The INC welcomes this courageous and historic
action by President Clinton and thanks him for it.
[…] We will present a united
front to maximize the chances of success. We look to President Clinton
to support and work with a united INC to achieve our common goals.”
As part of their compliance with the (unanimously approved) Iraq Liberation Act of 1998, Clinton’s State Department designated Chalabi’s organization as the “go-to guys” of the Iraqi liberation.
GWB didn’t go out and find Chalabi and make it U.S. policy to fund his organization, Clinton did. GWB didn’t elevate this guy to being an icon of the Iraqi resistance, Clinton did.
I’m not saying, “It’s all Clinton’s fault!”; just giving a more complete “sordid history”, one that doesn’t gloss over / omit entirely how Chalabi came to be in the halls of power in D.C.

November 8th, 2005 at 10:18 amtomaig. Interesting details of dealings with the INC prior to 911. It appears that Bush did believe everything Chalabi said and declared war on Iraq. Chalabi was the tipping force that baby Bush wanted to go after Saddam. Clinton, it seems, was not so anxious that he believed everything Chalabi said went to war over it. You certainly can’t blame Clinton but you can blame Bush as he is the one that went to war regardless of the history of Chalabi.

Mylroie is an adjunct scholar at the American Enterprise Institute, a conservative think tank often identified with leading neocons.
David Corn wrote that “what Mylroie says matters” because “she has influential admirers,” most notably Richard Perle and R. James Woolsey, Jr..
Mylroie was adviser on Iraq to the 1992 Clinton campaign.
Mylroie is the author of Study of Revenge: Saddam Hussein’s Unfinished War Against America, a book published by the American Enterprise Institute in 2000. It pushes her theory that Iraq was behind the 1993 World Trade Center bombing.
According to writer Peter Bergen, Mylroie’s theory was the basis for “the belief that Saddam posed an imminent threat to the United States,” which “amounted to a theological conviction within the administration, a conviction successfully sold to the American public.”
According to Bergen, “Mylroie and the neocon hawks worked hand in glove to push her theory that Iraq was behind the ‘93 Trade Center bombing. Its acknowledgements fulsomely thanked John R. Bolton and the staff of AEI for their assistance, while Richard Perle glowingly blurbed the book as ’splendid and wholly convincing.’ I. Lewis Libby, now Vice President Dick Cheney’s chief of staff, is thanked for his ‘generous and timely assistance.’ Others who merit expressions of gratitude in Myleroie’s acknowledgements are Cheney’s foreign-policy advisors John Hannah and David Wurmser as well as Francis Brooke, a principal Washington lobbyist for the Iraqi National Congress.
And it appears that Paul Wolfowitz himself was instrumental in the genesis of Study of Revenge: His then-wife is credited with having ‘fundamentally shaped the book,’ while of Wolfowitz, she says: ‘At critical times, he provided crucial support for a project that is inherently difficult.’”
Bergen comments, “Mylroie became enamored of her theory that Saddam was the mastermind of a vast anti-U.S. terrorist conspiracy in the face of virtually all evidence and expert opinion to the contrary. In what amounts to the discovery of a unified field theory of terrorism, Mylroie believes that Saddam was not only behind the ‘93 Trade Center attack, but also every anti-American terrorist incident of the past decade, from the bombings of U.S. embassies in Kenya and Tanzania to the leveling of the federal building in Oklahoma City to September 11 itself. She is, in short, a crackpot, which would not be significant if she were merely advising say, Lyndon LaRouche. But her neocon friends who went on to run the war in Iraq believed her theories, bringing her on as a consultant at the Pentagon, and they seem to continue to entertain her eccentric belief that Saddam is the fount of the entire shadow war against America.”
Newsweek reports that at the heart of Mylroie’s theory is the belief that Pakistani Ramzi Yousef, who was convicted of the WTC bombing, and Abdul Basit, a Pakistani man who in 1990 was living in Kuwait, are two different people. The FBI has maintained that they are one and the same. Wolfowitz believed in Mylroie’s “switched identities” theory enough that he persuaded the “Justice Department shortly after September 11 to provide a government jet and FBI staff support for a secret mission to England by former CIA director James Woolsey. The idea behind the mission was to check fingerprints on file in Swansea, England, where Basit had once gone to school, and compare them to the fingerprints of the Ramzi Yousef in prison. … Justice Department officials tell NEWSWEEK that the results of the Woolsey mission were exactly what the FBI had predicted: that the fingerprints were in fact identical. After the match was made, FBI officials assumed at the time that it had put the Mylroie theory to rest.”
Mylroie believes that there is an internal administration dynamic between handling attacks as individual criminal matters which result in individual prosecutions, and holding investigations which find out what actually happened. A prosecutor’s goal is a conviction, plain and simple. She claims that the terrorist attacks during the Clinton administration were handled by agencies which sought individuals to punish, denigrating information which pointed to “false flag” support by larger players.

The media ate it up and so did the Congress and then the polls came along indicating that the American public supported the war in Iraq. If the Dems (or you) think that there is evidence that the administration “lied” to get us into Iraq, you’re taking the wrong angle for 2006. There are lots of reasons for Dems to win in 06 ( failed fiscal policies, Katrina response, Libby,etc.) but the drumbeat that Bush lied to get into the war just isn’t going to resonate.

Chalabi’s interest is the same as the rest of the NeoCons - self interest. The majority of Iraqis say they’re worse off now than under Saddam. And a whopping 45% say they agree that the insurgents should be killing us! No, clearly the motivations of both Chalabi and our own home grown neo nazi republicans are self interests solely.

Chalabi is making a killing in Iraq. I can understand that he had the street creds for Cheney…he was, after all, a world class bank embezzler and a traitor to the US-Iraqi cause by sharing secrets with Iran. But mostly, Chelabi is willing to supply whatever fabricated intel this administration needs, as long as we don’t question where the billions of taxpayer dollars are going.
Any RW cheerleader who can support Chalabi here is obviouly a Cheney-type traitor to the American people and the values we hold dearly.

Chalabi’s handler Francis Brooke is/ or was employed by BKSH - Charlie Blacks (well-connected to both Poppy & son) firm - listed as one of the 10 most profitable Iraq contractors. I believe Brooke & BKSH helped fend off the trial of Chalabi’s Nephew when he was accused by the Interim Iraq govt. of arranging the assassination of the IRAQ FINANCE Minister.

But what we know is his incredible success to lead the bush administration to the Iraq war, to the quagmire that have followed. For him, to come back to the US at this time, shows how confident he is that nobody in this administration will ever question him, they are too afraid that it would answer. Or would a (special) prosecutor do it?

The 1998 bill that Clinton signed was ‘generic’ and didn’t include provisions specifically for Chalabi. It was the REPUBLICAN CONGRESS that attached an amendment in 1999 to the APPROPRIATIONS BILL, titled IRAQ OPPOSITION,
Sec. 590.
“Acts making appropriations for foreign operations, not less than $8,000,000 shall be made available for
assistance to the Iraqi democratic opposition. Of this amount, not less than $3,000,000 should be made available as a grant for the Iraqi National Congress.”
This was a republican act from a republican congress that was one small amendment in a very large appropriations bill. I frankly wouldn’t be surprised if Clinton even noticed it the dollar amount is so small. This didn’t make Chalabi the ‘go to guys’, despite the misrepresented claims to the contrary.

So why isn’t America impeaching George Bush Junior when causing a criminal war of aggression for private profiteering is no less than a crime…..violating our US Constitution, international laws and treaties and moral laws of reciprocity?
George Bush Junior’s “blueprint†for his administration (ABC, 2003), his own 2000 Project for a New American Century report (PNAC Rebuilding America’s Defenses report, 2000) published an entire year before 9/11 claimed openly and shamelessly on pages 50-51 that the US needed a “new Pearl Harbor†(PNAC, 2000) to cause a “military transformation†(PNAC, 2000)……a Reaganomic corporatization of our US military…… and a historic escalation of military spending that our US Congress would not have approved without 9/11…..and voting for a Patriot Act republished at 3:45 AM before the vote (Unconstitutional, 2005) that crushes civil liberties that our US Congress would not have approved without 9/11……of, by, for global military “supremacy†(PNAC, 2000) for this GW Bush administration……the 2000 PNAC report evidence that this GW Bush White House needed 9/11 as an “excuse†to cause war to cause a Reaganomic corporatization of the US military, privatization, deregulation, tax cuts …for private wealth (Leach, 2002), for the richest 1% that own more than 90% of the wealth (Nader, 1996)…..and to crush the political opposition.

George Bush Junior tried to block the 2002 Downing Street Memos from the US “media†(McGovern, 2005), but Fox’s Rupert Murdoch ironically published the 2002 Downing Street Memos as headlines in his London Times on May 1, 2005 and through May, the 2002 DSM evidence from the highest levels of British intelligence that this GW Bush administration lied and conspired to “fix the facts and the intelligence to fit the policy†…the “policy†to bomb Iraq through the summer of 2002 illegally and secretly to try to force Saddam Hussein to “retaliate†as an “excuse†to invade Iraq (DSM, 2002;LT, 2005) ……for oil (Wolfowitz, 2003)…..as playground bullies also need “excuses†to “retaliate†to start a fight…GW Bush also refusing to join the International Criminal Court….

GW Bush’s Paul Wolfowitz admitted in June, 2003 at the Asian Summit that the 2003 invasion of Iraq was “about oil†and that the term “WMD†or “Weapons of Mass Destruction†were a “bureaucratic excuse†for that invasion (Wolfowitz, Asian Summit, Global Policy Forum, The Guardian, 2003)….. a “bureaucratic excuse†for that “policy†of invasion …
But GW Bush tried to censor Wolfowitz’s statements that the invasion of Iraq was “about oil,†also (The Guardian, 2003). And he waited until 2005 to admit that 1) he, too, could find “no WMD†and 2) the US could not withdraw from Iraq because of oil. GW Bush’s O’Neill admitted in January, 2004 that GW Bush was looking for an “excuse†to invade Iraq in January, 2001, months before 9/11.
Secrecy has become a great legacy of this GW Bush administration: GW Bush’s US Supreme Court protected the desperate secrecy of Dick Cheney’s numerous rendezvous (about 6 times) with GW Bush’s Enron’s Ken Lay, Enron the largest contributor to GW Bush’s 2000 campaign, Cheney’s private public policy meetings of his private CEO “Energy Task Force†early in 2001 to study maps of oil fields in Iraq (Judicial Watch, 2003) before 9/1……those maps and that secrecy evidence that Cheney and Lay and others conspired to cause 9/11 as an “excuse†to invade for oil, the same US Supreme Court that ordered Florida to stop counting ballots that would have put Democrat Al Gore into the White House, instead (Palast, 2000, 2004)…..the minutes of those Cheney-Enron meetings in early 2001 evidence that GW Bush’s Cheney and Lay were conspiring to cause war for oil, Iraq the second largest reserve of oil in the world…..and GW Bush and Enron needing an “excuse†to invade Afghanistan for GW Bush’s Enron to erect an oil pipeline through Afghanistan to connect the “cheaper†oil of the Caspian Sea with Enron’s power plant in northern India, Enron the largest contributor to GW Bush’s 2000 campaign. President Carter documented the importance of Afghanistan for American over-dependence on oil from Afghanistan (SOTU, 1980) after GW Bush’s dad, GHW Bush was director of the CIA during the Ford administration, Bush senior digging the caves in Afghanistan for the Taliban, the Taliban of Saudi origin and the Saudis subsidizing Bush family businesses, GW Bush removing 28 pages from the 9/11 report that detailed the links between the Saudis and financing of terror, and ripping out pages from another report, also, both the Bush and bin Laden families profiting from the oil industry, this GW Bush White House escorting about 100 Saudis out of the US, even though most of the so-called “hijackers†were Saudi with stolen passports…..most of those names not appearing on United or American passenger lists from 9/11…..and George Bush Senior sat with the Saudis, with the Carlyle group of war profiteers on the morning of 9/11 at the Ritz in DC to watch the WTC towers fall as fast as stocks for war profiteers skyrocketed (Dow Jones, 2001)….The evidence of conspiracy to cause war for private profiteering and political gain or treason would fill volumes, but I should not need to spend days and weeks and months and years defending myself, my family, my nation from criminals in my White House.
So we got 9/11 to invade Afghanistan….and Iraq…and install former oil CEOs as heads of state in both Afghanistan and Iraq…and to erect that pipeline that Enron wanted….and both GW Bush and Rumsfeld demanded that the US invade Iraq immediately after 9/11, even though they had no legal evidence for that invasion (of Iraq) then….and still don’t….So we got the secret and illegal bombing of Iraq through the summer of 2002 to try to force Saddam Hussein to “retaliate†as an “excuse†to invade Iraq (DSM, 2002; LT, 2005). But GW Bush really wanted to be our “wartime president†because presidents that “win†wars also “win†elections……… 2000 deaths after the SS Lincoln.

Gee I don’t know I seem to recall numerous UN resolutions placed upon Iraq and a cease fire from the first Gulf war stipulating the cease fire was in effect as long as Saddam allowed unfettered access to the weapons inspectors, Short memories unless of course it supports your point of view…
