According to National Review’s Byron York, it’s because numerous Bush administration officials still believe (despite all the evidence) that Iraq had weapons of mass destruction.

We can’t figure out which is worse: the fact that Bush officials are still clinging to the myth of WMDs in Iraq, or that they’re still turning to Chalabi to help confirm their misconceptions.

In 2004 Kerry and the Dems were right down the line on the Iraq and Afghan wars, Patriot Act, trade, corporate welfare, health care, drug war, etc. So now the Senate is drafting a “Sense (sic) of the Senate” bill which will, pretty please, ask the Chimp to at least consider someday leaving Iraq. And where will the DLC, Clinton, Lieberman and Biden be on this bill? Where is the Congress which is supposed to declare, and by extension, UNdeclare, war? Senator Reid’s plan includes no exit date from Iraq. Instead, in mirrors what has been the administration’s ongoing policy: To have the Iraqis take more responsibility, to say we won’t be in Iraq indefintitely, and to report on progress. So it’s nothing new.
Rumsfeld and Bush have consistently said that our departure from Iraq is condition-based, and this ‘new initiative’ doesn’t change anything. Our military is now as fully engaged as it’s ever been, even more so since we have forces in Syria.
The body bags and mutilated bodies keep coming with no recognition by those responsible that it is our presence in Iraq which is fueling the conflict and there is no end in sight. Those who think that we need to stay longer in Iraq should be on the next plane to Baghdad International.

Bush is perfectly capable of producing “unexpected contingencies” which will render this plan null and void. In fact, they will occur without any effort on his part.
Bush is also perfectly capable of lying about how many Iraqi units are combat-ready — Rummy has done it consistently for some time now.
I’m also troubled by civilians interfering in the conduct of a war. Micro-managing. What to do? Like the song says: Let’s call the whole thing off. Otherwise it’s more and more body bags unchecked by your precious piece of paper.

Actually, Congress did not approve Bush’s decision to remove Saddam. In October 2002, the House and Senate approved a resolution that gave Bush the authority to go to war in Iraq if he deemed that appropriate. At the time, Bush and his aides were claiming it was their goal to force Saddam Hussein to give up his weapons of mass destruction and his WMD programs (which, we know now, did not exist). When the resolution passed - and in the weeks after - the White House insisted that Bush was not bent on “regime change” and that he was willing to work within the UN to force Saddam to accept UN inspectors (which Saddam did) in pursuit of the goal of disarming Iraq. Is Bush now saying that he had already resolved to invade Iraq at this point and all his talk about achieving disarmament through the UN process was bunk? Is he rewriting history-or telling us the real truth? In any event, when Bush did order the invasion of Iraq months later in March 2003, he did not ask Congress to vote on his decision to remove Saddam.
