On June 28, 2005, President Bush explained why we can’t set a timetable for withdrawal. According to Bush, it would send the wrong message to Iraqis:
Some contend that we should set a deadline for withdrawing U.S. forces. Let me explain why that would be a serious mistake. Setting an artificial timetable would send the wrong message to the Iraqis, who need to know that America will not leave before the job is done.
Now, in an unusual show of unity, the Iraqis sent a message to President Bush:
Leaders of Iraq’s sharply divided Shiites, Kurds and Sunnis called Monday for a timetable for the withdrawal of U.S.-led forces in the country and said Iraq’s opposition had a “legitimate right” of resistance.

Secretary of State Colin Powell emphatically said yesterday that if the incoming Iraqi interim government ordered the departure of foreign troops after June 30, they would pack up without protest, but emphasized he doubted such a request would be made.
… “If the provisional government asks us to leave, we will leave,” Bremer said, referring to an Iraqi administration due to take power June 30. “I don’t think that will happen, but obviously we don’t stay in countries where we’re not welcome.”

The need for Republicans for this bit of propaganda is trumping the Iraqis need to negotiate with representatives of the insurgency.
Remember that the Iraqis have to live with these people long after we are gone. Deliberate attacks against civilians is one of the few rules of warfare that is universally agreed to as “a very bad thing” and we do civilians a disservice by deliberately confusing attacks against troops as equivalent to terrorism against civilians.
As long as we are on their territory they cannot quell the violence since at this point the vast majority of Iraqis see the insurgent attacks against us as understandable. This is true even for people who are not antogonistic to the US like these Iraqi leaders.

The Iraqi Reconciliation Conference was held in Cairo under the auspices of the Arab League. Other news say the event was sponsored by the League.
In case case, the Arab League did not issue the communique -they merely facilitated the conference in preparation for another, bigger conference to be held in January. The communique was written and signed by leaders of the three main Iraqi factions. Not by the League.
One of the Iraqi leaders participanting in the conference was Raad a-Alousi, ambassador to the Arab League. Iraq has an ambassador to the League, because they are one of the founding members: http://en.wikipedia.org/wiki/Arab_League

The leader of Iraq’s most powerful political party has called on the United States to let Iraqi fighters take a more aggressive role against insurgents, saying his country will only be able to defeat the insurgency when the United States lets Iraqis get tough.
“The more freedom given to Iraqis, the more chance for further progress there would be, particularly in fighting terror,” said Abdul Aziz Hakim, head of the Supreme Council for the Islamic Revolution in Iraq, the Shiite Muslim religious party that leads the transitional government and whose armed wing is the most feared of Iraq’s many factional forces.
Instead, Hakim asserted in a rare interview late last week, the United States is tying Iraq’s hands in the fight against insurgents. One of Iraq’s “biggest problems is the mistaken or wrong policies practiced by the Americans,” he said.

Now, let’s be clear. This is one of the real leaders of Iraq and he’s telling us to get out of the way and let them do what needs to be done to clean out the Sunni Triangle and the Sunni insurgents coming in from Syria and Iran. I think he’s tired of his mosques, grade schools and weddings being bombed and his people killed. The good thing is when he gets his chance (and he will) there won’t be any peace/love/dove Leftwing Loser Democrats around crying about abuse and atrocities committed against the terrorists and tying the hands of the military. Why? Because he’ll kill all the whiners he can and deport the rest. There will be no more Democrats visiting Iraq. So who do you think really wants to cut troops and hand over more responsibility to the Iraqis? Bush or the Donks?
