Good points, but you&#039;re misusing the term Catch-22.  The condition of the levees is an obstacle to be overcome.  Rebuilding NO doesn&#039;t prevent anyone from repairing the levees.  Shortage of money does of course, but it&#039;s not a Catch-22, it&#039;s a &lt;em&gt;lack of will.&lt;/em&gt;

A Catch-22 would be if the city had to be rebuilt before the levees could be repaired, and the levees had to be repaired before the city could be rebuilt...... Not the case.  Or is it?</description>

The Military will move out of town soon and so will the people living there at the present moment.
The city will rot and fall apart and thugs and criminals will take over the place to build some kind of &quot;Sin City&quot;.

Eventually the current or any future President or Political system will build a great wall around it and even further into the future the town will be used as a giant Jail.
Sounds like too much Sci-Fi? Have i been watching too many Snake Plissken movies?

Take a look at the facts.
The Money spent so far for the leeves (as one correctly pointed out) is over 200Mio. But patching the Leeves needs at least another 100Mio.
But that is just patching and not rebuilding. Engineers have been estimating ten times the already spent amount of money would be needed to build the leeves like it was promised.
But there is another Problem.
IF the money keeps flowing the engineers estimate that the would be just about finished at around june fixing the leeves.
Start of the Hurricane season and like someone else noted the fixed leeves would not hold a cat1, maybe a cat2 storm so all of it is down the drain again (or the missisippi, or the lake...).

Wake up people!!!
You are being fed lies. Not only by the politicians but also by corporations.
The american dream, from the dishwasher to a millionair is no longer existing and maybe it never has.
If, then only on the back of someone else...

So wake up!!!
We have to do something to change this society, this way of living and each and everyone of us has to do so.
Its not for you and its not for your children. It is for the future of this planet and the human race...</description>

Not that I agree with it so don&#039;t throw things at me, but the administration looks at the oil flow of Iraq as a money producer...or, at least a means of keeping this nation from falling into a recession/depression because a gallon of gas is $4.  the oil companies subtely reminded us around that time who needs servicing.

New Orleans, on the otherhand, has a much bigger problem:

the levees.

it&#039;s a catch-22.  Nobody can go back in and start rebuilding anything until the problem with the levees is solved as they are barely patched and don&#039;t need much of a storm surge before they are breached again (it&#039;s not strictly a patch situation either as some of those levees were originally breached with a category 1 storm surge because they weren&#039;t rooted deeply enough into the ground to start with), but the millions of dollars needed to do that has gone somewhere else.

GW doesn&#039;t want to bring back the inheritence tax which could solve a lot of the money issues.  he doesn&#039;t want to raise taxes in any form or fashion.  he doesn&#039;t want to cut spending on his cronies and iraq.  New Orleans had a bunch of poor people that were tossed into the wind.  they aren&#039;t technically &quot;suffering&quot; as they are now living in hotels and FEMA housing or have simply found jobs elsewhere and have taken to living with relatives and friends, so it was easy to forget about massive reconstruction when you really didn&#039;t care about their lives and took the idea that a band-aid was just a good a solution to the problem as any.</description>

<p>GW doesn&#8217;t want to bring back the inheritence tax which could solve a lot of the money issues.  he doesn&#8217;t want to raise taxes in any form or fashion.  he doesn&#8217;t want to cut spending on his cronies and iraq.  New Orleans had a bunch of poor people that were tossed into the wind.  they aren&#8217;t technically &#8220;suffering&#8221; as they are now living in hotels and FEMA housing or have simply found jobs elsewhere and have taken to living with relatives and friends, so it was easy to forget about massive reconstruction when you really didn&#8217;t care about their lives and took the idea that a band-aid was just a good a solution to the problem as any.<a href="javascript:void(0)" title=""  onmouseover="window.status=''; return true" onmouseout="window.status=''; return true" onclick="ddrc_popup('http://thinkprogress.org/wp-content/plugins/dd-report-comments/report.php?c=300428', 400, 400)"></a></p>

		<description>SBR2001 - BRAVO!! Spoken like a true conservative!  With so many whiners here waiting on their fat a$$e$ for the government to do EVERYTHING for them - it is nice to hear from someone who was there.  

But for the old and infirm - Shame on Mayor Nagin for letting buses just SIT in that lot. Have to hand it to that kid on TV who broke into the office holding the school bus keys.  This young man picked up young and old and a full bus arrived in Houston!!</description>

I think his response, or lack thereof was twofold.

On the one hand, he is incompetent, and sat on vactation while the storm gathered strength.

On the other hand, I think there was a little purposeful incompetence as well. Kathline Blanco had criticized him before, openly criticizing the war effort, and his policies.

We all know how this President cannot deal with criticism.

		<description>This is interesting...how many of you people lived in New Orleans when Katrina hit? I did. How many people do you know that are not receiving assistance for being uprooted? The answer is none- you don&#039;t know anyone left hanging. You might know people who aren&#039;t helping themselves. I, like everyone I know, got another job. Moved on...we didn&#039;t sit back waiting for somone else. But I attribute the success of me and my peers to being republican. 
And where the hell did all my assistance come from? The hurricane fairy? Maybe the government? 
New Orleans will be rebuilt, although watching the leadership of that city and state is a full time job, the morons...pretty soon we&#039;ll enjoy watching them pat themselves on the back for having the lowest crime rate in the nation.  Some real leaders need to step up to the plate...it&#039;s a great opportunity to turn a crime-ridden disaster into a wonderful, international destination.</description>
