At least Democrats kept the rules in place and pretended to follow them. We all know the Republicans are much more to blame here, partly because they were in power, partly because they think their holy crusade is so important they can "bend the rules" (like Geneva Conventions, domestic spying, intelligence on WMD's, etc). It's just getting worse over time - in ten years, it may be the Democrats making these same mistakes. We'll have to wait and see once the pendulum swings the other way.
