Just because te CRS questions the legality doesn’t mean that the government should just hop to and start an investigation by involving the Justice Department. A formal Congressional inquiry should be conducted first in order to make the determination if a indictment is necessary by getting all the facts out first.

The report does indeed indicate guilt, which should mean the issue should get taken over by the law enforcement arm of the government. It should be treat as a criminal investigation, investigated further as such, and taken to court and a jury. That these are government officials should not protect them from the legal process.
