The incompetent Democrat president that didn't go to war when it could have been won cheaply was Franklin D. Roosevelt. In 1943 a tame Democrat Senator, a meaningless machine candidate, was sent around to look for inefficiency in the war effort. He found a lot, and based on his findings, he had US 155 millimeter artillery production stopped for a year, because too much had been shipped to North Africa. The US suffered 50,000 added casualties in Italy and Normandy because 76mm (3 inch) shells were substituted, but were not as effective as the 155mm shels that were not allowed to be produced. The tame senator: Harry S Truman. Recently, a dictator was under sanctions from previous unsuccessful invasions, and so soon as he was able to get the sanctions dropped, was preparing to invade neighboring countries.
