National Journal: Total Information Awareness ‘Stopped In Name Only’

The National Journal has published a major exposé on Total Information Awareness, the controversial data mining program that Congress voted to terminate in 2003.

Earlier this month, ThinkProgress noted a Newsweek story reporting that “very quietly, the core of TIA survives with a new codename of Topsail.” The National Journal adds several new details to the picture.

The core components of TIA have been moved to the Advanced Research and Development Activity, housed at NSA headquarters. According to the Journal, “The names of key projects were changed, apparently to conceal their identities, but their funding remained intact, often under the same contracts.” Emails written by subcontractors working to design these components show that the program continues under the codename “Basketball”:

Congress’s decision to pull TIA’s funding in late 2003 “caused a significant amount of uncertainty for all of us about the future of our work,” Hicks executive Brian Sharkey wrote in an e-mail to subcontractors at the time. “Fortunately,” Sharkey continued, “a new sponsor has come forward that will enable us to continue much of our previous work.” Sources confirm that this new sponsor was ARDA. Along with the new sponsor came a new name. “We will be describing this new effort as ‘Basketball,’ ” Sharkey wrote, apparently giving no explanation of the name’s significance.

Also notable is testimony given earlier this month by National Intelligence Director John Negroponte. As we pointed out at the time, Negroponte claimed ignorance about the status of TIA:

WYDEN: Mr. Director, is it correct that when John Poindexter’s program, Operation Total Information Awareness, was closed, that several of Mr. Poindexter’s projects were moved to various intelligence agencies?

NEGROPONTE: I don’t know the answer to that question.

Today’s report suggests that answer was misleading at best. Not only does it appear that Negroponte was aware of the ongoing activities, his office will soon control them.

ARDA now is undergoing some changes of its own. The outfit is being taken out of the NSA, placed under the control of Negroponte’s office, and given a new name. … Officials with the intelligence director’s office did not respond to multiple requests for comment on this story.

    Post 5 the NSA listens to all phone calls by data-mining and when key words pop up then a live agent starts listening to the call > so it is wiretapping and not searches! If the NSA determines that a search of your house or property should be done, it is turned over to a different agency like the FBI! Regardless it is illegal if done without warrants!

    I don’t like it but I understand that this group of people want to do this and I understand they are all in it together. What I don’t understand is that there has to be hundreds of people working on this program…and THEY all think they are doing the country a service by illegally spying on Americans. Amazing. What scares me the most is that these programs are all set up and working. I don’t think that this group or cabal plans on giving up the power that they have to the next elected official especially if it is a progressive administration. What their plans could be for keeping control scares me the most. More than Osama.

    This is one reason America needs to get Republicans out of office. The American people will never get the truth about what is going on in this government, in Iraq, in foreign policy, and domestic policy, as long as Republicans are in the majority.

    John Negroponte has one of the most dark and questionable backgrounds in government going back to Vietnam. It is not just coincidence that he has been in embassy positions during some of the most volatile and dirty American military actions in South Vietnam and Central America. He was UN Ambassador when Bush wanted to launch the Iraq War, then was Ambassador to Iraq when there was talk about engaging death squads to control the occupation of Iraq. He has always been associated with and supported right-wing, police-state governments. He is not a guy who believes in open, democratic government. And now, this guy is the top intelligence officer in Bush’s secretive government.

    The Republicans are responsible for the actions of this administration. They confirmed Bush’s appointments. They allow and participate in the secrecy, the lies, and the deception. The Republicans need to go. Americans need the truth.

They have broken so many laws since coming to office and nothing has been done by Republicans in Congress to stop them. Apparently the Republican party has a double standard, if they break the law it’s ok, if you break the law you go to jail. Post 13 spells it all out for you to read. The problem that we face is ignorant voters, who vote for Republicans based on slogans, like, Stay the Course, National Security, Anti-Abortion, anti-gay rights, and religion. These same voters don’t realize this administration is trying to turn this Country into a Police State.

    Yes, I said, Police State! If we don’t band together and stop them, we are all going to end up as slaves to the government. They are already putting up camera in every city to watch your every move and soon they’ll be watching you mow you lawn, go to work, go shopping, and everywhere else as well. I don’t know about you but, I don’t want the government watching me every minute of the day. There objective is too take control once they have the ability to control our movements. Who is going to stand up and stop them once the cameras are up.

    You won’t be able to, because another camera will catch you and they will know exactly where to find you. I against crime like everyone else, but innocent people are being spied on by the NSA and we sit by like a bunch of sheep and do nothing. You know what happens to sheep, yes, that’s right they get herded and lead to the slaughter.

    It is my personal believe that the government must protect the individual and the individual’s rights from corporations, bad government and bad laws.

    The current Right-wing GOP leadership uses the government and laws against the individuals to protect the corporations and businesses.

    When lawyers are hired not to protect the corporations and keep it within the law, but rather to know the laws and how to break them without getting caught, then we loose honesty and ethics. Why executives are not going to prison for destroying people’s lives? People loose their savings and the corporate executives get to keep their huge bonus, their huge homes, and all their goodies. The executives get their pensions while the workers loose most or all of theirs. Laws are passed to protect the rich and the corporations, while individuals are prosecuted.

    Republicans support large defense budgets yet National Security and large national defense budgets are not the same.

    National Security is a sound and effective U.S. Military, but includes the Border Patrol, FBI, IRS, INS, local police, fire fighters, NSA, CIA and other intelligence organizations with personnel in numbers that we capture and imprison or deport all illegal aliens.

    It is not in our national security to let illegal aliens remain inside our borders. They do not have the rights to court hearings or appeals. Their children who are born within our borders are not legal citizens, and should never be used to justify illegal aliens a means to become U.S. citizens.

Sacrificing liberties for security is un-American. If our forefathers would have had ideas like these we would all be singing God Save the Queen right now.     The frighntening aspect of the data-mining is the “words on the list” which trigger thre live-agent monitoring.
    I’m sure the ‘usual suspects’ are there, words that a potential “foreign terrorist” might use, however they have aptly demonstrated they are resourceful and quick learners and would quickly learn how to evade detection of their communications.
    It is the other words (we all use here everyday) which an authoritarian regime can key the data-mining towards. The greatest threat to a police state is from within their own populace, and this (these) universal spy programs have their roots in the sector Dwight D. Eisenhower warned America about at the close of his service to our country.
    This latest go-around even has some of the same characters as before.     It refers to searching through huge volumes of data collected, and in the case of telephone conversations, it has a specific connotation.

    But you are right, it does refer to everybody.
