Defense contractor Mitchell J. Wade pled guilty yesterday to election law fraud, among other charges for making illegal campaign contributions, including $32,000 in illegal contribution to Rep. Katherine Harris (R-FL).

Katherine Harris claims she had no idea there was anything amiss when she received the contributions. In a statement she said the incident “demonstrates the perils of a process in which candidates are sometimes asked to determine the intent of a contributor.”

Her story isn’t very credible, for three reasons –

1. The illegal donations arrived on the same day. Had various employees of MZM independently decided to donate money to Harris there wouldn’t have been any problem. The donations were illegal because they were coordinated by Mitchell Wade, who reimbursed his employees. Seven MZM employees sent 28K in donation on the same day, March 23, 2004. (Mitchell’s wife, Christiane sent 4K a week later.) It’s theoretically possible that all seven employees just happened to independently send maximum contributions to the same candidate on the same day, but it doesn’t take a genius to realize they were coordinated.

2. MZM was Harris’ largest campaign contributor by far. Money from MZM employees and PAC was the top source of cash for Harris’ campaign by a more than 2-to-1 margin. This makes it virtually impossible that she wasn’t aware of the suspiciously timed transaction. Here’s a chart of her top contributors from Open Secrets:

3. Wade told Harris his intentions. He took Harris out to lunch and told her MZM wanted an earmark for a defense project. According to the Washington Post, Harris asked for it but wasn’t able to get it. Harris knew exactly what Wade expected in return for the cash and did what she could to get for him.

Perhaps Harris is completely innocent. The available evidence, however, doesn’t support that conclusion.

    Harris released a statement Friday calling the revelations in the Wade plea “an unfortunate reality…. I am confident justice will prevail and the guilty parties will be properly punished.”

    Hopefully this will be a fulfilled prediction and pancake-makeup Harris will be informed of her cell number at the nearest federal pen.

    State Employee Travel

    The review by the auditor general found a number of instances where employees in Harris’ department bought first-class or business-class tickets for foreign travel instead of less-expensive coach-class tickets, violations of state travel regulations.

    Personal Use of Government Resources

    The auditors also found Harris had no procedures for screening personal calls made on state cell phones. Reviewing expenditures made between July 1, 1999, and March 31, 2001, auditors determined that more than 38 percent of the calls could not be associated with a valid state purpose.

    Fraudulent Record Keeping

    Harris’ staff routinely recorded expenditures made by one division as being made by another. For example, expenditures incurred by a Latin American affairs consultant for foreign travel were attributed to the state Division of Elections. Cell phone expenses incurred by Harris’ own office were listed as expenditures by the Division of Corporations.

    Inspector General Law

    “Each inspector general shall report to and be under the general supervision of the agency head and shall not be subject to supervision by any other employee of the state agency.”

    Inspect General Dwight Chastain said Harris’ office was in violation of a state law that requires the inspector general to report directly to the head of an agency. Chastain, 57, says he only talked directly with Harris once during the two years he held the job and was forced to communicate only through Assistant Secretary Dave Mann. “That is an inappropriate way of doing it,” Chastain said. “The secretary or agency head has to have confidence in the inspector general and the inspector has to have the ear of the secretary.” The jobs were created at state agencies to promote accountability, integrity and efficiency in government.

    Punishing Whistleblowers

    Harris fired Chastain this week, and he says it’s because of the critical report. “It was either do what they want, be fired or resign,” Chastain said… Harris fired her inspector general this week after he balked at changing a report on the department’s financial operations. The dispute arose as Chastain prepared an annual report that is required of inspectors general at all state agencies. In the report, Chastain said, he noted that Harris’ office was in violation of a state law that requires the inspector general to report directly to the head of an agency. Shortly after submitting a draft of his report, Chastain said Mann accused him of trying to embarrass Harris and on Wednesday presented him with a one-sentence letter dismissing him from his job. Chastain said he asked to submit a letter of resignation and was allowed to write a second letter. Then he was escorted back to his office, allowed to clear out his personal possessions and escorted from the building where he has worked for almost 15 years.

    Hours after a commercial plane struck the Pentagon on September 11 2001 the US defence secretary, Donald Rumsfeld, was issuing rapid orders to his aides to look for evidence of Iraqi involvement, according to notes taken by one of them.

    “Hard to get good case. Need to move swiftly,” the notes say. “Near term target needs - go massive - sweep it all up, things related and not.”

    The handwritten notes, with some parts blanked out, were declassified this month in response to a request by a law student and blogger, Thad Anderson, under the US Freedom of Information Act. Anderson has posted them on his blog at outragedmoderates.org.

    The Pentagon confirmed the notes had been taken by Stephen Cambone, now undersecretary of defence for intelligence and then a senior policy official. “His notes were fulfilling his role as a plans guy,” said a spokesman, Greg Hicks.

    “He was responsible for crisis planning, and he was with the secretary in that role that afternoon.”

    We’ve made this a world for human beings, with little to no regard for anything else sharing this planet. I think we have an obligation to protect those other lifeforms from human “creation”. Including, in some cases, ourselves.

    To be fair, it was actually Aphrodite who attacked me in a previous post, and routinely does so in this manner (I’m single and have decided not to breed). I was just giving it back to her in a dose of her own medicine.

    I went to find her comment, but it seems to be missing. It was very nasty. As usual. That’s what neo-cons do - they label women by marital stauts and quantity of offspring. Never by her accomplishments in life. Yet, women like her are routinely envious of the fact that I look much younger than my actual age and date younger men. I just used in return what works.

    There’s been a pattern of this with Harris. When she ran for her state House seat here in Florida, she got caught taking illegal campaign donations. She claimed at the time that she just had no idea that it was going on.
