BREAKING: Coast Guard Sounded Alarms Over Dubai Ports Deal

At today’s White House press briefing, Scott McClellan sought to assure the American public that the UAE’s ties to terrorism had been addressed prior to the ports deal:

This was a transaction that was closely scrutinized by national security experts who are involved in these decisions and by our intelligence community. The intelligence community provided an assessment. The Department of Homeland Security also worked to make sure any national security concerns were addressed, by entering into an agreement with the company and requiring some additional security assurances before it moved forward. But this was a consensus of all the relevant departments and agencies — there are some 12 altogether — that are part of that Committee on Foreign Investment.

But Sen. Susan Collins (R-ME) today released an unclassified version of a document showing that the U.S. Coast Guardlocated in the Department of Homeland Security — “cautioned the Bush administration that it was unable to determine whether a United Arab Emirates-owned company might support terrorist operations.” From the document:

There are many intelligence gaps, concerning the potential for DPW or P&O assets to support terrorist operations, that precludes an overall threat assessment of the potential merger. … The breadth of the intelligence gaps also infer potential unknown threats against a large number of potential vulnerabilities.

The Bush administration’s defense of the deal continues to unravel.

UPDATE: Here is the Coast Guard memo.

UPDATE: VIDEO

Watch it:

CNN: Now when this report — part of the report was released, Chairwoman Susan Collins said she was very concerned about what it showed. Take a listen.

COLLINS: On the face of it, these unclassified questions and the use of the word “intelligence gaps” that proclude an overall threat assessment of the potential merger and that it involves “potential unknown threats against a large number of potential vulnerabilities.” That language is very troubling to me.

Critics say the outcry over the £3.9bn acquisition of P&O by Dubai Ports World, which will transfer the running of five US ports to a state-controlled Middle Eastern company, has exposed the US Congress at its xenophobic worst. But it has also revealed more starkly than ever the protectionist tide that is waxing in America under the guise of national security.

In the UK, in the cash-rich Gulf states and in fast-growing India, different incidents in the past week have made people ask the same question: is it worth doing business with the US?

  7. Hardy Haberman says:

It is amazing to see the depth that the Bush administration has sold us out for cash and cronism. They will sacrifice security and American lives for their benefit and that of whatever big corporation pays their price.

Impeachment is too good for these guys. Criminal trials are more appropriate.

  8. Al Capone says:

Exactly. Does really somebody think that because an English company is about to be taken over by a Dubai based and state owned company (and let’s not forget, we are talking here about managing a port!) now they will send over ships full of terrorists and arms of mass destruction (at least then we could find them)?

  9. Monkey Nut Wrench says:

Arab businessmen have expressed their concern. The Egyptian billionaire investor Naguib Sawiris says Arabs would be tempted to look away from the US for asset acquisitions, for investment opportunities and for business contracts.

And a country that had a trade deficit of $726bn (£415bn) last year can ill afford the “paranoia” about inward investment and foreign trade exposed by the DP World furore, adds Mr Reinsch.

  12. Monkey Nut Wrench says:

Protectionism has already won some significant victories. Last year, the Hong Kong-based oil company Cnooc blamed “unprecedented political opposition” in the US for its decision to abandon a $18.5bn bid for the Californian oil firm Unocal – what would have been the biggest Chinese takeover of a US company.

Across the world, friends and free traders are concerned about the course set by the US. They say that while its motives are diverse – national security, energy supply concerns, the protection of investors – there is a single conclusion: it has become riskier, costlier and harder to do business with the US and, unless that changes, fewer people will want to.

President Bush may not like the arguments that critics are raising against the Dubai company attempting to take over cargo and cruise operations at ports in six U.S. cities. But he should recognize them. The arguments marshaled against Bush closely echoed the ones he deployed to defend the Iraq war.

The president, in other words, is stewing in a pot he brought to boil.

At the core of Bush’s case for invading Iraq was the contention that the Sept. 11 terrorist attacks changed the burden of proof in evaluating potential threats. Bush justified the war, despite inconclusive intelligence about whether Iraqi President Saddam Hussein possessed weapons of mass destruction, largely on the grounds that after Sept. 11, waiting for definitive evidence of danger was itself too risky.

  27. Terry says:

The point is that you do not have to be an isolationist/protectionist, nor do you have to be a xenophobe/racist to oppose this deal. The UAE has many ties to terrorism and nuclear proliferation and giving it control of our major ports seems stupid and the Coast Guard confirmed it. There are plenty of Republicans who have broken with Bush on this, but it would be nice to see a more unified voice of opposition from the Democrats and the left blogsphere. The last poll I saw suggested 83% of Americans did not want the deal to go forward without more scrutiny. If the left decides to splinter on this issue than it should face up to the fact that it will not be anything more than an extremist viewpoint at least during my lifetime. Remeber if it was not for Nader we would not be living through this nightmare. And we have not seen the worst of it yetas Dumbya has 2+ more years to ruin this country and Alito and Roberts could be on the Court for 25. I do not want to even guess how many dead and maimed soldiers we will have in Iraq by January 20, 2009

Why does the number of ports in question continue to be published as 6? The concept of 6 U.S. ports being sold under the radar to the UAE already had citizens and senators in an uproar; but the last reports I’ve heard amended that to… “Did we say 6? We meant 21 ports.” (See http://www.upi.com/SecurityTerrorism/view.php?StoryID=20060223-051657-4981r

  30. JH says:

    Wall Street Journal, 2/23/06
    “In Ports Furor, A Clash over Dubai,” Spindle, Bill, et al;
“…according to sanctions experts and numerous U.S. court and regulatory cases, Iran uses Dubai to evade U.S. economic sanctions on Iran and other Middle Eastern countries. The U.A.E. doesn’t recognize those sanctions.
“Iranian front companies in Dubai routinely obtain prohibited U.S. goods, federal court records show. In one undercover investigation by the Immigration and Customs Enforcement agency that resulted in a November 2005 guilty plea in U.S. District Court for the District of Columbia, the representative of an Iranian front company was caught on tape assuring an undercover agent posing as a businessman not to worry about sanctions regulations.
“’You are going to export to Dubai, which does not have any regulations. It’s a free, uh, country for importing, exporting,’ said Khalid Mahmood, according to his guilty plea. Asked if the equipment would then be shipped to Iran, Mr. Mahmood replied, ‘Once it comes here, we’ll ship it anywhere in the world, no problems.’” [p. A12]
    “No problems” indeed.

Let me tell you about some of your stuff.

When China tried to by Unocal, it was 86′d. That’s because the company that tried to buy it is wholly owned by the Chinese Communist Party. Unocal/76 is a BIG company out here. They own alot of tracts. It IS in our interest not to let a foriegn company own our crude. Because, they are going to be battleing us for that same oil one of these days. Why make it easier for them to sink us?

The port deal – yea, here again, the Government Owned company had secret deals with bushco to not keep any records on US soil, or maintain US employees to contact. How ar you going to supena papers from a soverign entity? You can’t.

Yea, they SHOULD be looking elsewhere for investment. bushco has screwed the whole system so that right now extraction & defense companies rule the roost here in the US. Maybe we aren’t so attractive an investment, so, let ‘em go buy china for all I care.

  43. Citzen J says:

The claims of “racism” and “xenophobia” are smokescreens, and are just ignorant.
It’s NOT ABOUT being “racist” or “xenophopic” or “isolationalist”. The UAE has PROVEN ties to slavery and terrorism, and got caught RED HANDED shipping nuclear material around at the behest of AQ Kahn, period. These ARE NOT the kind of allies we should have nor need.

  44. Rick says:

Stopping this Dubai deal will throw a wrench into Bushie’s plan to help Al Qaeda smuggle WMDs into this country by way of their allies the UAE. That would in turn interfere with plans for another 9/11-like attack that will boost Bushie’s support from the public and Congress for more dictatorial powers.

  45. devere15th says:

    TROJAN HORSE

Surely to god, we have all read the myth of the Trojan Horse. It seems that Bush is putting all his efforts into making that story a reality.

What will be next? When the UAE company is shown to have strong Al Queda, Bin Laden connections, what will Bush do?

Will he abruptly confess to the country that he has an Islamic rather than Christian agenda?

    or

Will he suddenly suggest that Osama Bin Laden had nothing to do with 911 and has been working as a covert agent of the CIA and a friendly colleague of Valerie Plame all along?

Indeed, many of us are coming to believe that Bush reads the conspiracy theories and tries to make them come to pass – and then claim that they were only conspiracy theories

To play devil’s advocate for a minute, what would happen if Hugo Chavez threw the US nationals out of Venezuela under the argument of ‘national security’?

Do you think this is blackmail on the part of DPW? Do they know so much about Bush/Carlyle/Snow and his CSX/Sanborn, the former CSX guy, who is now Bush appointee to Maritime transportation, that the potential explosion is worth all this scrambling at the White House?
The WH thought this was a done deal and got caught flat-footed — their explanations now are too lame and unbelievable.
It’s hard to reconcile the self-appointed “national security” president pushing so hard for a deal with an Arab federation, unless there is something far greater underneath all this that we don’t know.

  62. The Oracle says:

Susan Collins is an intelligent person with integrity.

Unlike the other Republican hamsters in Congress, who are good pets of the Bush administration, and want their belly’s rubbed…and their food put into their cages on time.

The hamster Republicans have come up with a plan to hold a sham 45-day investigation…and then go ahead and let Bush decide. But, wait, Bush has already decided. This is exactly like the Iraq War Resolution. Bush had already decided, long ago apparently, to attack Iraq. So, the Iraq War Resolution was just a sham, too.

Similarly today, Bush desperately needs, for some unknown reason, for this “free trade” deal with the UAE to take effect. Desperately needs it, in fact, so much so, that he is willing to use the first veto of his administration against some rebellious hamster Republicans in Congress.

Hmmmm, so why is Bush so adamant about this “free trade” deal with the UAE? And why now???

Could it be tied into another “free trade” deal he recently established with UAE’s next door neighbor, the Sultanate of Oman.

But why these two neighboring Arab nations? And why now???

Oh, look at where these two neighboring Arab nations are located. They both share the peninsula that makes up the south side of the Strait of Hormuz, through which much of the world’s oil passes.

Aaaah. So if some insane person were about to start a war with Iran, this person would solidify the support of these two Arab nations, through one means or another…like a highly prized Free Trade Agreement with the U.S. and maybe a “free trade” U.S. port deal.

Then, the U.S. military would have a staging area on the south side of the Strait of Hormuz, opposite the Iranians on the north side. D-Day and the allied Normandy invasion during World War II comes to mind, in which a beachhead was established on continental Europe.

If I were a military strategist, therefore, who was told to prepare for war with Iran, I’d definitely want a beachhead on the Iranian side of the Strait of Hormuz, to better protect the oil tanker shipping lanes through the strait. Which would require a staging area…preferably land-based, like the staging area in England before D-Day.

Thus, getting the cooperation of these two neighboring Arab nations located at the Strait of Hormuz would be absolutely essential in any forthcoming “axis of evil” Iranian War.

This is what I believe is behind what the Bush Oil Gang are doing.

And the key to knowing if war with Iran is going to happen is if the Bush Oil Gang asks, no, demands an Iran War Resolution from the hamster Republicans in Congress sometime in mid-March.

Then, we will know for certain that Bush is going to attack Iran. No ifs, no ands, no buttinskis gettng in their way.

Of course, I might be wrong.

The Bush Oil Gang might just decide to start dropping bombs on the Iranian nuclear sites without any Iran War Resolution, or any warning whatsoever, thus precipitating a full-scale war that will sweep across the Middle East and will probably lead to a Hezbollah-backed terrorist attack inside the United States.

And the hamster Republicans will sit idly by, eating their nuts, and will allow this horror to happen.

Go to yahoo.com enter search then type the phraise ( get the gold fringe off the flag. ) it will inform you about our federalist goverment. then type in your second search ( Judges trained to resist the constitution. ) If you choose to not speek out about these sites you are part of the problem.

My flag is red, white, and blue. second to no other flag inclooding the one with gold fringe.

( GET THE GOLD FRINGE OFF THE FLAG )
When you take a oath of office you swair to defend the constitution of the United States. The Pledge goes like this I pledge allegance to the flag not flags.
When you say the National anthem it say ( our flag was still there ) and historicaly that flag was Red, White, and Blue. ( WITH NO GOLD FRINGE ) The old triditional flag eticate said nothing shall be added to the flag to chainge the size shape or demention of the flag and gold fringe is a addition that renders the flag as a military flag = U.C.M.J. -V- Constitutional Law this is why thay throw chads in the trash, this is why thay open up Mexicos borders to the U.S. This is why the police shoot our military in california and when a illegal alion covers it with his camra the gov. ships his but back to his country so he can not testify in the U.S. about the distruction of goverment property. O our goverment knows how to cover up this crap well This ant left wing or right wing this isent about republican or democrat it is about our living flag. and the lies we are fed from the top on down. when I got jury duty in California I asked if I was expected to serve my jury duty under constitutional law or U.C.M.J. = Universal code of Military Justice. I was told I was in contempt of court just for asking the question I wone my case but am looking for Legal help to sue the system fro jury tampering and intimidation If you know any one please call 1-661-824-0421

I got jury duty in Mojave Ca. On my jury form it asked. Have your civil rights been restored? I desided I had to ask a question to the staff member at the court. I stated that I have a state letter from Assembley member Bill Maze Ca. and a military judge advocate Michael L. Borg found on the web. you can locate it by going to yahoo, search then type in the words ( Get the gold fringe off my flag, Michael L. Borg ) if this dose not work then try this type in this on the web task bar I think it might work.
I also have a statment from the wonderfull City Of Palmdale, California that was recieved by my self that states that The wonderfull Mayor of Palmdale has removed the gold fringe flags from all of palmdale after he was informed about the meaning of the gold fringe flag infrount of 3 wonderfull buss loads of FINE MILITARY that had just came home from over seas after there tour of duty the town and military were asked to explain how these wonderfull bunch of military had searved there country so well only to return home and be exposed of the disonisty and deseat that this government had perpertrated apon them ever since according to the state and military judges records since 1959 that the gold fringe on the U.S.A. Flag mutilates the flag and suspends the constution by meany accords and that it caries a one year prison term when flown by any one other than alloted by the president himself and that when gold fringe is added to the flag renders all civilian courts as military courts. let me inform all that of witch I was taught and if I am wrong my GOD forgive me I was told this by teachers and vets all my life that the red, white, and blue flag by old tridisional flag standards said The Flaf should never have placed upon it. Nor on any part of it,Nor attached to it any mark, insignia, word, figure, design, picture, or drawing of any nature. now let me ask a few questions WHAT PART OF THAT DONT MY GOVERNMENT UNDERSTAND? dOSENT IT SAY DESIGN? THAT MEANS FRINGE. THAT MEANS BUSH CAN NOT WRIGHT ON THE FLAG ITHER AS HE IS SHOWN IN A PICTURE ON THE BETSY ROSS WEB SITE. I also might add that if a person gets caught burning the flag in this country he suffers no fines or penilties because this Liberal government call that freedom of speach but if I ask a question about the state letter and military judges statments that are on the web about mutilation of the flag and suspends the constitution I get told by the judge in Mojave that I am in contempt of court even if I am polite in asking the question? who is this government accountable to any way? my red white and blue flag takes second fiddle to no other flag. And if I can not get fair press on this matter or fair and adiquet justice or representation. I love my country and I love my flag. And I deserve a explination in wrighting along with a appoligie to every vet for what this government is doing to the men and wimon whom have served us so well. This will not go away untill this government stops lying to the American people. People please dont vote for any government people that display gold fringe flags. in there offices or courts or any other place in America. Get informed! you are informed. My understanding of the differance betwean the U.C.M.J. AND CONSTITUTIONAL LAW IS THAT UNDER U.C.M.J. = UNIFORM CODE OF MILITARY JUSTICE AND CONSTITUTIONAL LAW IS THAT UNDER U.C.M.J. YOU ARE GUILTY UNTILL PROVEN INOSENT UNLIKE CONSTITUTIONAL LAW YOU ARE INOSENT UNTILL PROVEN GUILTY.
