Secretary of Defense Donald Rumsfeld has been doing a series of softball interviews with hosts like Rush Limbaugh in an effort to rehabilitate his image. On Monday, Rumsfeld appeared on the Bill Cunningham Show and had this to say about the retired generals criticizing his management of the Iraq war:
Of course the implication that there was something wrong with the war plan is amusing almost because of the fact that the war plan’s fashioned by the combatant commanders and it’s reviewed in great detail by the members of the Joint Chiefs of Staff, then it’s recommended to me and the President.
In other words, Rumsfeld is arguing that there is nothing wrong with the Iraq war planning — but if there was anything wrong it wasn’t his fault. He’s blaming the combat commanders and the Joint Chiefs of Staff.
Rumsfeld doesn’t make these kind of statements in the mainstream media, probably because he knows a “pass the buck†strategy wouldn’t go over well. But this is the message he wants to deliver to his base of supporters.

*****Funny David, I saw the news conference the other day….but you sure skipped a lot in your sketchy recollection. That was the news conference where Rumsfeld and Gen. Pace noted the “Monday morning quarterbacking” by a half dozen retired Generals after not mentioning their concerns in planning meetings, having their plans dismissed or having their plans partially incorporated. (See how much you missed??)
I read somewhere that President Lincoln had similar problems with a few Generals…Hmmmm….

Rummy and his band of reality-defying ideologues simply chose not to deal with an Iraqi culture and population that had been crushed under the foot of a ruthless dictator. Lots of us knew that when Sadaam was removed, old tensions would resurface, but Rummy chose to ignore the warnings. And of course the gang made matters worse by not having enough troops to secure the country after Sadaam was toppled, and then dissolving the Iraqi security forces.
The plan was a disaster and criticism of it is anything but amusing. It’s accurate and deserved. Anyone who is amused by the “implications” has no place in Defense, much less at the top. This man is sick.

April 20th, 2006 at 3:43 pmI don’t think there was anything wrong with the “war plan” But as soon as the strategic locations were secured which was described by Bush as “Mission Accomplished” the “war plan” by definition was complete. At that point there needed to be a “Reconstruction Plan” something akin to the Post WWII Marshal Plan.
That is the plan that was not well thought out, no matter who you blame. This was a responsibility of both the Bush administration and to a lesser amount the Blair Administration.
The Pentagon and the military establishment is very good at what they did, which was win a military battle, which they did. They are not good at rebuilding things. That is where I criticize Bush, Chaney, Wolfowitz, Rumsfield, and a few others equally - There was apparently no plan at all that I can see.
You cannot expect the military to be good a policing. In the US it is unconstitutional for the military to be used for this purpose. So, there is no reason whatsoever for the military to be good at this skill.
That is the problem right now. Iraq needs a large scale police action, but there is no such force available.
Rumsfield & Co keep trying to lay all the blame on the military who have done a tremendous job, in my opinion, even though the circumstances are nearly impossible for them to accomplish the goal of “getting Iraq back on track” You have to give the military credit - this is a superhuman effort they are giving us, much the same as I experienced when I was fighting of the coast of North Vietnam, when I participated in Nixon’s “Linebacker” operation at the “end” of the Vietnam war.

At the same time, we need senior military leaders who are grounded in the fundamental principles of war and who are not afraid to do the right thing. Our democracy depends on it. There are some who advocate that we gag this debate, but let me assure you that it is not in our national interest to do so. We must win this war, and we cannot allow senior leaders to continue to make decisions when their track record is so dismal.”
This is clearly a condemnation not only of Rumsfeld but of the President and Vice President, because General Batiste refers separately both to “civilian control” and “senior leaders” whose “track record is so dismal”. This would obviously include the President himself, since the President is the ultimate “decider” in all of this.

He was offered several plans by the miliatary staff which called for 300,000 or more troops and turned them down. At one time he wanted no more than 30,000 troops. Tommie Franks got him up to 150,000, which Rummy finally begrudingly approved. In addition to just the absence of troops, his post war planning was non-existant. The state department had meetings, which DOD was invited to, that Rumsfeld refused to let his subordinates attend. The meetings were about how to manage post war Iraq. Rummy and Cheney and Bushie all thought there would be cheering crowds and flower garlands, and Rummy said we would be out in “six days, six weeks, I don’t know, maybe six months.” James Fallows wrote a long article in Atlantic about all of this and more last year.

Rummy ignored the second. If he had provided the post invasion forces to do it, Iraq would be pacified today. Making Infantry, Armor and Artillery act as peace enforcers is akin to using napalm to suppress forest fires. My experience is dated by 40 years, but it seems that 3000 years of human history still holds true.

I have no personal problem with Rumsfeld. I think he did what he thought was right, but in the end he made a mistake and needs to say so to the American public.

The evidence is so clear that Rumsfeld was too involved in operational planning so that he could use OIF to validate his vision of how the new, improved, transformed Army should fight. He used OIF to show those old fashioned Generals that HIS way would work. Anyone interested in doing research can, Bob Woodward’s book “Plan of Attack” offers a very good chronological review of how the campaign plan came to fruition. Rumsfeld claims that all of the Generals were in on the planning, but what he doesn’t tell you is how many times he sent them back to the drawing board to rewrite it. The initial campaign plan called for a prolonged air campaign similar to Desert Storm and the initial deployment of around 300,000 troops. Rumsfeld forced the adjustments to the plan untill it resembeld what he wanted in the first place. This allowed him to retain the autonomy to point the finger at General Franks and say, General Franks wrote the plan, and we gave him everything he asked for in the plan. But the plan morphed from what General Franks wanted into what Rumsfeld wanted through incrimental changes demanded by Rumsfeld.
