On the campaign trail President Bush blasted Sen. John Kerry for voting against $87 billion in funding for operations in Iraq and Afghanistan. (Kerry was concerned that there wasn’t sufficient Congressional oversight over the disbursement of funds.) Here’s an excerpt from 9/2/04:
THE PRESIDENT: Again, my opponent and I have different approaches. I proposed, and the Congress overwhelmingly passed, $87 billion in funding needed by our troops doing battle in Afghanistan and Iraq. My opponent and his running mate voted against this money for bullets, and fuel, and vehicles, and body armor.
AUDIENCE: Booo!
THE PRESIDENT: When asked to explain his vote, the Senator said, “I actually did vote for the 87 billion dollars before I voted against it.”
AUDIENCE: Flip-flop! Flip-flop! Flip-flop!
THE PRESIDENT: Then he said he was “proud” of that vote. Then, when pressed, he said it was a “complicated” matter. There’s nothing complicated about supporting our troops in combat.
As Bush noted, Kerry’s vote was ultimately inconsequential. The bill passed anyway. Now, President Bush is threatening to veto $94 billion in emergency spending that he proposed for troops in Afghanistan and Iraq. (Bush is concerned that Congress has added too much additional spending for unrelated projects.) Here’s an excerpt from today’s White House press briefing:
QUESTION: And if that number that comes back in is over $94.5 billion, no question it will be vetoed?
MCCLELLAN: The president has made it very clear. He would veto legislation that goes above and beyond what he called for.

I liken the mindset of squeege to commonly known situation in basketball. “It’s the retaliation foul that gets called.” Meaning, if I throw an elbow under the basket while fighting for a rebound, and the guy gets pissed and shoves me to the floor, I bet $100 he gets called for a foul, and not me.

OK, first we have to stop repeating the mythology of the Bush ‘04 campaign, because clearly even a lot of the “progs” seem to have bought into the idea that Kerry is a “flip flopper.” He said it was a “complicated” matter, and this is because he wasn’t merely concerned about the lack of Congressional oversight over the disbursement of funds, it also had to do with his opposition to the fact that the final bill failed to take into account the egregious tax cut which was CLEARLY out of sorts with what priorities should have been during a time when the President was asking the American people to make sacrifices.

When Kerry said he “voted for the $87 billion before” voting against it, he was being ironic. The guy lost the election because people were offended by the fact that he sounded TOO SMART! Do you think he honestly would have made such a stupid slip? Unlike the guys in our current administration. Rumsfeld lies about his pre-war claims on WMD but this time he gets CAUGHT, and as for Bush, well, I wouldn’t call him a flip flopper, because his priorities, e.g. the rich and not asking them to sacrifice in order to help out the rest of the country, have definitely not changed. Everyone screams about how earmarks are such a terrible thing, but other than stupid projects like the bridge to nowhere, federal funding for state and city projects is a good thing, if it’s performed properly, it provides jobs and money to the states. He has effectively vetoed nearly every bill he has signed with his signing statements which in my mind amount to full veto or line item veto depending upon how the administration interpretsthe statements.
