Kristol: ‘Sudden’ Goss Resignation Prompted By ‘Something That Popped This Week’»

Minutes ago on Fox News, Weekly Standard editor Bill Kristol said he doesn’t believe the White House spin that Porter Goss’ resignation had been planned for at least a few weeks.

I think there were either serious disputes or some internal problem at the agency or some scandal conceivably involving an associate of Goss’. Who knows? Something that popped this week and that caused this sudden event this Friday.

BILL KRISTOL: It wasn’t done in a routine way. I don’t think people — certainly people close to Goss did not expect this to happen. Senior congressmen and senators didn’t expect this to happen. I’m not sure the White House expected this to happen. … I do think this was sudden. It was unexpected. There will be more of a story that will come out. I don’t know what it implies for the future of the agency and Goss’ effort to shake up an institution, an institution that’s very difficult to shake up. But I do not believe it was part of a long-planned —

SHEPHARD SMITH: How the heck could it have been? In a Bush White House world, things are lined up and they’re put out in a sort of meticulous, controlled way. I can envision — if this had been planned in advance, there would have been almost an immediate announcement of a replacement, the hugs, the thank yous, probably a medal or something. Instead what we have now is a vacuum, and you have to wonder what could have gone boom like that to cause him, A) to tender the resignation and, B) for the President to accept it under these circumstances.

KRISTOL: Well you and I think alike, Shep. Either it’s brilliant minds or suspicious minds thinking alike —

SMITH: It is just out of character.

KRISTOL: It looked that way to me. What was striking about the statement in the Oval Office with the President, he didn’t say, “I will serve until my successor is confirmed,” which is the usual practice. In the written statement, he says he intends to be there for a few weeks to help ensure a smooth transition, but implying he could well leave before his successor is confirmed by the United States Senate. So again, I think there were either serious disputes or some internal problem at the agency or some scandal conceivably involving an associate of Goss’. Who knows? Something that popped this week and that caused this sudden event this Friday.

I don’t believe for a minute a disagreement between he and Negroponte, schoolmates, wasn’t personal. I also don’t believe it because someone that spends HOURS at the fitness center and dining couldn’t give a shit what Goss was doing.     Ken Silverstein reports at Harper’s blog on the spreading Cunningham-Wade-Wilkes prostitute scandal. He says more lawmakers, past and present, are being investigated. Sounds like he thinks House Intel Chair-turned-CIA Director Porter Goss is one of them:

    I’ve learned from a highly-connected source that those under intense scrutiny by the FBI are current and former lawmakers on Defense and Intelligence comittees — including one person who now holds a powerful intelligence post. [emphasis added]
    Yowzah.

    Actually, make that a double-yowzah: Remember that Goss is the one who plucked one of Wilkes’ old San Diego friends, the unusual and colorful Kyle “Dusty” Foggo, out of CIA middle-management obscurity to be his #3 at the agency. At the time of Foggo’s appointment, no one could figure out where he came from, or how Goss knew him.

    But if Goss was at the “parties,” I wonder, was Foggo there too? Did they see each other? Is this where Goss had an opportunity to gauge Foggo’s abilities, and determine he was qualified for the CIA executive director post?

    This is a typical spy agency power strggle, such as have gone on in the American spy establishment since WW1. Any Nation needs some sort of intelligence service. It’s a critical part of nationalism. The USA has always had a problem with the balancing act between an effective intelligence service and it democratic foundations.
    That is why the USA has traditionally depended on talented amateurs that were drawn to a cause and had a flair for the work. That got us up to WWW1, but by then it became obvious to the Military that talented amateurs were not getting it done and some sort of orginazation would do a better job of sniffing out German agents in Maxico and the Carribian. So an army major (Van Deman) started a collection point (CIP-Corps of Intelligence Police) for collating the data gathered by various sources. That effort was both unofficial and illegal under the laws of that period. Then came the Aliens and Seditiion Act and the APL (American Protective League) which was much more methodical and ruthless then the SS or KGB ever dreamed of being.
    The point is that this is nothing new. The turf battles between Donavan and Hoover are the stuff of legand among the bureaucratly inclined. I recomemnd “The Armies of Ignorance” by William R. Corson for a complete history of American intelligence. It’s dry but informative
    As a former member of the black hole gang at NSA, I am overjoyed by anything BAD that happens to the CIA. I have long thought that they need to return to their original mission , which was forming a central collection point for data analysis.
    The Spy business has 3 parts. Collection, Collation, Dissemination. These 3 functions must be kept seperate for a National Intelligence agency to be effective. Checks and balances. This is historically the way the rest of the world does it. In the USA, Intelligence became a cash cow over which bureaucrats fought furiously. If Negroponte understands this fact, and it looks as if he does, then America will get a much more effective Intelligene service out of this. We will have data collection being done by over a dozen seperate agencies, with the ‘take’ funnelled into whereever the fomer CIA analysists have gone. The DHS will deal out the finished produxt to whoever has a need for it, Any action that needs to be taken will be done by SOCOM. With a little luck and a lot of Congressional oversite, America could get the Intelligence structure it needs.
    BTW, any opinions on the vist of the head of Mossad? It is extremely unusual for the head of a foriegn Intelligence Service to brief the President of the United States. I wonder what he told PRESIDENT Bush that the CIA should have and didn’t.
