Annan Deputy Criticizes U.S. Policy; Bolton Demands Apology, Says U.N. Will Be ‘the Victim’

Yesterday at a conference co-sponsored by the Center for American Progress and the Century Foundation, Mark Malloch Brown — the #2 official at the U.N. — offered a constructive critique about the way the United States treats the organization:

[T]he prevailing practice of seeking to use the UN almost by stealth as a diplomatic tool while failing to stand up for it against its domestic critics is simply not sustainable. You will lose the UN one way or another.

Brown noted that rampant U.N. bashing in the United States makes even renovating their dilapidated headquarters difficult:

[T]he only government not fully supporting the project is the U.S. Too much unchecked UN-bashing and stereotyping over too many years—manifest in a fear by politicians to be seen to be supporting better premises for what they unjustly regard as overpaid, corrupt UN bureaucrats—makes even refurbishing a building a political hot potato.

In response, U.N. Ambassador John Bolton has lashed out at Brown. He said that if Annan didn’t immediately repudiate the remarks, the United Nations would be the “victim.” From his press release:

Well, on that speech, this is a very, very grave mistake by the Deputy Secretary General…Even though the target of the speech was the United States, the victim, I fear, will be the United Nations. And even worse was the condescending and patronizing tone about the American people. That fundamentally and very sadly, this was a criticism of the American people, not the American government, by an international civil servant it’ s just illegitimate.

…But what we think the only way at this point to mitigate the damage to the United Nations is that the Secretary General Kofi Annan, we think has to personally and publicly repudiate this speech at the earliest possible opportunity.

Looks like Bolton can dish it out, but he can’t take it.

    The US has repeatedly acted to undermine peace and human rights initiatives at the United Nations, routinely voting against hundreds of UN resolutions and treaties. The US easily has the worst record of any nation on not supporting UN treaties. In almost all of its hundreds of “no” votes, the US was the “sole” nation to vote no (among the 100–130 nations that usually vote), and among only 1 or 2 other nations voting no the rest of the time.

    It’s the contradiction of the UN. The USA talks and talks about the inefectiveness of the UN, but fails itself frequently in enforcing the policies of the UN, votes against the resolutions in an ample minority and, even if approved, the USA doesn’t fail in menacing nearly always with a more or less undercover veto. Because, you know, the UN isn’t a Democratic organization, as long as the Security Council members have veto power. And the members are the winners of the WWII. The UN needs a reform, yes, but not the reform that wants the USA GOP, making it a mere tool of the State Department, to rule all the countries in the world, but a reform who makes it a truly democratic organization for fairness to every person in the world.

    The day that Bush really pushes forward democracy, and comply itself and its GOP with the UN resolutions, that day, the UN would be fair and effective.

    I have always wondered why the UN is here anyway! It seems it would be better to have representatives’ offices in all the countries, and meet in different places at different times. Now that there is video-conferencing, why have a central office at all?
    And I agree that the existing UN isn’t much of a democracy, I’d like to see a major overhaul, with ALL countries represnted at equal levels of power. Fat chance.

    What is lost in the Bolton soap opera posturing is that nothing Malloch Brown said was false. Right wing hate radio and GOP in general hold UN and their (our) objectives in disdain and have vehemently screamed for the end of the UN.

    The arrogance, audacity, and consequential blunders of the manifest destiny foreign policy of the USA come at a very high price indeed. Its like a boss thats a raging alcoholic and no one can change them on their dysfunction and as a result brings the whole organization down.

    I think the US owes the UN an apology for sending Bolton there to begin with. I know the uN has come under severe criticism for a great many reasons, but as the saying goes, its not the best but its the best we have, and the UN is the only international body that can deal with so many issues all under one roof and bolton isnt the guy for that job. Bush sent an agitator instead of a Diplomat.

    The name “United Nations”, coined by United States President Franklin D. Roosevelt, was first used in the “Declaration by United Nations” of 1 January 1942, during the Second World War, when representatives of 26 nations pledged their governments to continue fighting together against the Axis Powers.

    States first established international organizations to cooperate on specific matters. The International Telecommunication Union was founded in 1865 as the International Telegraph Union, and the Universal Postal Union was established in 1874. Both are now United Nations specialized agencies.

    In 1899, the first International Peace Conference was held in The Hague to elaborate instruments for settling crises peacefully, preventing wars and codifying rules of warfare. It adopted the Convention for the Pacific Settlement of International Disputes and established the Permanent Court of Arbitration, which began work in 1902.

The Charter was signed on 26 June 1945 by the representatives of the 50 countries. Poland, which was not represented at the Conference, signed it later and became one of the original 51 member states.

    The United Nations officially came into existence on 24 October 1945, when the Charter had been ratified by China, France, the Soviet Union, the United Kingdom, the United States and a majority of other signatories. United Nations Day is celebrated on 24 October each year.

    While the UN should be able to work, it simply fails since the rest of the world piggy backs off US cash. If the US pays over 90% of the UN bill and supplies most all the supplies and troops for said missions, we should get the sole say on if UN policy moves forward.
    I say split the bill evenly among all nations and give everyone an equal vote.

    Of course that won’t work either since the rest of the world will never do anything outside of talk. If the other nations of the world won’t pony up equal cash, troops, and supplies, let them be our bratty children.

    Because of some events that I’m aware of, I’m somewhat angry at the moment, so please bare with me. But this is an interesting set of occurrences with this issue along with a few others! It would be wise for everyone to step back from viewing this too closely as there is something bigger involved. I’m sure it will bubble up soon, so be patient. If you want to see it, you’ll have to back away.

    I’ve mentioned many times in the past that I was in a family for more than 26 years who joined Organized Crime, but it wasn’t any ordinary crime system. It extended beyond the US shores into other countries as well dealing in International Drug Distribution, Wide Scale Political Corruption and much more. Please keep in mind that this criminal system isn’t just here in the US, it’s all over the World as they call themselves the World’s Largest Criminal System. Over the years from being involved in this, I tried not to remember many of the things that were learned. The big issues seemed to be too weird and more like fantasy, but frankly they are totally true.

    The real problem with the UN is it hasn’t been able to function as it should. There have been outside power group(s) attempting to steer it in different directions for different reasons. Some of this has been for corruption of course, but others seem to have another agenda. As you’ll learn hopefully in the near future, this will be shocking, disturbing and may even scare the willies out of you. It will be history wanting to repeat itself, but only on a much grander scale. My real hope is that the problem I’ve alluded to is being taken out.

    The U.S. contributes roughly 22% of the UN budget; in fact a small group of countries, led by the U.S. and Japan, shoulders roughly eighty percent of the UN regular budget, while eighty percent of the General Assembly (GA) members contribute less than twenty percent but benefit disproportionately from their contributions.

    So I was kinda right. Most the world gets what they want for hardly nothing while the U.S and a few others shoulder over 80% of the budget. PLEASE.

    Anyone who does not believe in what the United Nations represents and the functions it performs as a world body does not understand the concept of “peace” nor do they believe in Democracy.

    It is also not a coincidence that the “End the UN” billboards and posters that you see, and referred to in some comments above, are in areas that have populations that are below the national average in education and measurable intelligence. Only the uninformed and ignorant call for an end to the UN. Anyone who is knowledgable of world history understands both how and why the UN came to be and what vital functions it performs in ensuring world peace and international harmony.

    Now, if anyone were to claim the UN is a perfect system it would be irresponsible and incorrect. However, it is a solid foundation and something to be built upon. For Americans, specifically, to be critical of the Democratic structure of the UN presumes that the American Democracy is perfect, which any intelligent being knows to be false.

    It is also interesting to note that the Americans really started complaining hard about the UN only when it began to get in the way of its economic exploitation, illegal and immoral military engagements, and human rights violations.

    HAHA, How many Democrats in Congress are poor? Of course the “Rich” lead this country. Both parties are filled with rich elitist that could care less about the “issues”. I am no Republican nor am I democrat.

    I got more the fed up with the Bush administration when they falled to make any positive change in America. I currently look at the democrats and wonder when they will outline what is important to them and SPECIFICALLY how they are going to change america for the better.

    Republicans do a great job talking about issues and what they are going to do. Sadly, they never do it. Democrats in recent years only seem to critisize the republicans, yet never provide solutions to all the mistakes they point out about the other party.

    Daily Kos today is a great example. He points out how democrats needs to avoid “issues” and focus on “culture of lies” and “movtivating the base”. That better not fly or the american voting public isn’t bright. I am one that wants a projected leader to state what the major problems are AND specifically how to fix them.

    If democrats don’t like the War in Iraq, specifically lay out your plan to improve the situation. I am not a fan of Iraq either, but all I hear from the right is new plans going forward. The left is focused 100% at bashing the right. PROVIDE A PLAN.

    If the left is against social policies:
    1) Drop the hate speech, us normal folks are sick of it
    2) Propose a specific plan on how you want to fix the problem.
    3) Focus on it from day 1.

    Most of us are just sick of the left simply because all they do is hate. The right isn’t much better since they can only talk a good game, yet never come through.

    Right now we see the Congress discussing unimportant issues such as flag burning and gay marriage. While they are meaningful discussions, there are more important fish to fry. Why not focus on stricter educational policies to make our schools better? Why not help fuel the economy ever further by passing perminent tax reform? Why not focus on getting the corruption out of Washington? How about limited the “special interest” people’s power? I want true change ASAP. I don’t care if your title is Republican or Democrat. I haven’t heard a Deocrat proposal in years.

    They need to stop being the party that only focus’ on pointing out the bad. They need to start being the party of change. “Think Progress” anyone? Progress is a Democrat term often used. Progress is only acheived in government with policy. It is never achieved by just attacking the other party.

    If you want to focus your life on attacking a president that only has a few years left of his political life, fine. It gets you no where though. If you attack, at least follow up the attack with a specific proposal of how you would make it better.

    If you did that, the left would sweep the house and senate this fall followed by a landslide victory for the presidency.

    John Bolton is a bully who has a long reputation of harrassing subordinates. The story of him in Uzbekistan running down a hotel hallway, banging on the door, and yelling and threatening an American NGO (I think) worker is well known. I believe he also threw a stapler at her, if it was the same incident.

    Bolton can also be seen in the mob that descended on the Florida Registrar of Voter’s office in the 2000 election that demanded the recount, which was going Gore’s way, be stopped.

    Bolton has no qualifications to be UN ambassador except that he’s a successful political agitator. He follows the Party line and if anything errs to the radical side, which will always ensure him continued employment by some shadowy right-wing organization, of which there are too many to count.

One of the fundamental problems to our system of elections is that the people in charge want for it to be between two, and ONLY two, parties. That makes it easier to turn every issue into an “us vs. them” thing. With other parties, and with them (I hope) other ideas, it’s hard to convince people that this one is right and the other one is totally wrong when the truth is they’re probably both wrong. The alternative choices are more likely to have a position that strikes a balance between the position of the two major parties. Neither the Democratic Party nor the Republican Party knows how to govern differently. They only know how to turn every issue into a pissing contest where, in the end, nothing gets done except for everyone getting pissed on.

    I believe that change in our government’s ways of doing things will only happen when all of the Democratics and Republicans are replaced by fresh faces and new ideas. As long as either of the two major parties is in power, they will always do whatever they feel they have to to protect their incumbencies, and the public be damned.

    We don’t have to call the neo-cons conservative any more. They are the new fascists with ties all the way back to late 1920s Germany and Italy. They are also as arrogant and despise any respect for law and order outside of their own war oriented definition. It isn’t hard to see the connection between the two with the heavy investment before WW II and even the early part of the war. They also hired away many that were in the Fascist and Nazi organizations to fight communism, alway overstating the risk. The use of fear against the red menace kept their peers in the offices all accross Europe.

    The 50s and 60s used scare tactics that the communists were infliltrating our young people as headlines going way over the top about drug use and social communes being organized made it to page 1 in all of the papers and were the talk of the MSM. The documents created by J. Edgar Hoover and his reasons for watching most the organizations that the FBI was following and tapping reads like a paranoid kook completely out of touch with most kids and young adults that were just going to school, doing what their parents told them, and doing kid stuff just as their parents did.

    With Bush running the CIA in the 70s and the war on drugs, this war was and is run just as the clear skies initiative. The US protected the golden triangle and pumped enough drugs into weathy countries around the world to turn once clean neighborhoods into reams of drug houses and made the streets where kids used to play impossible to go out in. The US hasn’t quite been right in the head ever since. We got our McCarthey war mongers into office by the 1980s moving full steam ahead at crushing inner cities as well as any country even considering to withold their resources from US corporations. The rest is all death squads, wars, war profiteering, peddling drugs at ever increasing rates and incarceration for those not wealthy enough to stay out of the target of law enforcement.

    Bolton’s confirmation failed, because even the republicans did not feel he was right for the job, too much of a hot head to be a diplomat. So Bush used a recess appointment.

    I agree with some of what you write but not all as you are too partisan dualistic. There are people here who are not on the ‘left’ but are moderates which is what binds most who post here. There is definitely a ‘them’ vs ‘us’ battle because it is really moderates vs extremists from different political teams. Dualism is often bitter and childish, e.g. allies vs nazis, communism vs capitalism etc. America is in the grip of a ‘cold’ civil war right now.

    I think America is almost certain to become a theocracy, it’s only a matter of time. Godless is already perceived as a negative term – so much so I wonder what proportion see Godless as an intellectual, educated, realistic, factual, only rational term? Being Godless is the antithesis of embracing the ‘Dark Ages’. Evangelical Trust schools are churning out thousands every year and they’re breeding – with financial and political clout I think they are going to prevail. There is no effective, serious, mass co-ordinated effort to counter them, they’re still given humble titles like ‘fundies’ or ‘wingnuts’. They are anything but humble and are not being taken nearly seriously enough.

    Extremists ‘feel’ rather than ‘think’ – they are emotional automatons who cannot argue factually as they are largely uneducated e.g. confusion with Plan B which does not cause abortions and the reason/support for such a debacle at all. Extremists resort to attacking the messenger as this is all thy can do – so you have a system where logical, reasonable people are fighting irrational, filthy, emotional, lying loudmouths.

    Where is the opportunity for reasoned debate with mentalities like that? If we were facing the sheer number of extremists in Britain – would we be any better at debate? I doubt it.

    I went to the Aquarium today. Still crowded 8 months after opening – but it was still really cool. If you’re into marine life you should put it on your list of things in Atlanta worth seeing… :)

CNN, MSNBC is being more temperate in their response…reminding people that Zarqawi wasn’t considered to be that big of a deal. I am sure by tomorrow, ALL cable news channels will treat this like the capture of Saddam, the killings of Uday, Qusay. We all know how ‘that’ what supposed to change everything!

But Fox has EDITTED OUT the parts that show Zarqawi fumbling with the weapon! Again, TOTALLY leaving out reminding their viewers that this video was first released to make Zarqawi seem like a complete moron.

    You know that they’ve been renovating the museum? I had interviewed with the firm who is doing the project, and got to see the conceptual design documents. The initial design was done by Renzo Piano – one of the big names in architecture. And it is very, very cool. They have living egosystems inside the museum with enough height to accomodate an actual rain forest. Outside, the roof will be green space (grass) with domes that have oval windows/sky lights that peer into the interior spaces below.     The one in Atlanta is nice – but there’s an obvious difference between cutting edge architecture and some firm who just got a big budget project. Architecturally the building is well done, but the interior was just over-done, the details weren’t thought through, and it didn’t seem to be intuitive how to use the building (I think it should be). Good thing the main attraction was the fish.

    There’s a 63′ x 29′ viewing window into a football stadium sized tank where there are 85,000 fish – including the four juvenile whale sharks that are around 17′-23′ in length. I sat there for an entire hour just watching this enormous fish tank, really. Know I know what my cats used to see when we use to have fish… :)

    While I don’t agree with the Iraq policy, it does seem hard to say Bush is bringing down the US seeing as though the Dow is still right around 11,000 and our unemployment rate is so low that most european countries thought it was their inflation rate.     Can’t – cause the numbers are a fabrication. They only reflect people on unemployment and not the true number of those whose benefits have expired.

    The DOW does not reflect the economy – it only affects share holders – and really, who can get excited about the rich getting richer?

    The average American’s salary has declined under his administration, while the price of goods and services has increased.

    Sorry, but nothing there to get excited about… Or I would.

    The Stock Market certainly does effect the economy. Hell, it is the economy. If what you said was true, we could make the Dow go to $0 and it wouldn’t affect anything. In reality, it would cost millions there jobs, insuraunce, and pensions. It would also halt the transfer of goods and services.

    When the “rich” are getting richer, it means they are finding reason to invest in america (to get richer). The moment that crowd takes there cash back out of the american economy is the moment to get real worried. Those “rich” have companies that employ tons of american citizens. Do you really think that if they stop making money, they will continue to employ the same number of us?

    BTW, how many countries have better unemployment figures then the US anyways? Really, I want to know. Isn’t ours around 4.6% which is insanely low. Most economist say that healthy unemployment is around 6%-8%. It isn’t possible to ever have 0% unemployment regardless of what your political affiliation tells you (republican or Democrat).

    The Stock Market is not our economy. And no, you cannot dismiss the seperation with an absolute just because you don’t understand. During the 1930’s when teh Stock Market was defunct, there was a strong economy because FDR put people to work. Without share holders and stock. It’s not a gauge for the average American’s economy. Besides, it’s tanking right now. Go worry about it.

    I already explained about the unemployment rate. Bush’s administration cooked the numbers to make it look like 4.6 % when it is really much higher. Do you not understand?

    You know, back in 2003, I was writting a setting for Steve Jackson’s Generic Universal Roleplaying System entitled ‘Shattered Earth’. The principle behind it? A theocratic United States controlling roughly half the world versus a scientifically minded coalition of nations including former Allies of the United States in the form of Brittian and (alot more ‘former’) France, alongside of newer former-allies such as Russia and enemies such as China. The timeline leading up to this chain of events was accellerated, just as the timeline of events leading up to global environmental collapse was accellerated in The Day After Tomorrow, but many of the parallels between both works of fiction are really…scary. We have a religious issue that is intended to distract us from our slide to corporate servatude in a naked attempt to rile up the Religious Right to ensure that Repubs aren’t replaced with Democrats in ‘06. We have the naked call to the ‘values voters’, whose values basically can be summed up as ‘Don’t let those two gay (explitive deleted) get married!’ while WalMart drives the factory they work at out of business. And the rich get fatter and fatter, all while the middle class (hey, that’s us!) watches our paychecks get sucked away more and more by overly rich robber-baron corporations.

    Focusing on the U.N., my timeline built on a few key factors. 1) Any attempt to redefine the United Nations would be blocked by the United States. The idea of using the 2/3rds Majority Vote in the General Assembly? Hell no, the U.S. would block any implimentation of that by a veto in the Security Council. Removing the Security Council’s veto power? Heh, veto there too. So, in my gameworld, Russia, China, and France withdrew from the United Nations in January of 2005 after Bush was seen to have won the Presidential Elections over an unnamed Democratic candidate with lots of calls about voting machine fraud. Great Britian, under Tony Blair, remained with the United States in the UN for a short while until Blair was removed by a much less crooked government. They withdrew, and within a week, a nasty surprise in the form of Russian and Chinese soldiers, requested by Canada, formed a heavily armed and defended border that persists into the mid 21st Century. The former permanant members of the U.N. Security Council were joined by approximately 100 members of the General Assembly, and these nations formed a new World Government. The United States retained its Veto right over the U.N. Security Council and selects 9 ‘temporary members’ every so often.

    This sets the scene for conflict for characters made by players. To make the game more interesting, I threw in the usual RPG elements of a high fantasy game, Magic, giant robots, genetically engineered slaves (employed by a rather … ahem, hypocritical United States), a large dash of cyberpunk (again, the USA), and we played for about 2 months before I left Baton Rouge to move to Denver.

    Scary how my predictions are turning true.

    I may have to revive the game, but this time, revise the timeline from 2005 on…to account for — recent developments. :)

And it’s a difficult effort, but it’s an effort that we feel very strongly about. And to have the Deputy Secretary General criticize the United States in such a manner, can only do grave harm to the United Nations. Even though the target of the speech was the United States, the victim, I fear, will be the United Nations. And even worse was the condescending and patronizing tone about the American people. That fundamentally and very sadly, this was a criticism of the American people, not the American government, by an international civil servant, it’s just illegitimate. So we’ve thought about this a good deal and we didn’t respond to it yesterday evening when we got a copy of the speech. But what we think the only way at this point to mitigate the damage to the United Nations is that the Secretary General Kofi Annan, we think has to personally and publicly repudiate this speech at the earliest possible opportunity. Because otherwise I fear the consequences, not just for the reform effort, but for the organization as a whole. I spoke to the Secretary General this morning. I said I’ve known you since 1989, and I’m telling you this is the worst mistake by a senior UN official that I have seen in that entire time. That’s why the only hope I think is that the Secretary General comes to the rescue of the organization and repudiates the speech.

    I am concerned at this point at the very wounding effect that this criticism of the United States will have in our efforts to achieve reform. And this isn’t the first time the Deputy Secretary General has done this recently. He gave an interview a few weeks ago that criticized the United States and the other major contributors. This is very serious. This is very serious.

Bolton and his ilk have done nothing but implement policies and spew rhetoric that cultivates these emotions and then he accuses the UN (in their response to his attack) of attacking the citizens of the US, thereby proving his argument that the UN hates regulartype Americans.
