As Crime Spikes, Bush Slashes Law Enforcement Funding»

Throughout his tenure, President Bush and his staff have bragged about their efforts fighting crime. In his 2006 State of the Union address, Bush claimed, “Violent crime rates have fallen to their lowest levels since the 1970s.” In May 2006, Attorney General Alberto Gonzales said the country had “a violent crime rate at its lowest level in three decades.”

But new FBI statistics released Monday show that crime has actually jumped under the Bush administration. Violent crime in 2005 increased at 2.5 percent, the highest rate in 15 years for violent offenses. In his FY 2007 budget, however, Bush proposed cutting local law enforcement funding by a total of 52 percent. Some examples:

Community Oriented Policing Services (COPS): Since 1995, COPS has put more than 118,500 new law enforcement officers on the streets. But Bush’s FY 2005 budget proposed cutting funding for the COPS program for the fourth consecutive year, including eliminating all funding for hiring. For FY 2007, Bush is trying to cut COPS by another 76 percent.

Byrne Justice Assistance Grants: These grants give state and local governments funds to “prevent and control crime and to improve the criminal justice system.” Bush’s FY 2005, 2006, and 2007 budgets proposed eliminating the grants. (Congress hasn’t eliminated them, but has slashed funding each year.)

COPS Interoperable Communications Grant: Succcessful program awards technology grants to law enforcement and public safety agencies for enhancing communication. Bush proposed eliminating the program in FY 2005, and has again proposed its elimination in FY 2007.

Bush’s motto: Take a bite out of crime (prevention programs).

Question for the peanut gallery: Do you think that crime can be brought to 0%? Do you think crime rates are cyclic (they go up and down)? These two questions are mutually exclusive and there is NO empirical data showing that an increase in Federal funding results in a decrease in violent crime. But since the crime rate had been FALLING over the past years it would only make fiscal sense to cut funding for program that didn’t need it. Or may you think that we should fund every program forever?

      RRS,

the leading cause of crime is poverty. when you go into an economic downturn, and poverty increases, an increase in crime follows. I guess from you statements you are soft on crime. Statistics are showing an increase in crime. If funding programs to help catch criminals and prevent crime is such a terrible thing, why do the republicans harp on the crime issue so much.

We also should not be cutting funding, when we are fighting against terrorists. The local police are the first line of defense. Why would you want to weaken our national security?

It would also make Fiscal sense to get out of Iraq, and to stop giving billions back to big oil. But I don’t see either happening anytime soon.

Getting rid of the Byrne Grants has actually been a good thing. Byrne Grants have been used primarily by Drug Task Forces that are notorious for racial profiling. Change the crime rate to war rate.

A Humongous Debt, to fight terror, or Crime, as you say.

So how can you eat this cake Soldier?
Whats the difference between a murderer and terrorist?
Do they both not want to kill you?
And do they not both require ships, planes, wars, torture, rendition.

But don’t attack Bush, he didn’t start the war right?

DID Bush say, Republicans, that he wouldn’t use the troops for Natin Building?
Is this or is this not a lie?
Why yes it was. But I shouldn’t speak out? And If we speak out against the one. who spoke misleadingly, thats an attack?

Do you teach your Children, Republicans, to lie such as Bush does?

      #8,

Makes sense, if something is not needed, stop funding it. This thread is interesting, cuz us moonbats always think Bush is pushing for a police state. I for one, think some places overfund law-enforcement, like Arizona. I think education, quality of life, and good parenting are what directly effects crime rates. I won’t miss any cuts in law enforcement, I’ve never been a big fan of the mentality.

Sure, Republicans get elected, crime goes up. Democrats get elected crime goes down. Republicans complain about crime, they get elected, crime goes up again.

Interesting logic. Would you make the same case against terrorism funding? If we haven’t been attacked since 9/11 (as Bush likes to say)…

If you hate public education, then pay back the government for your education and you can tell everyone you paid for your K-12. I assure you, private school teachers are not necessarily any better. In fact, because they are paid much less than teachers in public school - it’s debatable that they are better teachers. What is better is the smaller classroom size and the ability to kick out the trouble makers. (Why I switched to a charter school… same pay, but better rules : )

Why would you hate a language?

Sorry, did you just try to re-use your global warming argument on the left wanting to catch criminals?

    35. Terrence Says:

A.) After 5 years of decline, there is a 2.5% increase in violent crime. That is hardly “under the Bush Admin. violent crime increased” — that statement is just wrong.

B.) Violent crime (regardless of what happened yesterday) is till DOWN in NYC. NYC did NOT experience any uptick! Point: the cities are not becoming bad again.

C.) Did he “cut” programs? I guarantee the Law Enforcement budget is bigger this year than last, but because some soft, touchy-feely programs were scaled back you want to say the pres cut law-enforcement - statement is totally false.

Why don’t you guys just give up?

    36. redneck hick Says:

Terrance, according to the NRA, the conceal carry laws passed througout the midwest should have lowered crime, and liberal gun-grabbing NYC should see an increase. So tell them to give it up!

What soft, touchy-feely programs are you referring to, btw?

    38. Jay Randal Says:

Bush wants the military and Blackwater mercenary thugs to patrol the streets of America, when he declares Martial Law, after he attacks Iran! Regular cops are NO longer needed according to Bush, so why fund them?!

    39. Briseadh na Faire Says:

#8 - Do you think that crime can be brought to 0%?

Certainly. And there are various ways to accomplish that, too.

Do you think crime rates are cyclic (they go up and down)?

That they go up and down, yes. That they follow a definable cycle, no.

These two questions are mutually exclusive

No, they’re not. You didn’t ask if the crime rate could be brought to zero and kept there.

and there is NO empirical data showing that an increase in Federal funding results in a decrease in violent crime.

      Apparently you haven’t read:
      PREVENTING CRIME:
WHAT WORKS, WHAT DOESN’T, WHAT’S PROMISING:
A REPORT TO THE UNITED STATES CONGRESS
Prepared for the National Institute of Justice

But since the crime rate had been FALLING over the past years it would only make fiscal sense to cut funding for program that didn’t need it.

This statement absolutely defies logic. For example, would you argue that since there have been no terrorist attacks in the U.S. involving airlines we can now discontinue security measures in all of our airports?

Or may you think that we should fund every program forever?
      Comment by Retired Republican Soldier — June 14, 2006 @ 1:40 pm

While I may think that, I choose not to. Besides, some programs should be eliminated. Like bombing countries back to the stone-age based on a pretextual case for going to war.

    40. Bruce Gorton Says:

      Briseadh na Faire

Think about it, he is saying that the crime rate is cyclical, therefore you shouldn’t do anything about it right?

Now replace “the crime rate” with global warming. Its the same argument. Same logic, heck probably said in the same tone of voice.

Now replace “the crime rate” with the economy. Its the same argument. Same logic, heck probably said in the same tone of voice.

Am I alone in getting the feeling that there is a certain amount of talking point recycling going on here?

    41. Democrat Soldier Says:

#25 - Actually, after 15 years of crime decrease, we now have the very first increase. The first increase in crime since Pres. Clinton was in office! Hmmmm.

Well, the only difference is that Pres. Bush is decreasing the amount of money availabel to hire and traing new policemen. Go figure.

    42. Chris Says:

it’s funny - I just bet if George Bush increased funding for cops all the liberals here would whine that Bush is turning America into a police state.

George Bush can’t even break wind without the kook fringe left going nuts. I have never seen such outright hate and contempt for a president in my life and I have seen them since Eisenhower. for those libs here whose mantra is “hate is not a family value” you sure do hate a lot.

    43. Krazny Says:

I saw plenty of outright hate and contempt during the clinton presidency so don’t even start with that shit.

    44. Rick Says:

If Bush would get something right once in a while, we wouldn’t be so quick to bash him. Frankly, cutting funding to police protection less than a week after trying to ramrod a bill to give even more tax breaks to the uber-rich just makes no sense, particularly not when he’s running the largest deficit in the history of our country.

Should we praise him for the Guinness World Record debt we’re racking up, perhaps? It’s good to be the best, I suppose.

    45. Chris Says:

there was hate because clinton was a sleazy scumbag( and so was her husband) but there was not the level of hate anywhere close to what it is today with Bush. Not even close. the problem now is that liberals are going nuts that Bush won 2004 and also the fact that the democrats were in power for almost 50 years and until 1994 when they were kicked out and they just cannot deal with being an irrelevant party. So YOU don’t even start with that shit!

    46. redneck hick Says:

I just bet if George Bush increased funding for cops all the liberals here would whine that Bush is turning America into a police state.

And you would lose that bet.

    47. redneck hick Says:

there was hate because clinton was a sleazy scumbag( and so was her husband)

sleazy scumbat = you hate him because you hate him.

You hate Clinton because he cheated on his wife? Really? Not because his policies were detrimental to your life or anything reasonable like that?

Come on, let go of your hate. Talk to us.

    48. Chris Says:

Ok how about clinton selling missile tech to the chinese? how about the double standard of sexual harrassment with lewinsky, never mind the fact he cheated on his wife. How about signing the “brady” bill and breaking the oath he took to uphold the Constition? How about the first thing he did when he took office in his first term was outrageous retroactive taxes. How about having bin laden and letting him go, how about not reigning in Hussein. how about, Mogadishu where his lack of spine now has the region run by al queda.? How about Waco where his AG Janet ” the butcher of Waco” Reno murdered almost 90 men women and children?? How about that!!!!!!!!! I know they were gasp “religious” white people so that was ok Right? At least Bush does not barbecue and murder Americans.

    49. Krazny Says:

      Chris,

I was pointing out the hypocrisy of your position. You like to claim the left is filled with hate, well guess what so is the right. You have a laundry list of evils committed by clinton, well guess what We have a laundry list of evils committed by Bush.

Again put your money where your mouth is, if Iraq is such a great thing, sign up and go get blown up. Good riddance to bad rubbish.

Oh yeah your a pissant too.

    50. Briseadh na Faire Says:

#49 - Chris - and your point is??? that you can throw out questions and allegations without the facts upon which their based? Is that how you wish to be judged? I certainly hope so, for that is precisely how you will be judged.

I like that Chris apperantly supports pedophilia and polygamy, as long as its done in religious manner. And I loved the underlying subtext about the waco debacle. It’s okay as long as its brown skinned non-christians?

what are you really trying to say Chris?

    52. redneck hick Says:

Chris’ complaints against Clinton stem from right wing hatred. I would bet dollars to doughnuts that he doesn’t hate Republicans who did the same things (not counting the unfactual things).

Nice comment, Bush does not barbecue and murder Americans. No he barbecues and murders Iraqis who had nothing to do with 9/11. And in far greater numbers.

When it comes to a laundry list of valid complaints, we got you beat, pal.

    53. Chris Says:

Briseadh na Faire and you are doing the same thing. my point is that even during the Clinton administration there was not the level of venom there is now for Bush. not even close.

Krazny let me tell you somthing you ignorant, arrogant ltiile shit. I DID serve my country over 30 years ago before you were even a drip off your fathers prick. i did serve my country proudly because i love this country and I believed in the mission: stopping communism. i still believe in that mission today but today we don’t have to go to overseas to fight communism all we have to do is go to colleges and websites like this. I tried to re- enlist after 9/11 but even with my “talents and record” I was deemed too old to go, but I would have gladly gone for the rights of even little turds like you speak freely.

    54. Krazny Says:

      Bullshit

you can make up whatever story you want but it is still bullshit. I can be arrogant yes, but at least I am not a lying turd like you.

    55. keepinon Says:

If you are in the business of disassembling the Federal Government, why wouldn’t you cut law enforcement funding? GW wants chaos in the streets, so he can declare marshall law. Then he will have a perpetual war on terror over here, as well as over there!! And he will have a perpetual job! (first one in his life)

    56. Chris Says:

why is swifboatian when i say it and real when you do?? an how dare you call me un- American!! you lttle moron??
why is what I say hate speech and what you say is not?? you are the typical liberal hypocrite and you are so ignorant and bigoted you cannot see it.

    57. Briseadh na Faire Says:

Briseadh na Faire and you are doing the same thing. my point is that even during the Clinton administration there was not the level of venom there is now for Bush. not even close.
      Comment by Chris — June 14, 2006 @ 6:32 pm

First, I am not throwing out accusations. I merely pointed out the operation of the universal law as expressed by the statement “Judge not, that ye be not judged. For with what judgment ye judge, ye shall be judged”

As far as relative levels of venom is concerned, that is a matter of perspective. However, for all of Clinton’s faults, he did not initiate a war of agression based on pretext and he did not reserve the right to torture. In short, from what I have seen, Bush has arguably committed international war crimes, whereas Clinton has not.

And, since you are willing to attack Clinton using the equivalence of sound bytes, you really have no cause to complaint when others attack Bush in the same manner.

    58. joneser Says:

lol good stuff… i thought libs didn’t like cops anyway, all of a sudden after 9/11 you guys discovered the NYPD as a fashion statement…. i thought it was all about “therapy”, lighter sentences, being held at night, TV and internet access would help solve the crime problems… now it Bushes fault for trying to stop my money from adding another government bureaucracy to decide how my money should be redistributed over to to some schmuck mayor in some city i have never seen nor plan on visiting. i have enough problems with my taxes being used by my own mayor and govenor who i can’t stand. Not because they are “idiots” or aren’t “eloquent” either… but because their policies suck, and it is thier fault there aren’t enough cops.
Katrina should have taught you what federal government funding gets you… waste! because the local govenments build hospitality centers, and renovate court houses instead of infrastructure….

I live in Chicago, ask Mayor Daley about our wonderful parks. I think Marie Antoinette once said, “Let them eat, cake”

Ask Mayor Daley about why we have 8000 cops when we are supposed to have 13,000. He thinks we should add million dollar cameras… yeah they work… but for some reason they move the crime one block down… Ask him why the cops have to raise money for their memorial fund for a commorative monument and fund for famlies of fallen cops, meanwhile we have the hired truck scandal totalling millions, but builds park after park… and now he wants the Olympics….why cause he hates cops… about a Democrat who is about presentation and no substance…

Guliani had it right, now New York continues to get better and better….

My girlfriend is in the academy to become a cop and her brothers and father are cops…. its tougher tobecome a cop because the regiment is so much more strict… never mind their insurance, never mind stupid trial lawyers, nevermind the animosity towards them in the communities because of culture… they told her one of the first things you should expect in your first month on the job to spit on… the last thing to expect is to be thanked by anyone in the community for what your do.

The local jail here for example is completely run by the gangs…. and i mean even the officers who watch them… they guys come up in their ranks and make sure they have no records and then have them apply for the jobs… sick

criminals are constanlty working the system… hmm cell phones, internet, (even terrorists do this too, shhh…) All they do is sit around workout, watch CSI, and Law and order…. but your own states, and cities give them more refuge with government aid and “entitlements” instead of the people who are trying to get them off the street. Ask when the last time your local democrat mayor or govenor pushed for more cops and higher sentences and penalties for violent crimes as a campaign platform… you all freaked out when 3 strikes your out was implemented, but it worked damn well…

    59. joneser Says:

you all equal protection but not equal enforcment.

I didn’t even hate clinton… he was a shrewd man… who stuck his finger in the wind to see where the wind was blowing and try not to piss people off in the end he got stupid.. not to mention the most indicted and sentenced administartion… but hey i thank him for paving the way for a doer whether you like him or not 2 more years… And the Dems have had 8 to come up with ideas that would work but they have none… do any of you know their message and or platform? Last I heard Schumer said last Novemebe “early next year” Well?!

    61. joneser Says:

i am speaking to government waste. we can afford it when our funds aren’t diverted for the mayor and his parks or his olympic bids, or “hired trucks” Bush isn’t cutting funding that can’t be done in my own state…. but Blagovich likes all his vote getting pet projects…. and our senators love pork….

    62. Chris Says:

liberals are such lockstep sheeple. Free speech is only for what they say and anything that does not adhere to it is “hate speech”. i just guess that this is face of the new radical left in America. There is a double standard backed by incohernet and hysterical logic that is the same one used by criminals and mentally ill people to justify their actions and thoughts.
whoever said it first said it right, liberalism is a mental disorder

    63. Chris Says:

got ya didn’t I there liberal boy! ya just can’t deal with your own hatred and bigotry can you and you are typing a lot less so that means you are getting tired of hearing your stale old lies. Good.
the only thing i am a “victim” of is liberal hypocrisy and hate . keep up the good work untruthful you’ll grow up and get there someday if you just pay attention.

    64. Bluestocking Says:

Yet another sterling example of Bush administration logic — there hasn’t been an increase in violent crime because we say there hasn’t been one. Yeah, we know what the statistics say…but who are you going to believe, us or the statistics?

Up is down, black is white, war is peace, freedom is slavery, etc., etc., etc.

    65. For Truth Says:

      Joneser,

Try living in AZ with our lovely Maricopa county sherriff, Joe Arpaio, maybe you have heard of him. Ariznoa loves cops. You live in Moonbat Chicago land dude, you need to live in a redder state.

And how is it you know you are right. Are you blessed with ominiscience?

Have you considered the consequences if you are wrong? I sincerely doubt it, for if you had, you would not be so self-assured. You truly have no clue about the path you are heading down.

      I did warn you:

Judge not, that ye be not judged. For with what judgment ye judge, ye shall be judged

      liberals are such lockstep sheeple.

you have been judged to be “lockstep sheeple.”

      liberalism is a mental disorder

You have shown yourself to have a mental disorder.

ya just can’t deal with your own hatred and bigotry can you and you are typing a lot less so that means you are getting tired of hearing your stale old lies. Good.

You are filled with hatred and bigotry. You exemplify hypocrisy and hate.

You’ve damned yourself from your own mouth. Unless, of course, the Son of a Carpenter was wrong about the universal law.

    67. Lora Says:

Funny how Uber-Troll Chris is now ranting how liberals don’t allow free speech (though in fact, he is allowed to spew all his bile on this site without getting banned), when in another thread he advocated ridding the US of all liberals, whom he would like to send to Gitmo or perhaps France and Canada. Oh yeah, Chris the great upholder of free speech!
Don’t flatter yourself, Chris, that you’re causing any temper tantrums other than your own. I don’t know about bthruthful, but I’m sitting here quite calmly; my house remains in order with no broken dishes or cups on the floor; my husband is watching TV undistrubed; the cats are peacefully asleep, etc. For a man who claims to have been around in Ike’s days, you certainly sound like an immature spoiled child.
And don’t bother PMSing me again; I won’t respond to such silly claptrap (particularly from one who hypocritically complains about sexual innuendos in reference to Ann-thrax Coulter).

    68. reddog Says:

chris is right. the hypocrisy and hate coming from the so called progressives here just prove what they are really about. he is very right about why democrats keep losing election. There is no room for debate or discussion and the left wing has become hysterical over everything. Everytime he says something three or four of the left wingers just attack and he does do a good job of fighting them off, but rightfully so he gets pissed and fights back and when he does then the left wingers go just nuts . Listening to the left wingers here is like faciscm at it’s worst. What is wrong with liberals? they have all gone nuts.

    69. verifi Says:

After WWI the problem was “how to keep the boys (former soldiers) down on the farm” after they had been to Europe and gay Paree.

Of course, the great depression of 1929 solved that problem for an entire decade, making millions and millions of Americans perfectly willing to work at brutal jobs for subsistance wages.

Bush-Rove-Cheney in 2006 see their task as a similar goal, to take America BACK to the 1920s where disenfranchisement, low wages, segregation, and poverty were the norm in America.

So far, they are succeeding admirably, as the rising crime statistics show.

What is amazing is not how flagrant and brutal the Bush Republicans are about their “hate Americans” agenda, but how very little opposition their receive for their outsourcing, social-slashing, dehumanizing, trash-democracy agenda from people who should know better. (aka “The Democrat opposition” and “the mainstream media.”)

Can anyone IMAGINE a Gore, Kerry, or Clinton SLASHING law enforcement funding, as the crime rate rises, and while simultaneously bragging about “leading the war on terror”?

    70. Lora Says:

      TROLL ALERT
Let’s ignore redhog, whose writing style (if one can call it “style”) is very similar to Chris’. There is no point in arguing with guys who excessively throw out words like “leftards,” “femi-nazis,” “commies/fascists” (as if the two were the same), ” “lockstep shepple,” etc., all the while bellowing that they’ve been victimized by our so-called hate speech. Poor fellows! But let’s not feed them.

    71. Lora Says:

From a cousin of mine in Texas, who used to be a Republican:

      NEED YOUR HELP

      Dear Friends and Relatives:

I have the distinguished honor of being on the committee to raise
$5,000,000 for a monument of George W. Bush. We originally wanted to
put him on Mt. Rushmore until we discovered there was not enough room
      for two more faces.

We then decided to erect a statue of George in the Washington, D. C.
Hall Of Fame. We were in a quandary as to where the statue should be
placed. It was not proper to place it beside the statue of George
Washington, who never told a lie, or beside Richard Nixon, who never
told the truth, since George could never tell the difference.

We finally decided to place it beside Christopher Columbus, the greatest
Republican of them all. He left not knowing where he was going, and
when he got there he did not know where he was. He returned not knowing
where he had been, and did it all on someone else’s money.

      Thank you.
      George W. Bush Monument. Committee

      P. S. The Committee has raised $1.35 so far.

    72. reddog Says:

reading lora’s post is like reading a liberal comic book. even attacks Columbus . how very politically correct. we are taking money to have liberal monument but we already have abortion clinics, gay bars and ghettoes so we can just pass for now.
femi- nazi that’s funny! and true

    73. Big Mike Says:

Chris and Joneser and any other Fascist/Republican,
This issue is just one more in a long list of hippocracies that GWB and his ilk expect theAmerican people to swallow day after day. You know like “Nochild left behind” which is drastically underfunded or national security which is achieved by sending almost all of our national guard and regulars to the other side of the planet. By the way a disproportionate number of those soldiers were cops and their jobs cannot be filled now because they have a guarantee that their job will be there if and when they ever come back. But, these reasons are not why I am writing. I am writing in reponse to the insults and hyperbole that populated this thread by both the right and the left. I could barely sift the good from the bad here and I’ll bet others agree. I am a liberal and I am proud of it because by definition it makes me open-minded and willing to exchange ideas. A conservative by definition has a closed mind and can see nothing, but what he has already decided is the truth. In mathematics this is ok 95% of the time. In a socio-political frame though it has no benefits and actually borders on the very definition of insane. You know do the same thing expect a different result…I will however address this one issue on which I can agree with the right. I am a well armed liberal and in addition to the training I have had on those firearms I am a 250 pound weightlifting bio-scientist whose hobby is dressing up in medieval armor and beating other people in armor senseless. So the next time you hurl insults at my brethren just remember that A) I am not a communist, and B) It is very likely that I could kick your ass. So I will always show respect for your view no matter how unreasonable and repetitive and I will expect the same from you and your compatriots. As a member of the SCA in southern California you will have no problem finding Big Mike. I will serve you a beer and some humility anytime you so in desire. Thank you. See you in November (hopefully your backsides as they send you packing back to the neanderthal cave from which you emerged). One more word…Evolve.

    74. Blueboy Says:

Well said Big Mike. I find right wingers absurd definition of liberals amusing, and irritating. Where do those definitions come from? How about from rich chickenhawks with an agenda designed to make themselves richer and/or more powerful. Who are the real sheeple?
I too am a very well-armed liberal, a Vietnam vet who used the GI bill to expand my intellectual horizon. It’s called a “liberal” education for a reason. Cons make the huge mistake of branding liberals as pussies. I tell you this though, if the dittoheads and chickenhawks think I will sit on my ditty bag while they destroy my country-think again.

      Comment by reddog

      redhog/chris,
Glad to have amused you. But you know what’s really funny is your silly attempt to convince us that you’re two different posters. You don’t have the writing skills to do so. George Will, Bill Buckley, David Brooks–just to name a few literate conservative writers–you are definitely not!
