Pentagon officials will not include a classified section in the newly updated Army Field Manual. Descriptions of interrogation techniques initially planned for the classified section (presumed to be more aggressive) are “either being made public or are being eliminated as tactics that can be used against prisoners.”

“Despite record low approval ratings, House lawmakers Tuesday embraced a $3,300 pay raise that would increase their salaries to $168,500.”

Part of President Bush’s PR offensive on Iraq yesterday was the announcement that 70,000 American and Iraqi troops would launch “a large-scale security sweep in Baghdad.” But an Iraqi major general acknowledged to the Washington Post that the plan “does not involve an increase in troops in the city.”

FEMA doled out $1.4 billion in bogus assistance to “victims” of Hurricanes Katrina and Rita, paying for football tickets, a tropical vacation, “adult erotica products,” and “Girls Gone Wild” videos. The wrongful recipients included prison inmates and a person who used a New Orleans cemetery for a home address.

A Harvard education study has found that No Child Left Behind is “failing to close racial achievement gaps and will miss its goals by 2014 according to recent trends.” Also, the legislation has “had no significant impact on improving reading and math achievement since it was introduced in 2001, contradicting White House claims and potentially adding to concerns over America’s academic competitiveness.”

Though the neoconservative Project for a New American Century is reportedly on the verge of shutting its doors, the group “has been inactive since January 2005″ when the group’s leadership, such as William Kristol, “began attacking” fellow PNAC founder Donald Rumsfeld for his management of the Iraq war.

The AP’s Peter Yost on Rove avoiding an indictment: “The decision not to charge Karl Rove shows there often are no consequences for misleading the public. … Rove’s truth-telling to the FBI saved him from indictment. And by misleading reporters, the White House saved itself from a political liability during the 2004 presidential campaign.”

Amnesty International urged European states to stop being “partners in crime” with the United States over the alleged kidnapping of terrorism suspects and their transfer to countries that use torture. “There is irrefutable evidence of European complicity in the unlawful practice of renditions,” Amnesty said.

In advance of next month’s G8 gathering in Russia, the world’s top scientists warned that “climate change solutions agreed at the G8 summit in Scotland a year ago risked being pushed off the agenda.”

And finally: Last weekend, nude cyclists in San Francisco and Seattle rode in protest of “dependence on oil, automotive air pollution, and the dangers that cars pose to cyclists.” “Nakedness doesn’t seem to have much to do with dependence on cars, but one message took a stab at tying the two subjects together: ‘Stop indecent exposure to vehicle emissions!’”

    Not the best of days today, since the Democrats in DC keep allowing Bush to stage photo ops in places like Iraq, instead of exposing him as a fraud and a creepy liar in chief! Dems in DC should yell that Bush is wasting millions of dollars to fly to Iraq for no legitimate reasons other than to boost his approval ratings by manipulating press coverage! Get some balls Democrats or the lousy Republicans will keep cheating to remain in power this November!

    What does an increase in troops have to do with a security sweep thru Baghdad? The two seems to be unrelated.

    The 2 percent cost-of-living adjustment (COLA) would be the seventh straight for members of the House and Senate. Lawmakers easily squelched an attempt by Rep. Jim Matheson, D-Utah, to get a direct vote to block the increase, which is automatically awarded unless lawmakers vote to block it.

    Cost of living? That needs to change names to” Cost of high living”…

    I can live 3 monts with the increase to the members of House and Senate! Maybe lawmakers have years of 15 monts? An increase linked to productivity or country’s foreing debt would be sweet. This year, a 68% decrease. Make it better the next year, or you’ll be pinksplipped.

    Good way to look at it…

    When’s the last time you got a $3000 salary increase seven times in a row (and I don’t think all of them have just been yearly COL raises… as there was a raise in December 2005 of a similar amount) – when you were doing a GOOD job? These clowns aren’t even doing their jobs well…

    Yeah asking the perpetrators of a crime to kindly police themselves. Once a person or a government commits crimes and gets away with it…it is too tempting for most to just stop their actions because someone asks them to. Usually it takes somehting drastic.

    Does not violate this amendment to the Constitution?

    I’d really like to know how all these “annual” raises don’t violate the 27th Amendment,

    The raises are automatic unless they vote to amend (to decline) them… that’s what the 27th Amendment is saying. That unless they reject the raises, they happen automatically.

    I was wondering about Sharon also… I hope she’s just caught up in her tree hugging…

    Jules said two weeks – and left on June 2nd… I’m guessing she’ll be back next week then…

    I was out on vacation for about a week. Got some work done around the house. Now I’m back in the office taking stock of what fell apart while I was out. The longer I’m out, the more that goes wrong. I think this will be the last time I take more than a day or two off at a time.

    But it’s good to be back here. It figures some of the biggest stories happened the first day I was out. Oh, well. Gotta get back to what I should be doing.

    If you’re able to find out how they weaseled this raise through, let me know. Either they are ignoring the Constitution, or they are hinging this raise’s Constitutionality on the fact that the law didn’t “take effect” until after the first election of representatives since it was signed into law. And they probably passed it late in the night when nobody was watching or even knew it was being voted on. Damn weasels.

    Congressmen don’t read the bills. They have staff to do that for them. And that’s strenuous work, folks. Since they don’t actually read the legislation, they have to spend their time going to fundraisers and getting massages while drinking mai tais at the gym with Negroponte. This is tough work, folks. They also have to spend hours each day shredding letters and faxes their constituents send them since they clearly don’t have time to read any of them. And if we expect change, if we expect our representatives to work a full day, then haven’t the terrorists won?

    I think Bush and the Fox news crowd proved Iraq is a very dangerous place, contrary to their claims that it is safe. Fox played up the president flying in during a dangerous time and highlighted Bush bravery for being there. They played down the fact that it was unannounced secretive and even the Iraqi’s Bush met with literally did not know they were meeting with him till they were in the room with him. Hmmm sounds like the regular media has it right and that Iraq is a very dangerous place. Fox said so, and Bush’s actions and plans prove it. It is simply a publicity stunt to raise flagging support, no different than the Gay Marriage thing or Flag burning.

The Federal courts have ruled in cases brought under the amendment that a COLA is not the same thing as a pay raise.     They’re playing semantics with the 27th Amendment, and we just let them do it. Also, Federal Judges pay is linked to the pay of Congress, so for the Fed Courts to rule that COLAs are not the same as a pay raise, is a bit of a conflict of interest, too, as they benefit financially from that ruling.

Consequently, the President’s salary serves as a traditional cap for all other federal officials, such as the Chief Justice. A raise for 2001 was approved by Congress and President Bill Clinton in 1999 because other officials who receive annual cost-of-living increases had salaries approaching the President’s. Consequently, to raise the salaries of the other federal employees, the President’s salary had to be raised as well.

    It looked like the presidential salary was raised to $400,000 in 2001.

    Seems that you call Modernisme, we call Art Nouveau. That’s prpobaly why it was different in the English Wikipedia when you looked. I had totally forgotten that…

    Makes me want to do another Europe trip. I’ve thought about actually doing them for the community here during summer break. Maybe having teh kids do some fund raising during the year so they can go, and getting some of these kids to explore the world in the name of architecture… Just a thought.

    The Constitution also says that the president shall receive compensation which shall neither be increased nor decreased during his term in office.

    The 27th Amendment specifically refers to laws “varying the compensation”. It seems to me that even a COLA will “vary” your “compensation”, so I don’t know how a judge could have concluded that it didn’t. Maybe the reasoning is valid for things like Social Security, but for things like Congressional compensation, I think they have to look at it differently. They are not the same thing at all.

    If I have a window of Labor Day through mid-July. When do you recommend is the best weather?

    In my new district we only get two month for summer break – but we get a full week Fall break on October, a week at Thanksgiving, 2.5 weeks at the end of the year and two weeks for Spring Break. Once I’m in a better position to travel more often, I intend to do so. California just drained me financially.

    Glad you have nice weather. Hope you’ll be able to enjoy it!

    I get my last check tomorrow until the first pay period in August… New school district does twice a month instead of once a month. So, I feel your pain… Wish I could make the cats get a job… :). I’m getting a bit restless (only been two weeks), but the virtual field trips are helping. There’s really nothing to do locally, unless I make the effort to get into Atlanta (I used to laugh when they talked about traffic in Boise)…

    I gave him a week off, and then he has to get something — anything. It will help that Zoo Jr the Elder went back to Oregon with his father after graduation, so I’m not feeding both of them.

    I used to laugh when they talked about traffic in Boise

    I’ve only been to Boise once, but the traffic was nuts! My parents joke about having had to wait for 5 cars to pass while they are leaving the post office. Moscow has more traffic than that, but nothing on the level of Boise or Atlanta — especially when the students are gone.

    BTW: Do you remember if Sharon Cox said anything about being gone for a while?
