The Supreme Court has “upheld most of the Texas congressional map engineered by former House Majority Leader Tom DeLay.” The Court did throw out an effort to shift 100,000 Hispanics “out of a district represented by a Republican incumbent and into a new, oddly shaped district,” finding the move violated the Voting Rights Act. June 28th, 2006 at 11:46 amBy the Constitution, each state is given the authority to draw federal district lines. The only caveat is that those lines comply with the VRA of 64.
Both parties participate in political gerrymandering (the obvious result being the often-hilarious shape of most districts). In this case, the 2002 election was conducting using lines draw originally following the 1990 Census – they were obviously in need of change to reflect changing state demographics. When they tried to draw them after th 2000 Census, a politically divided state legislature failed to come to a consensus. A 3 judge panel used the 1990 lines and added the 2 newly apportioned districts.
What exactly is the left’s big complaint here? I don’t see a good one.
