The Legal Times reports that another Bush administration official is expected to plead guilty as a result of the ongoing Abramoff probe:
Roger Stillwell, the desk officer for the Mariana Islands at the U.S. Department of the Interior who dealt closely with disgraced lobbyist Jack Abramoff, is expected to plead guilty to a misdemeanor count of false certification, his attorney confirmed Wednesday.
Stillwell has previously acknowledged that he accepted dinners at Abramoff’s restaurant and tickets to Washington Redskins games. He also said he sent Abramoff copies of e-mails he sent to his boss, but he claimed that there was nothing “wrong with doing that.”
The guilty plea will come on the heels of a conviction handed down by a jury last week against former White House procurement chief David Safavian. “So far five people — Abramoff and former associates Michael Scanlon, Tony Rudy, Neil Volz, and Adam Kidan — have pleaded guilty.â€
The Commonwealth of the Northern Mariana Islands was a major client of Abramoff, paying him over $1 million to stop legislation aimed at cracking down on sweatshops and sex shops in the American territory. (That legislation still hasn’t passed).

The Feds have to start at the bottom and get the little guy to turn on the bigger fish. They make a deal, get the data, move on the next guy… all the way up the food chain. Libby is an example of a little fish who is semi-sacrificing himself to protect the big fish. But my bet, and the position of the prosecutor, is that once he realizes he faces serious time in jail for lying to the grand jury, he’ll roll over and the hunt will continue. Everytime I hear of another plea, I rejoice, the system is still working.

Maybe I’ve been here long enough to become cynical on some levels. I think most of what they utter is garbage. But, it is amusing to watch them pitch temper tanturms when cornered. Seixon is one of the loudest. It is pretty hilarious.
They don’t even know what socialist or communist mean. We’re social beings who live in communities. They’re actually insulting their own human nature when they misuse those terms.

His firm, Stillwell Communications is mentioned in the 2001 CNMI OPA lobbying audit. He is identified as a “Likely Lobbyist” on page 3 of the Report. The totals paid to him ($224,360) between 1994 and 1998 is listed on page 17. He would have worked with Abramoff on CNMI issues over those years. Here is the link to the PDF: http://www.opacnmi.com/archives/m0105.html. A Marianas Variety article from 2-13-98 pegs payments to Stillwell at $280,000 between 1994 and 1997.
Stillwell was with Samuel Aloot (a CNMI Attorney General in 1995 and a current DOL official) to counteract Senate hearings on human rights abuses in 1995
He was hired to be part of the DOI OIA team in 1998. Unlike most of the Clinton hires he was kept on in the Bush era. He was suspected as Abramoff’s inside man at the OIA, this plea seems to support that theory.
