It means Freedom of Speech has not been crushed and the paralyzing grip of fear has been loosened. The hecklers weren't afraid of Rove. Even if they were, they did it anyway. It takes courage to heckle, to express dissent, to protest against corruption. I don't think there's anything wrong with the word "Boo". It's not like a person can walk up to the stage, grab the microphone, and proceed to give a polite yet condemning liberal speech. "Boo" covers how protesters feel rather well, I think. And it is polite in that it isn't a curse word. It's a polite way to say, "You're full of shit" or "You're lying!" or "You're a stinky human being!" All of which is true about Rove.
