In inner-cities, plauged with crime, business owners (such as grocery stores) have higher costs of doing business because they have to pay more for security and they must offset losses due to theft and robbery.
These costs are passed on to consumers in the form of higher prices on the shelf.
The costs are not some systematic effort to gouge the poor, or to “get” minorities. Once again, there is an economic explanation that escapes so many.

Less efficient cars are far more easy to produce, so they give a greater benefit to the automaker. The development phase has been payed a long time ago, and it means that it gives far more benefits selling an old desing. You can make them in old factories. More benefits.
So, your “full capitalist” ideas makes it far more profitable selling you old crap, as soon it has a nice envelope. See the Hummers. Of course there are also “efficient” models, but moving a house around isn’t cheap anyways.
A last thought: the high efficiency desing center choosen placement is in Europe. Why? Because in the USA you don’t have the sinergy of technology and rulings to advance it. Plain and simple.

The reason poorer individuals do not have checking accounts is because they need all of their money to live. They cannot afford to keep a minimum balance or pay for checks. Many cannot afford to pay for photo id’s…another requirement of a checking account.
Chase…price gouging, while reprehensible, is not illegal unless it is made so by the state. In addition, price gouging, like fraud, is very difficult to prove. People like you who have never been in a situation such as this sit on a jury and say “well it is just the market forces” Bullshit…these people are being taken advantage of.
In addition, one of the reasons there is generally greater crime in areas such as these as the police do not patrol there as often as they do in the richer neighborhoods. I could probably count on one hand the number of times in a month I saw a police car in my neighborhood.

There are banks that don’t require a minimum balance, too. And on top of that, you have added expenses if paying with a money order. It’s always much more expensive to not have a checking account than to have one.

Wilco - have you ever had to live knowing that when your paycheck comes in every dime of it will be spent to pay bills, buy groceries and hope to God that your kids shoes will last another month?
Did you know that banks run credit checks?
First, if you have no money, you typically do not have a credit history.
Second, many poorer individuals have had posessions reposessed so they may have bad credit scores. Did you ever hear about the lawsuit against these rent ot own stores? One of the reasons for the suit was they were charging phenomenal prices for their products. These excessive prices were treated as interest and the rates were considered usury. The charges were so high people could not afford to continue to pay them and the rent to own places repossesed them. This then went against their credit history.
You do not require a photo id to cash a check at a check cashing store or to purchase money orders. Do you know how much it costs to get a photo ID? Why don’t states make these available for free? When my daughter was getting her license I had to send for her birth certificate. She was born in NY. It was $65 for the birth certificate and shipping. Thar was in addition to the other costs required
This are just some reasons. I am sure there are others.

I have had checks I have written get to the bank on Friday, and the bank KNOWING there is a deposit going in, will still overdraw my account first, then deposit my paycheck. They pay the checks, but charge the overdraft fee for each one. I will be changing my account from my current bank to Washington Mutual. They understand and will bypass TWO overdrafts a year, will NOT charge for using outside ATM’s, and offers free checks.

First off the bank thing…Add to your judgment lot’s of the elderly do not trust the bank’s, they have lived through the failings and still bury their money under the bed or in the freezer….Next if you make a mistake in your banking there are huge fees….Many people still hold to the (I want to see how much I have) in their hand and not in a bank…Years ago I bounced a check, not on purpose but bounced just the same. The cost was 25 bucks for the bank…At the time a weeks worth of food…..Then there is the large amount of people who are uneducated about banking……I have a free account because I am a senior. I am one of 3 out of 12 in my little area who does any banking, the rest pay in cash or by money order.
It was for a long time a 3 day to clear thing. When I worked as a checker many people would run out of food and float aloan as it were by buying groceries for their kids 2 day’s before their checks were going to get deposeted in the bank…With the speed up of banking I saw many get hit hard when their checks bounced….Was it criminal>? Well I supose to some, but how criminal is it to let your children starve or freeze from lack of heat in their house…Please folks stop thinking of the poor in terms of criminals versus you the affluant being law abiding…….We live in dreadful times and have for many years and think how you would manage if your babies are hungry, cold ,unclothed. What would you do….No excuses, just plane survival……Being judgmental against some because of their walk in life is a very narrow view…Walk in their shoes and then spout your theory….

If it is completely excusable to bounce a check then it is ok for the poor to steal, an attitude I come across too often in my line of work. If one has a checking account then one is responsible for it and should be treated as such. Why should I coddle someone who bounced a check to me? If I sell you goods and you write me a check that bounces, I should be understanding, not debt-forgiving! Things happen, yes. But it’s still inherently irresponsible to bounce checks. I just don’t understand arguing it is actually often the responsible thing to do.

You are taking money from the person you bounced your check with, you’re taking money from yourself if you pay back that person, and if you did it for the kids, maybe you’re teaching them poor financial skills that will echo through generations. (I work in medical collections and it’s not too rare to find an entire family of people who never pay their bills.) Necessary? Ok. Responsible? Never.

July 18th, 2006 at 11:44 amWhen you don’t make much money, a $4 gallon of milk is a lot of money. In inner-cities, rent is expensive for business owners, even in lousy areas of town. Chain stores with lower prices don’t typically choose to offer their retail services in rougher neighborhoods. Bodega’s are expensive, like doing your grocery shopping at a 7-11. Grocery stores don’t typically operate in inner-cities because they are huge and require a lot of cheap retail property that is not available close to downtown. If they do operate, they are high-end grocery stores rather than discount grocers.
Somebody made a comment about check-bouncing fees. These fees are now over $30 depending on who you bank with. There used to be a time when you could float a check, now doing so is a gamble you are likely to lose. On top of what your bank charges you, the retailer also charges a fee of $25 or more. If you have less then a $100 in your account you can easily over-draw your account 2,3, or 4 times and get hit with a couple hundred in fees on the day before your paycheck direct deposits.
Being poor and living paycheck to paycheck freaking sucks. I know, I’ve been there. I just lost a roommate, so chances are I may be there again in a few months.

You obviously didn’t read the article or you would find out how short term loan providers, and paycheck cashing services in innner-cities charge up to 500% in annual interests. That’s price-gouging, usury, and illegal.

Any economist who discusses the inner-city retail economy vis-a-vis higher costs due to security concerns. I was first introduced to the concept in Thomas Sowell’s Basic Economics. I don’t have access to the book here. I would recommend reading the entire book. Very eye-opening and accessible.

You pay a higher interest rate when you present a higher credit risk. The bank (or cash checker, or short term loan business) is taking a risk on you so you have to pay to compensate for the risk.
I love the line “expensive and negative experiences with mainstream banks” from the article. Do they mean people tried to spend money they didn’t have and were penalized? Who’d a thunk it?

Plus, you missed one of the points of the article and the study: a window into the lack of financial services for the poor.
The goal is to have all that data in order to recommend policies that would help them get out of poverty. After all, the study in title “Putting the market to work for lowwe-income families”. And I thought you would find the idea of “putting the market to work” enticing.

The reality is the poor DO have access to financial services, they just choose to not take advantage. Because of “negative” experiences? I’m going to guess those experiences were their fault! Why blame the ‘mainstream bank’ for that?

The biggest problem is financial irreponsibility - spending money you don’t have. Live within your means!

You still haven’t bothered to even read the article, or you would know your personal opinion openly contradicts the study:
