Rumsfeld Claims Insurgent Violence Increases ‘In the Spring, Summer and Fall Months’

Last month, Lt. Gen. David Richards, head of NATO’s Afghan security force, said the country was “close to anarchy.”

Asked about the situation today, Rumsfeld admitted there was a resurgence of the Taliban, admitted Taliban fighters were “occupying safe havens” in Pakistan and other places, and admitted that violence has increased recently. Then he blamed it all on the weather:

Does the violence tend to be up during the summer, in the spring, summer and fall months? Yes it does. And it tends to decline during the winter period. Does that represent failed policy? I don’t know. I would say not.

Afghanistan - um, I don’t know who said what about if the Taliban are gone [Ed. note: You did.] but, in fact, the Taliban that were running Afghanistan and ruling Afghanistan were replaced. And they were replaced by an election that took place in that country, and in terms of a government or a governing entity, they were gone, and that’s a fact.

Are there still Taliban around? You bet. Are they occupying safe havens in Afghanistan and other places — correction, in Pakistan and other places? Certainly they are. Is the violence up? Yes. Does the violence tend to be up during the summer, in the spring, summer and fall months? Yes it does. And it tends to decline during the winter period. Does that represent failed policy? I don’t know. I would say not.

    Jebus, I hate to break it to you, but Osama will never be captured.

    Why not? Because it's very easy for a dead man to hide.

    It doesn't matter, anyway. The administration never intended to capture Osama...he's far too valuable filling the shoes of Emmanuel Goldstein.

    The failed policy was invading Iraq.

    Only if you view it as what the administration says it is (war on terror, Iraqui liberation, etc. etc.). If you view it as what it truly is (U.S. establishing foothold in M.E., control of Iraq's oil reserves, agitation of remainder of M.E., etc.) it's a smashing success.

    I wathced the exchange, and the one thing that Clinton should have said in response to Rumsfeld's claim that they used their "best judgement" in terms of troop strength, etc., would be, "Sir, if your decisions represent the "best judgement" this administration can muster, then clearly it is time for you and the rest of the Iraqi war planners to resign, and let people with superior judgement take the helm."

    Had he just stuck with spring and summer, this quote might have almost been true. Military campaigns tend to be waged in spring and summer. with a reduction during winter. Historically this has been true. However by adding in fall he basically blew the whole thing out of the water.

    Hence, when Rumsfeld says Senator Clinton will have a "dickens of a time," he means that she'll find him being pessimistic (worst of times!) about as much as he's optimistic (best of times!) and that, on the balance of optimism and pessimism, nothing has changed since 9/11.     Without in any way endorsing the war plans of SecDef for Afghanistan and Iraq, I might wish to mention to everyone in here that he's right about the insurgencies peaking in the warm months.

    The nice thing about Anbar in the spring, despite the ongoing violence, was the cold rains that kept more insurgents from venturing out. This is a reality. Violence does ebb in the cold months, and surge as the weeks get warmer and drier.

    To condemn him for pointing out what every grunt in Iraq and Afghanistan knows kind of make you look, well, stupid.

    You can make very persuasive progressive points against the strategy and prosecution of these conflicts, but you lose credibility when you fail to grasp something so basic as the role climate plays on combat operations.

    As for the canard that if we had every soldier in Iraq instead in Afghanistan we'd have located and captured Osama Bin Laden, one might wish to suggest that, perhaps, Osama is in Pakistan, across the border and beyond the reach of our military.

    Unless, of course, you advocate the invasion of another sovereign nation -- this time an ally -- in order to grab a man who no longer heads such a devastating transnational terrorist organization.

    You make the choice.

    The seasonal nature of warfare in Afghanistan is a result of it having exceptionally harsh winters, the fighters being mostly foot bound (tough to move in snow drifts) and it being a tribal society with an agricultural econmony which has historically viewed summer as the time for fighting. Planting and harvesting cause decreases in military activity in the spring and fall and in most of the country the winter weather at those altitudes is harsher than you can imagine.

    Fanantical are not, the Taliban clothed in light cotton clothing and shod in flip flops prefer to winter over in Pakistan.

    There are plenty of legitimate criticisms of Rumsfield to be made, but this is not one of them. It is a fact of military history that all fighting practiced by every military group in the world has been and is effected by weather conditions, such that each group's fighting behavior falls into predictable patterns. This is undeniable and it is directly relevant (and absolutely necessary) in assessing the success or failure of any given military policy. In the context of this meeting, Rumsfield was countering that laying the recently increasing violence at the feet of policy is overly simplistic, given the rather large number of factors that cannot be controlled by even a perfect policy. Again, I have plenty of criticisms of the "Iraq plan" and our lack of effectiveness there, but yanking this comment out of context and deliberately misunderstanding it is purely masturbatory. It shows a primadonna-ish demand for perfection, rather than a real interest in finding out wherein Rumsfield is actually wrong.

    Most of the comments I've read on here are overly simplistic and self-inflating. Bank on it: there isn't a human being on this planet, no matter how much you dislike him, who can be reduced from his complexity to a convenient, easily dismissable simplicity.

    If progressives want to be taken seriously, part of the solution might be to actually know what you're talking about. One can make many, many, many criticisms of this administration's prosecution of the war. I'd be the first to make them.
