Bush Administration Reduces Presence At AIDS Conference For Fear of Being Booed

AIDS Conference Yesterday, 24,000 scientists, activists, and officials arrived in Toronto for the world’s “largest ever AIDS conference.” “[S]ome of the most important breakthroughs in the fight against AIDS have been announced” at these conferences.

But instead of engaging the global community on solutions, the Bush administration has decided to cut back its presence at this year’s conference because it can’t stand mild criticism:

Travel restrictions implemented by the office of the U.S.a Global AIDS Coordinator following the 2002 International AIDS Conference in Barcelona — at which former HHS Secretary Tommy Thompson was booed by critics who believed the U.S. contribution to the Global AIDS Fund was insufficient — reduced the maximum number of HHS officials who can attend the conference by two-thirds, from more than 230 in 2002 to 50, according to HHS spokesperson Bill Hall.

The Bush administration’s “intensely ideological approach” to HIV/AIDS issues has stirred more resentment than hope among the activist community. The government’s “ABC” policy — “Abstinence, Be Faithful, and Use a Condom” — has been “criticized for excessively encouraging abstinence and marital fidelity,” with condoms demoted to “a last-resort option.”

Bill Gates sharply criticized the administration’s approach in the conference’s keynote address, pointing out that abstinence “is often not an option for poor women and girls, who have no choice but to marry at an early age.” A recent GAO report found that the President’s policy had “created a culture of fear” among aid partners.

Bush’s policies sound like they deserve a few boos.

    The US leader is to increase the country’s Emergency Plan for Aids Relief budget by $10 billion (£6.28bn) to $15 billion (£9.43bn) over the next five years.

    President Bush said on Tuesday the budget would help prevent seven million new infections.

    “If we can turn the president’s bold long term vision into near term results we’re excited,” Bono said in a statement.

    “Any delay in increased funding means more lives lost and an even bigger cheque in the future.”

    The singer says the US needs to spend $2.5bn (£1.5bn) out of this year’s budget to help tackle the Aids crisis.

    He said Europe must also match the US contribution.

    But he said the American donation was a big step in the right direction.

    “The president’s emphasis upon anti-retroviral treatment represents a true paradigm shift and is to be wholly welcomed,” he said.

    Bush’s aid to Africa; look the former VP of South Africa in a public statement said that his means of avoiding catching AIDS after having had sex with a woman he knew to have it, was taking a shower after the act, and there are still people who consider him a possible presidential candidate. Aid is not exactly going to help the AIDS situation out here, what we need is that 15bn to be spent on something more productive, like researching a cure.

    Krazny, I am not saying he is popular. What I am showing is that the facts prove that his alleged unpopularity in this area is not warranted. Here are two men who do a great deal for AIDS-stricken countries, including those in Africa, telling the world that Georeg W. Bush has done more for Africa than any other president and that Europe should follow his lead in allocating more money for AIDS prevention in Africa and the Caribbean.

    let’s not get too excited about that $15bn pledge:

    The Global AIDS Act, which authorizes the President’s Emergency Plan For AIDS Relief (PEPFAR) contains several restrictions, including those on funding for prevention activities and on organizations working with commercial sex workers, among other things. Other policies promulgated under PEPFAR, though not written into the law, also restrict the kinds of programs that may be funded. The United States, for example, will not fund safe needle exchange programs for intravenous drug users, despite the proven efficacy of such programs.
