Today, Jim Webb delivered a major address on national security policy at the Knights of Columbus in Arlington. It was a very strong speech, very well received (two standing ovations). Here are some highlights (quotes as accurate as possible; official transcript pending):
“National security policy under the Bush-Cheney Administration is in total disarray.”
“Al Qaeda is stronger today than 5 years ago,” in large part “as a result of our occupation of Iraq.”
“Those who are leading us lack strategic vision.”
“The war in Lebanon today is a direct result of the Bush Administration’s complete failure of policy in the Middle East.” Meanwhile, China has been strengthening its ties “with
the exact Middle Eastern countries that pose challenges to the US.”
“The invasion of Iraq was a double strategic blunder” – a “diversion from…the war against international terrorism” and a quagmire that “has tied down our military in a costly occupation.”
“We should say clearly to the people of Iraq…that we have no plans for a long-term presence in that country.”
“Congress should make sure” that we don’t build permanent bases in Iraq “by banning any expenditure” for that purpose.
We need to conduct direct discussions with Syria, in part to “break Syria apart from its unnatural alliance with Iran.”
We need the Senate to fulfill its function as a check on the Presidency. When Senators take their oath of office, “it is to the Constitution, not to the Presidency.”
Unfortunately, Webb noted, he “can’t say that about George Allen.”
The Administration “planned from the very beginning to make war in Iraq.” They cynically used “fear and anger after 9/11″ in order to achieve that objective.
Our policy towards Russia has failed as well. “Looking into Putin’s eyes and seeing his soul” is not a policy.

Well the first time around more Americans voted for Al Gore than Mr Bush, hands down. Thats a fact. Mr Bush with the help of the Flordia RNC stole the election and had themselves imposed into office.
His second election wasn’t much better. For the FIRST time in American history the country did a Presidential election electroniclly, and in most states there was no paper trail to check the ballots.
Oddly enough, in those states, huge Democratic areas voted overwhelmingly for Mr Bush.

Convicted plotter Ahmed Ressam has told the FBI that he conceived the idea to attack Los Angeles International Airport himself, but that in —, Laden lieutenant Abu Zubaydah encouraged him and helped facilitate the operation. Ressam also said that in 1998 Abu Zubaydah was planning his own U.S. attack.
Ressam says bin Laden was aware of the Los Angeles operation. Although Bin Laden has not succeeded, his attacks against the U.S. Embassies in Kenya and Tanzania in 1998 demonstrate that he prepares operations years in advance and is not deterred by setbacks. Bin Laden associates surveyed our embassies in Nairobi and Dar es Salaam as early as 1993, and some members of the Nairobi cell planning the bombings were arrested and deported in 1997.
Al Qaeda members — including some who are U.S. citizens — have resided in or traveled to the U.S. for years, and the group apparently maintains a support structure that could aid attacks.

A clandestine source said in 1998 that a bin Laden cell in New York was recruiting Muslim-American youth for attacks.

President Bush’s job approval rating dipped two points in the last three weeks, despite the foiling of an airline terror plot and the adoption of a cease–fire deal between Israel and Hezbollah forces in Lebanon, a new Zogby International telephone poll shows.
The survey was conducted Aug. 11–15, 2006, included 1,018 respondents, and carries a margin of error of +/– 3.1 percentage points.
The numbers continue to reflect erosion in the President’s political base – just 62% of Republicans give him positive marks for his job performance, while 38% give him negative marks. Even among weekly WalMart shoppers – a demographic group identified by Pollster John Zogby as a critical support group for Bush – just 45% now give him positive job marks, though his numbers among those shoppers have improved 10 points since early June.
More than three out of four – 76% – of weekly WalMart shoppers voted for Bush over Democrat John Kerry in the 2004 presidential election, earlier Zogby polling showed.

One third of respondents – 34% – said that, overall, the nation is headed in the right direction, while 59% said they think things are off on the wrong track.
Pollster John Zogby: “President Bush’s numbers mainly reflect the country’s thinking on the war in Iraq, and most people have made up their minds that the war overall has not been worth the loss of American lives. Terrorism is an important issue to Americans, but when it comes to judging Bush’s presidency, their decision is based largely on Iraq.â€
Democrats continue to carry a lead into the fall campaign season on the generic congressional election question. Likely voters in the poll, asked whether they planned to vote for the Democrat or the Republican in their local congressional election, 39% favored Democrats, while 31% said they would be voting for the Republican candidate. Democrats also are winning the battle among independents, who favor the out–of–power party by a 32% to 20% margin, with 41% of independents yet undecided.
Asked if the war in Iraq has been worth the loss of American lives, 38% said “yes,†while 56% said “no,†a ratio that has held steady over the past year or so.

There’s been plenty of debate over the text of the President’s Daily Brief from Aug. 6, 2001, and whether it was just “historical information” about Osama bin Laden or whether the memo raised new the specter of a present threat describing bin Laden’s desire to “retaliate in Washington,” make “preparations for hijackings,” and look at “buildings in New York.”
This discussion, however, focuses only on whether one document should have prompted Bush to take the terrorist threat more seriously. The problem is that this single PDB was actually part of a series of warnings Bush received but didn’t act upon.
As the Washington Post’s Dana Priest explained today in a devastating story:
By the time a CIA briefer gave President Bush the Aug. 6, 2001, President’s Daily Brief headlined “Bin Ladin Determined To Strike in US,” the president had seen a stream of alarming reports on al Qaeda’s intentions. So had Vice President Cheney and Bush’s top national security team, according to newly declassified information released yesterday by the commission investigating the Sept. 11, 2001, attacks.
In April and May 2001, for example, the intelligence community headlined some of those reports “Bin Laden planning multiple operations,” “Bin Laden network’s plans advancing” and “Bin Laden threats are real.”
Sure, but did these dire warnings tell Bush what to do about the imminent threat?
The Post article paints the warnings as incredibly serious, including references to possible hijacking plots.
Without knowing when, where or how the terrorists would strike, the CIA “consistently described the upcoming attacks as occurring on a catastrophic level, indicating that they would cause the world to be in turmoil,” according to one of two staff reports released by the panel yesterday.
“Reports similar to these were made available to President Bush in the morning meetings with [Director of Central Intelligence George J.] Tenet,” the commission staff said.
This was the context in which Bush received his PDB telling him that bin Laden was “determined to strike in U.S.”
Remember, Bush’s line has been that he “never saw any intelligence that indicated there was going to be an attack on America.”
In this context, Bush “had occasionally asked his briefers whether any of the threats pointed to the United States,” the report said. Or, as one U.S. senior official more intimately involved in the summer reporting paraphrased the president’s question to the CIA: “This guy going to strike here?”
A partial answer was contained in the very first sentence of the Aug. 6 President’s Daily Brief: “Clandestine, foreign government, and media reports indicate Bin Ladin since 1997 has wanted to conduct terrorist attacks in the US.”
The document ended with two paragraphs of circumstantial evidence that al Qaeda operatives might already be in the United States preparing “for hijackings or other types of attacks” and said that the FBI and the CIA were investigating a call to the U.S. Embassy in the United Arab Emirates in May “saying that a group of Bin Ladin supporters was in the US planning attacks with explosives.”
And with that news, Bush left for the longest vacation ever taken by a sitting president.
The defense against the asleep-at-the-wheel charge has all but evaporated. So, Mr. Rove, what else do you have for us?

If Richard Clark had information for the president he should have shared it with him.
The President asked that the PDB be prepared for him. A PDB is the most highly sesitized classified document the goverment produces. He had 70 FBI investigations going on the matter. He put airlines on alert in the months before 9/11. This was a president fully engaged. There was nothing in the PDB talking about the 9/11 plot. If there was, I’m sure you would have posted it up. But as your prior post said, “Without knowing when, where or how the terrorists would strike.” There’s no actionable intel there for the President to act on.

Sen. John F. Kerry’s grade average at Yale University was virtually identical to President Bush’s record there, despite repeated portrayals of Kerry as the more intellectual candidate during the 2004 presidential campaign.
Kerry had a cumulative average of 76 and got four Ds his freshman year — in geology, two history courses and political science, The Boston Globe reported Tuesday.
His grades improved with time, and he averaged an 81 his senior year and earned an 89 — his highest grade — in political science as a senior.
Under Yale’s grading system in effect at the time, grades between 90 and 100 equaled an A, 80-89 a B, 70-79 a C, 60 to 69 a D, and anything below that was a failing grade.
In 1999, The New Yorker magazine published a transcript showing Bush had a cumulative grade average of 77 his first three years at Yale, and a similar average under a non-numerical rating system his senior year.
Bush’s highest grade at Yale was an 88 in anthropology, history and philosophy. He received one D in his four years, a 69 in astronomy, and improved his grades after his freshman year, the transcript showed.
Kerry graduated from Yale in 1966, Bush in 1968.

John Kerry ‘66 was often depicted as an effusive intellectual during last year’s presidential race. But according to newly released records, the two men graduated from Yale College with roughly the same grade point average.
A grade transcript attached to Kerry’s Navy file said he averaged a 76 during his undergraduate career, a time when Yale grades were strictly numerical. Bush averaged a 77 during his first three years and a roughly similar average under a short-lived non-numerical system introduced during his senior year, according to his Yale transcript published in a 1999 issue of the New Yorker magazine.
