A cousin of mine is now renting a French Quarter apt that he never could afford before, when he signed the lease the rent was almost half of what it was before.

I suspect that the message that the media is sending out is aimed at the Black &quot;underclass&quot; that they won&#039;t be able to afford to return. I&#039;m quite sure if you&#039;rethe right color, you would have no problem at all in getting a cheap apt in NO. What the powers-that-be don&#039;t want is a flood of returning poor people.</description>
