Everyone who's read the 9/11 Report knows the answer to why Bush did not attack during those eight months: they were working on a comprehensive al Qaeda strategy, but were far too slow in implementing it. No one who has read the Report can reasonably conclude the Bush Administration was doing nothing (for example, State was drawing up a plan to completely isolated the Taliban, in order to get to al Qaeda); the question is not "why didn't they respond to the Cole" but "why didn't they attempt to respond sooner." But the 9/11 Report does not really give us an answer as to why Clinton did not respond.
