As a parent, I find it inconceivable that conversation about masturbation technique with a minor could be labeled by anyone on this planet as “inocuous”. Quite the contrary, in fact.
At least Foley had the presence of mind to immediately resign at the outing of this crime. It’s those who allowed it to continue for as long as they did, knowing that Foley had a long history of inappropriate behavior with children (Hastert & Boehner) whose behavior is both reprehensible and criminal. This is called aiding and abetting a known criminal.
By Foley’s immediate resignation it was clear that the email exchanges with this minor were far from “inocuous” and he knew that was the case. Now let’s see how many other minors were injured by this man – and the ones who tried to brush his irresponsible and reprehensible behavior under the rug.
