(The &#039;Axis of Evil&#039; statement didn&#039;t accomplish anything positive.)  As important as I believe negotiations are, I think there needs to be an awareness that negotiations require good faith by both parties.  For example, I don&#039;t think you could have negotiated Hitler away and I don&#039;t believe you can negotiate with Al Qaeda.  N. Korea, I don&#039;t know, but the history has not been good.  Negotiations are the most effective tool, but they are not an infallible panacea.</description>

The device was so heavy that no aircraft existing at the time or for the next 15 years could carry it to target. Thin Man and Fat Boy were so heavy that an airplane (The B29) was developed as a delivery platform. Thin Man (U235 core) relied on exotic metals to contain the reaction until some of the nuclear  core was converted to pure energy. Fat Boy (Plutonium core) was an implosion (shaped charge) device with a higher yield as the reaction itself was used to constrict the reactants. The net was that with 1940&#039;s technologies, the Manhattan project yielded three devices that had an explosive power of ten to twenty kilotons of TNT. A third weapon (I exclude Trinity here as it was not deliverable as a weapon) was under assembly with an intended destination of Tokyo had the Japanese not surrendered. That device had a yield of 31 kilotons when it was tested in Nevada in 1947.</description>

I read the assessment and it appears that North Korea was violating the agreement and that the Clinton administration discovered it in 1998 or 99.  But it appears that North Korea would have to open up its closed nuclear facilities and reprocess its 8000 stored fuel rods in order to produce a bomb.  The article states that Clinton and the CIA had a plan pm place to bomb the nuclear facilities if North Korea attempted to do so but this  did not occur until 2003 (two years into the Bush administration).  It appears that the reprocessing of the fuel rods and the opening of the nuclear facilities took  place after Bush asserted that North Korea was part of the &quot;Axis of Evil&quot; and the subsequent bombing of another â€œAxis of Evil,â€ Iraq.  For the life though, I cannot figure out why North Korea would do this after these events.</description>
