Bush In 2003: ‘We Will Not Tolerate Nuclear Weapons in North Korea’

In May 2003, President Bush said the United States would “not tolerate nuclear weapons in North Korea” and “will not settle for anything less than the complete, verifiable, and irreversible elimination of North Korea’s nuclear weapons program.”

Three years later, North Korea has offered the first “manifest proof” of its nuclear capabilities, and Bush has moved the goal posts. Yesterday, Bush said the US “would hold North Korea fully accountable” if they transferred nuclear material to other states or “non-state entities.” Watch it:

[flv http://video.thinkprogress.org/2006/10/Bush_Korea.320.240.flv]

The difference is striking. Back in 2003, the administration was riding high after declaring “mission accomplished” in Iraq. Today, the Iraq war rages on, sapping resources and energy away from other crises around the world.

For six years, the Bush administration has refused to engage in direct talks with North Korea. The country now may possess enough weapons-grade plutonium for as many as 13 nuclear weapons.

Digg It!

Transcript:

BUSH: We will not tolerate nuclear weapons in North Korea. We will not give into blackmail. We will not settle for anything less than the complete, verifiable, and irreversible elimination of North Korea’s nuclear weapons program. [5/23/03]

BUSH: The transfer of nuclear weapons or material by North Korea to states or non-state entities would be considered a grave threat to the United States, and we would hold North Korea fully accountable of the consequences of such action. [10/9/06]

then whines they are the axis of evil

    whines again, whines louder
and poof, the deus ex machina and we have rummy selling them, the US giving them the money to buy them, the potus gets to beat his war drum so we can bomb the shit out of them, and then sell them the stuff all over again! unless china beats us to it

  5. navy veteran Says:

Much as the war mongering Mr. Bush and Mr. Cheney would like, I think even they realize that invading a country with a million man army is ill-advised.

What is wrong with an actual conversation. The Bush Administration refuses to talk with the leaders of any country with whom it disagrees.

Mr. Bush and Mr. Cheney like to sound tough, but when it was their turn to serve their country in Vietnam, they choose not to.

theworstpresidentever.org is under a Freeper attack.

Some of the comments they're leaving with thier "no" votes will drive you to bang your head against the wall.

On topic: Bush totally bungled this NK situation and made it worse with his sabre-rattling.

Wouldn't you be scared too if the leader of the most powerful country in the world added you to an "axis of evil" then invaded one of the other countries on that list?

  7. Jebus+loves+me Says:

Just goes to show that the AXIS of EVIL speech was stupid.

After seeing the invasion of Iraq, North Korea and Iran realized that the only way to protect themselves is through nukes.

I would do the same thing if my name was next on the Axis of Evil list after Iraq.

Emperor George and the ReichWingNuts are weak on defense. Period.

  9. BushIsSatan Says:

I left alone my mind was blank
I needed time to think to get the memories from my mind

What did I see can I believe that what I saw
that night was real and not just fantasy

Just what I saw in my old dreams were they
reflections of my warped mind staring back at me

Cos in my dreams it's always there the evil face that twists my mind
    and brings me to despair

The night was black was no use holding back
Cos I just had to see was someone watching me
In the mist dark figures move and twist
was all this for real or some kind of hell
666 the Number of the Beast
Hell and fire was spawned to be released

Torches blazed and sacred chants were praised
as they start to cry hands held to the sky
In the night the fires burning bright
the ritual has begun Satan's work is done
666 the Number of the Beast
    Sacrifice is going on tonight

This can't go on I must inform the law
Can this still be real or some crazy dream
but I feel drawn towards the evil chanting hordes
they seem to mesmerise me...can't avoid their eyes
666 the Number of the Beast
666 the one for you and me

I'm coming back I will return
And I'll possess your body and I'll make you burn
I have the fire I have the force
I have the power to make my evil take its course

  23. MediaBloodhound Says:

How much more proof do we need that this administration and the Republican Party have NOT made us safer? Nevertheless, the mainstream media still lets them get away with the claim that national security is their strength - a claim resting solely on empty rhetoric and entrenched received notions.

The neo-cons at the wheel are living in either willful ignorance or monumental denial. The MSM needs to finally call them on this. The White House press corps should be refuting any such claims, prepared to respond to Tony Snow with a litany of examples, including this mishandling of North Korea, as cold hard proof of its undeniable failure to better protect our country. If the MSM consistently reported the realities of this administration's woeful national security record, Bush's (and the Republicans') favorability ratings on this front would plummet, rivaling those numbers related to his tragic handling of Iraq.

Moreover, the Democrats should immediately leverage this failure and, in plain language, do everything in their power to expose the sham of Republican national security dominance to the American people. Every Democrat running for national office should include this message in at least one campaign commercial. A concerted effort is needed to finally put a stake through the heart of this myth. It is not enough for Democrats to sit back and hope the Republicans will implode. Time and time again they have depended on this, and it has not worked. They must use momentum. They must lead. Every day the Republicans paint stark differences based on disinformation and false choices. It's about time the Democrats also paint stark differences, but based on ample evidence and substantive issues. If the Democrats are incapable of crafting an effective message out of the rubble that is this administration's track record, then they don't deserve to continue as a national party.

With an observation regarding Bush Limbaugh, he is like the sneaky, manipulative, and extremely fearful weak child who always encourages the big bully on the playground, thereby gaining the protection of the bully.
America, under the thrall of the bully pack entrenched at the white house has become the bully of the planet.
Bullies always become the target, and rarely last long before they are brought down on their backs in defeat.
The "friends" of such bullies also soon leave when they see the bully begin to fall.
Limbwhaaa will, within 2 years, be blaming G. Dubious Bush for his own and America's woes. If he is still on the air.

Getting buy-in through 6 party negotiations, building coalition. Giving more responsibility to China, Japan, South Korea (countries that have non-military influence over N. Korea). Sounds like a progressive solution. The only problem for everyone here, is, it's the Bush Administrations idea. Secretary Rice did an outstanding job of not blaming Clinton for the failure to stop N. Korea's nuke program. She also did a good job of explaining why bilateral negotiations did not work. We would give N. Korea some incentive, they would lie to us and continue the program. We would have no recourse. With buy-in from China, Russia, Japan and South Korea, there would be a much more significant
chance for sanctions to work. You have to wonder, if N. Korea is so threatened and upset with the U.S., why do they insist on bilateral negotiations with us?

  29. budpaul Says:

So, what's the next "goal post move" going to be - we will not allow NK to blow up anymore countries after what they did to South Korea?
It's like drawing a line in the sand, having the guy step over it, then drawing another line. Talk about your appeasers.

  30. Dog_named_Boo Says:

For more than 50 years, Washington has preached the global virtues of "peaceful" nuclear power reactors – while denying their huge inherent dangers and their crucial role in proliferating nuclear weaponry. The denial meant that people and the environment would suffer all along the nuclear fuel cycle, from uranium mining to nuclear waste; and that the 1979 disaster at Three Mile Island would be followed by the continuing horrors of Chernobyl. -Norman Solomon

In recent decades, the denial has also spread nuclear weapons across the planet. Israel, India, Pakistan, and North Korea can thank the apostles of the nuclear-power gospel – and the companion profiteers of nuclear exports – for the technological pipeline that has funneled the capacity to develop nuclear weapons.

President Dwight Eisenhower's delusional and deluding speech to the UN General Assembly on Dec. 8, 1953, now has a macabre echo: "The United States pledges before you – and therefore before the world – its determination to help solve the fearful atomic dilemma – to devote its entire heart and mind to find the way by which the miraculous inventiveness of man shall not be dedicated to his death, but consecrated to his life."

The only problem for everyone here, is, it’s the Bush Administrations idea. Secretary Rice did an outstanding job of not blaming Clinton for the failure to stop N. Korea’s nuke program.

Clinton stopped the enrichment, Bush reignited it by calling them an Axis of evil and cutting of the oil as part of the framework agreement. Rice could not blame Clinton because Bush has done much more to allow Korea to create the supposed nuke they just tested here in 2006

Do you recall N Korea testing a nuke under Clinton Paul?

And please drop your Darvo tactics

  32. hellinabucket Says:

#28 Your question should be looked into further by TP. N. Korea has nothing but the prospects of a nuke. They have no other bargaining chip and the leader is a nutbag. But he's a nutbag that's in contridiction with himself. Most isolated countries, the leader loves western's, poptarts and other western trappings. He is pushing with the only thing he has in hopes of getting something from the west. What that is I'm not sure but N. Korea has anounced each time they took a step further. that's not an action by a country wanting to start a nuclear war. That's somebody advertising every step of the way in hopes of getting one on one dialogue with the US.

    Last time Paul;

Pyongyang threatened to pull out of the nuclear deal
The US Government has announced that it will release $95million [Bush] to North Korea as part of an agreement to replace the Stalinist country's own nuclear programme, which the US suspected was being misused.

Under the 1994 [Clinton] Agreed Framework an international consortium is building two proliferation-proof nuclear reactors and providing fuel oil for North Korea while the reactors are being built.
[Bush cut off the fuel in 2002]

In releasing the funding, President George W Bush waived the Framework's requirement that North Korea allow inspectors to ensure it has not hidden away any weapons-grade plutonium from the original reactors.

    Lemme condense that;
President George W Bush waived the Framework's requirement that North Korea allow inspectors to ensure it has not hidden away any weapons-grade plutonium from the original reactors.

Bush waived the inspection requirement Paul, can you get that thru your head?

  40. Dog_named_Boo Says:

Meanwhile Bush and his neocon cabal have wasted $333,000,000,000 in out of pocket costs and several hundred billion dollars more in future costs, such as veterans care, on an illegal and immoral war in Iraq, a war that has destroyed America's reputation in the world and caused countries threatened by Bush to pursue nuclear weapons.

All that President Bush, his government and the Republican Party care about is war, because it enriches their friends and donors in the military-industrial complex. Bush's wars in Iraq and Afghanistan have created 99.9% of all terrorists that have ever existed.

A government whose military bombs homes, hospitals, schools, wedding parties, civilian infrastructure, tortures and abuses prisoners, and rapes and murders 14-year old girls is a government that produces a lot of "terrorists." These so-called terrorists are enraged people who are out for revenge against the barbarians who have invaded their countries, destroyed their homes, and murdered and mistreated their relatives.

If Bush and his neocon nazis succeed with their plans to attack Iran and North Korea, there will be even more "terrorists" for Republicans to rant about. Bush's drive for world hegemony is the source of global instability and a new arms race.

Bush's illegal and immoral wars are financed by foreign borrowing.

NK wants bilateral talks with the US precisely because we are the ones
they see as threatening their existance. They want specific promises
from us that we won't attack them. And in what way do you see 6 party
agreements as being more effective than a bilateral agreement? Just
the other day all six parties warned them not to test and we see how
well that worked. The obstinance of the Bush admn to even consider
bilateral talks boggles the mind. Every month without an agreement is another month for them to continue their weapon pursuits completely unrestrained.

The official added the unexpectedly small blast, of a half kiloton or less, indicates the test was not very successful.

#44. onoclea. we tried bilateral negotiations and they didn't work. I believe what Pyongyang wants is an agreement with the U.S. that it can break with immunity. We would enter into this agreement, give up the inducements, then begin to press for verification. N. Korea would balk. Then any action we would take would take to gain compliance would make us look like the agressor. The 6 way talks are more effective because it takes that tool away from the Koreans. If Koreans fail to comply, the world will look to China and the other 4 to address the issue. Buy-in. Everyone here regrets we didn't get it for Iraq, it's still a good idea now. Can anyone tell me how Korean would not benefit from 6 way talks.
