VIDEO: McCain Blames Clinton For North Korean Nuke Test

Today at a news conference, Sen. John McCain (R-AZ) blamed the current predicament with North Korea on the Clinton administration. Watch it:

[flv http://video.thinkprogress.org/2006/10/mccainclinton.320.240.flv]

CNN points out that McCain said the 1994 Agreed Framework negotiated by the Clinton administration was a failure.

The 1994 Agreed Framework wasn’t perfect and North Korea was not in 100% compliance. But it was the only thing that stopped North Korea from producing nuclear weapons and separating plutonium. During the Clinton administration, North Korea didn’t make any nuclear bombs. Today, the country possesses material for as many as 13 nuclear weapons. The vast majority of that material was created during the George W. Bush administration. (All the rest was created during his father’s adminstration.)

The difference between the Clinton administration’s North Korea policy and the Bush administration’s North Korea policy is the difference between success and failure.

Full transcript below:

CNN: Well John McCain blames Bill Clinton for the current predicament with Pyongyang. The Republican senator says that Mr. Clinton didn’t do enough to make North Korea scrap its nuclear program in the 90s. He said the 1994 agreement was a failure.

McCAIN: Prior to the agreement, every single time the Clinton administration warned the Koreans not to do something — not to kick out the IAEA inspectors, not to remove the fuel rods from their reactor — they did it, and they were rewarded every single time by the Clinton administration with further talks.

CNN: McCain spoke outside Detroit at a campaign stop for a GOP senate candidate.

You really need to go back to the freeper site Paul.
Bush says lightwater reactors can’t create weapons grade material, now your saying they can Paul?

So then where did NK get this nuclear material in the last 6 years? Clinton wasn’t in office.

Did you ever see a nuke tested by NK under the Clinton admin Paul?

Did you see Korea test a nuke under the Bush admin Paul?
    Yes you did.

You guys are such terrible liars it makes your theories very easy to debunk. Besides if you want to revise history it was Reagan that wanted the Soviets to supply the reactors to Korea.
Mcain has the same Clenis syndrome as you Paul.

  23. Dog_named_Boo says:

Bush waived the requirement in the framework for inspections when he gave NK 95 million. Big surprise NK tests a nuke a few years later.

  29. Michael McCauley says:

McCain is lying again. As reported by the BBC News on 3 April 2002: The US Government has announced that it will release 95 million dollars to North Korea as part of an agreement to replace the Stalinist country’s own nuclear programme, which the US suspected was being misused.
Under the 1994 Agreed Framework an international consortium is building two proliferation – proof nuclear reactors and providing fuel oil for North Korea while the reactors are being built.
In releasing the funding, President George W. Bush waived the Framework’s requirement that North Korea allow inspectors to ensure it has not hidden away any weapons – grade plutonium from the original reactors.
President Bush argued that the decision was “vital to the national security interests of the United States”.

BLITZER: That was a mistake the Clinton administration…

RICE: No. I will not blame anyone for trying. I just know that the 1994 agreement, of course, didn’t hold. The North Koreans cheated.

BLITZER: Is there any evidence that what the Clinton administration did helped North Korea build these bombs?

RICE: Oh, I think North Korea has been persistent and has been consistent in pursuing this nuclear weapons program for decades. Now, it is going to have to be fought. And the international community is speaking with one voice very loudly, because the North Koreans crossed an important line when they proclaimed that they had conducted a nuclear test.

Repugs can’t get their talkingpoints straight for anything, lmao

  48. paul says:

Conservatives wouldn’t have to point out Clinton’s role in the negotiations if liberals and the media didn’t start blaming Bush for the test as soon as it happened. I was up the night the news broke about the test. Mike Chinoy (CNN) was drooling all over himself, with his theory that it was N. Korea’s fear of the Bush administration that resulted in the testing. They followed Mike up with a representative from the very unbiased Albright Group. She obviously had the same story. Conservatives are not interested in blaming Clinton, but if liberals and their commrades in the media are going to lay a 15 year problem at the feet of the Bush administration, republicans are not going to roll over for it.

  49. Roger says:

McCain has become what he should rightfully despise. Burned by the immoral and unethical politics of the Rovian era, he now embraces them. It’s sad.

That he does is loathsome. He is unfit to even be considered to lead this nation. The last thing we need is another “blame everything on Clinton” administration. I hope this backfires on him, because last I checked people were getting pretty sick of the GOP not having any accountability. Do people still want to still be hearing about how everything is Willy’s fault until 2012???

  50. aguafiero says:

Of course the 1994 Agreed Framework is a failure…… Dubious and Co. threw it out as soon as they took over the white house.
And refusing to talk to persons or nations is not a facet of diplomacy. Refusing to listen or talk while at the same time making threats is called aggression.

Yes, it is tragic to watch McCain debase himself again and again, all in a desperate bid to become president. The irony is that the Bush gang has no intention of supporting his presidential bid when the time comes around. The neocon psychopaths won’t ever trust McCain. If the Bush family name hadn’t become so badly tarnished, I would expect Jeb to make a run for it, but now I expect Jeb to wait until 2012 or 2016.

  53. oxillini says:

Good for you, I don’t watch TV or allow them to spoon feed me their opinions, what makes you think I agree with these people just because you watched it on TV??

They followed Mike up with a representative from the very unbiased Albright Group. She obviously had the same story. Conservatives are not interested in blaming Clinton,

Thats what MCcain just did blame Clinton, but I guess heand you missed Snows spiel about the ‘benefit of the doubt’

The facts are Bush waived the inspection requirements, no one is blaming Bush for NK acquiring nuclear material, that blame falls at the feet of the Soviets.

What Bush did, I repeat, was waive the inspection requirements that allowed NK to create this nuke [if it was]

    Comment by paul — October 10, 2006 @ 5:47 pm

I see. Republicans only blame Clinton because liberals make them do it. And how do liberals force these reluctant Republicans to humbly defend themselves? By criticizing Bush.

So let’s have a review kids:

    1. Liberals criticize our current President and his administration, who have been in power for nearly six years, blessed with virtually unprecendented support from a Republican-dominated Congress and a federal court system packed with Republicans, therefore….

    2. …Republicans must defend their President, NO MATTER WHAT. My President, right or wrong, therefore….

    3. …Clinton must be to blame, because Republicans simply cannot come up with a better defense of their guy.

Add steps 1 to 3, and there you have it: the liberals made them do it.

  65. crickett says:

Relevant here is the point Clinton was making on his recent FOX interview with Wallace: “I may have failed, but at least I tried.”

McCain’s logic seems to be this. The North Koreans are not going to abide by any agreements, so it is pointless to do anything except refrain from doing anything at all.

Maybe it’s a judgment call, but I’ll take the person who is at least willing to try to do something (short of bombing) any time. It’s is called being a leader.

  66. Wayne says:

here is what Bush stated in the presidential debates in 2004 :

“We began a new dialogue with North Korea. One that includes, not only the United States, but now China, and China has a lot of influence over North Korea. Some ways more than we do. As well, we include South Korea, Japan and Russia. Now there are 5 voices speaking to Kim Jong Il, not just one. And so if Kim Jong Il decides again not to honor an agreement, he’s not only doing injustice to America, he’ll be doing injustice to China as well. And I think this will wo:rk. It’s not going work if we open up a dialogue with Kim Jong Il.” — Sockpuppet Bush

So you can add that to the list of the failures of the Bush administration:
    * Let North Korea build and test nuclear weapons.
    * Let Iran pursue its nuclear weapons program.
    * Let American get attacked on 9/11.
    * Failed to get bin Laden.
    * Failed to secure Afghanistan.

Freedom of the press affords the public one of the best means of discovering and forming an opinion about the ideas and attitudes of their political leaders. More generally, freedom of political debate is at the very core of the concept of a democratic which prevails throughout the Convention.

The limits of acceptable criticism are accordingly wider as regards a politician as such than as regards a private individual. Unlike the latter, the former inevitably and knowingly lays himself open to close scrutiny of his every word and deed…and he must consequently display a greater degree of tolerance.

Why does Paul hate free speech and the right to criticise?
Why doesn’t McCain display tolerance and act as a pundit?

    Comment by NewProg

Actually their membership is dropping and many of the Christian members are not corrupt, it’s the people who abuse the Bible for political gain that are corrupt [Falwell, Robertson types]
I know many Christians, myself included, and many are very easily decieved when someone cloaks themselves in the Bible. Televangelists have screwed many a good person over for money, and these Christians should recognize that a politician is no better than a lying crooked televangelist.

In fact Abramoff/Scanlon admitted to using whatever means to get the ‘Christian Wackos’ to vote for them. Delay/Reed/Abramoff/Scanlon ripped off alot of good Christian people and they wont stand for that. Keep reminding them of how those people screwed them!! Also there are as many Christian Democrats as the Christian Repubs. The Democratic Christians don’t use GOD for votes and you don’t see them talking much about the bible and politics as they believe in the seperation of church and state =)

Michael Scanlon: How to “bring out the wackos”
Here’s something that should at least temporarily replace “poor, uneducated, and easy to command” as the most outrageous characterization of conservative Christian

Consider one memo highlighted in a Capitol Hill hearing Wednesday that Scanlon, a former aide to Rep. Tom DeLay, R-Texas, sent the Coushatta Tribe of Louisiana to describe his strategy for protecting the tribe’s gambling business. In plain terms, Scanlon confessed the source code of recent Republican electoral victories: Target religious conservatives, distract everyone else, and then railroad through complex initiatives
The brilliance of this strategy was twofold: Not only would most voters not know about an initiative to protect Coushatta gambling revenues, but religious “wackos” could be tricked into supporting gambling at the Coushatta casino even as they thought they were opposing it

Wake up Fellow Christians, the Neo-Cons are screwing us!!

They accused him of being crazy from his torture. Mrs. McCain almost had a “nervous breakdown.” The reason people may think he’s an “anything for the party” kind of guy has to do with his embrace of the very same people who pulled these dirty tricks. He also talks a great game on torture and then stands there staring off into space as Bush adds a signing statement saying he can ignore the law. At one time, McCain may have been the man you think he is, but in my opinion, he’s turned into a yes-man for Bush and party.

Not perfect? What…does it mean they were 92% compliant? Where did NK get the means to get the plutonium?…Uh…from the reactor. Where did they get the reactor? From the US.

I just don’t see how responsible it is to admit that NK wasn’t compliant with the ‘framework’ that awared them a reactor, and then go and say that they only sought to obtain nuclear material ending the very day Clinton was elected, lasting until the very day Bush took office, whereupon they resumed full operation. I voted for Clinton…twice… but this whole charade that his administration is squeaky clean…or even throwaway lines about ‘everyone making mistakes’ at somepoint… is all disengenuous. I still like reading thinkprogress to see what’s going on… but I think some of us are forgetting about who this guy out in NK is. It won’t matter if it’s Hitler, Chavez, Kennedy, or Reagan at the helm…he’s still going to do his thing. He told PBS’s Robert MacNeil that the US would come to “regret [the deal] very, very much” and noted that even though North Korea has “violated the nonproliferation treaty egregiously time and time again, … we are now rewarding them…. Good to hear it like it is. Clinton sold this country out for 8 years and now we pay for it all over the world.

“John McCain disagrees with Bush often. He knows the history of the N. Korean diplomacy and he is right on this.”

Exactly wrong. The Cllinton administration actually got tough on North Korea in 1994 and threatened military action unless they stopped reprocessing plutonium – the fast track to nukes. An agreement was reached and their plutonium reprocessing efforts stopped and monitored.

When in 2002 the Bushies found out about the much slower uranium enrichment program that North Korea was pursuing, they stopped compliance with the Agreed program, sent the inspectors home, and resumed reprocessing plutonium. The Bushies talked tough, as usual, and as usual did nothing. Saddam with his nonexistent WMDs – and oil – was what got them all excited. So for four years North Korea has just gladly gone its own way – perceiving Bush and Co. to be do-nothing blowhards, and now they have nukes.

So Clinton pursued an aggressive policy for six years that resulted in ending plutonium reprocessing and no nukes, whereas Bushco has pursued a big mouth/little stick policy that resulted not only in resumption of plutonium reprocessing but actual nuclear weapons – and Clinton is somehow to blame.

Do right wingers ever take responsibility for ANYTHING? Are they all children?

  189. The Smirking Cynic » McCain for Preznit says:

[...] McCain, however, continues to write off his own credibility in an effort to establish his position as the heir apparent to the crown of America. Most recently he sounded off at a Republican fundraiser that North Korea’s recent nuclear test was completely the fault of the Clinton Administration. McCAIN: Prior to the agreement, every single time the Clinton administration warned the Koreans not to do something — not to kick out the IAEA inspectors, not to remove the fuel rods from their reactor — they did it, and they were rewarded every single time by the Clinton administration with further talks.
