Exactly wrong. The Cllinton administration actually got tough on North Korea in 1994 and threatened military action unless they stopped reprocessing plutonium - the fast track to nukes. An agreement was reached and their plutonium reprocessing efforts stopped and monitored.

When in 2002 the Bushies found out about the much slower uranium enrichment program that North Korea was pursuing, they stopped compliance with the Agreed program, sent the inspectors home, and resumed reprocessing plutonium. The Bushies talked tough, as usual, and as usual did nothing. Saddam with his nonexistent WMDs - and oil - was what got them all excited. So for four years North Korea has just gladly gone its own way - perceiving Bush and Co. to be do-nothing blowhards, and now they have nukes.

So Clinton pursued an aggressive policy for six years that resulted in ending plutonium reprocessing and no nukes, whereas Bushco has pursued a big mouth/little stick policy that resulted not only in resumption of plutonium reprocessing but actual nuclear weapons - and Clinton is somehow to blame.
