VIDEO: Conrad Burns Says Bush Has A Plan For Iraq, But ‘He’s Not Going To Tell Everyone In The World’

Yesterday in a debate against Senate Democratic candidate Jon Tester, Sen. Conrad Burns (R-MT) took offense at the suggestion that President Bush has no real plan for victory in Iraq. Burns stated, “He [Tester] says our president don’t have a plan. I think he’s got one. He’s not going to tell everyone in the world.” Burns added that Tester, in specific, was not allowed to know the path forward in Iraq because “you’re just going to go out and blow it.” Watch it:

[flv http://video.thinkprogress.org/2006/10/burnsdebateiraq.320.240.flv]

But as Tester pointed out, Bush doesn’t have a plan other than “stay the course.” Sen. Chuck Hagel (R-NE) recently stated that Bush needs to “find a new strategy, a way out of Iraq” and 61 percent of the American public agreed that Bush has no clear plan for handling the situation in Iraq, according to a Sept. CNN/Gallup poll.

Full transcript below:

CONRAD BURNS: I said we gotta win. He wants to pull out. He wants everybody to know our plan. That’s not smart. If you had a plan in order to win are you gonna tell the enemy? He’s not — the enemy’s not gonna tell us! That is absolutely unbelievable that anyone would take that approach! He says our president don’t have a plan. I think he’s got one. But he’s not gonna tell everybody in the whole world. And if you wanna go out and spar for a fight or you gonna tell your enemy what your plan is? I don’t think so. And that’s the way we’ll win it, Because we want to win it.

[SNIP TESTER REMARKS]

BURNS: Again he says there’s no plan. There is a plan. We’re not gonna tell you, John. We’re not gonna tell you what our plan is because you’ll just go out there and blow it. Period! By heavens, that’s just common sense. That’s enough.

JON TESTER: I just wanna say one thing.

BURNS: Wait a minute, hold the phone!

TESTER: Ok, all right, all right.

MODERATOR: This is his response.

TESTER: This is my response…

MODERATOR: Just this last word, then we’ll move on.

BURNS: No, I don’t think he has. I think he’s out of bounds.

MODERATOR: No, no.

TESTER: Mike asked me a question, I answered, you get to answer, I get to answer. That’s the way it works.

BURNS: Oh really?

TESTER: Yes.

BURNS: Like checkers?

TESTER: That’s the way it works. Well it’s interesting, Senator Burns because I listened to some of your comrades on TV last week who came back from Iraq, I guess they don’t know the plan either. The chairman of the Armed Services Committee doesn’t know the plan but you do. Because the chairman of the Armed Services Committee says that if things don’t change we need to change things. We need to have a plan.

You think you could let our commanders on the ground in on your plan?

  2. yangho says:

At least, we know it is a CUT & RUN plan.

  3. Your+Conscience says:

I would settle for telling SOMEONE, ANYONE.

  4. SpudgeBoy says:

He says our president don’t have a plan. I think he’s got one. But he’s not gonna tell everybody in the whole world.

    Amanda,

Actually, he doesn’t say Bush has a plan. He says he “thinks” Bush has a plan. I think Burns is wrong.

  5. Republicans are the fear and smear party says:

Last I knew it was our government and Bush works for us. Americans need to know what the plan is so they can vote accordingly. “Trust me” is not a plan.

  6. BuckarooBanzai says:

What is he waiting for the right moment to spring it on everyone? Or is this the same plan that ended with us being greeted with flowers and sweets as liberators?

  7. Zippy the Other Pinhead says:

Not only is he not gonna tell everybody in the whole world — he’s not even gonna tell anybody in the whole world. Probably cuz Rove and Cheney haven’t figured out which string to pull on his sock puppet body to get him to spill that info…

  8. Austin+Fire says:

Before these congressmen leave office, we need to have them attend at least 10 hours of English classes to learn how to speak English. Mrs. Bush doesn’t seem to be doing anything but campaigning, Laura could teach all those republicans, along with her husband, some proper grammer and the English language. My gosh, they sure talk funny.

  9. Art says:

Anybody here remember Nixon’s secret plan to get us out of Vietnam?

  10. carollt says:

I am old enough to remember President Nixon stating that he had a secret plan to end the Vietnam war. No one bought it then, and certainly Nixon was a lot more credible than Conrad Burns, as crazy as that sounds.

Better start making out your pension paperwork Conrad, as the good folks in Montana are about to color you gone.

  11. Jake says:

Nixon had a secret plan on how to get out of Vietnam too.

Ya see, when Burnsie says he thinks I think, well, er, uh, he couldn’t be wronger.
Cause I don’t, well the decider, see that’s what they, well, er. OK.

  17. And+You+Thought+REAGAN+Was+Stupid says:

Conrad Burns says he thinks Bush has a plan for Iraq. I think Conrad Burns is a corrupt idiot, but he just can’t come out and say that sort of thing.

  18. DanielK. says:

This is the essence of this administration’s strategy – we’re making the world safer but if we told you how we’d have to kill you.” In the absense of better info, we can only look at the results. And anyone who does, objectively, can see that these guys gotta go.

  19. abb3w says:

And that was just what this was shy of for being another Vietnam….

This again reiterates that idea that republicans look at the government as daddy. Don’t question him. He’s in charge. Do as he says.

Progressives look at govewrnment as a partner. How can we both be part of the decision making process? Why are you spending so much money at Walmart? When were you going to tell me the car needs oil?

Joking aside – the idea that we should trust our government is enough to make Jefferson and the like turn in his grave.

With close to 3000 service men and women dead, with an estimated 5 – 6 hundred thousand Iraqi civilians dead, I believe we have every right to know the plan.

Tester is obviously a moran stool pigeon for the GOP.

Vote them out on Nov. 7th

  22. cgreen says:

Jake at 11– yes. Nixon had a “secret plan” to end the war in Vietnam, a campaign fakery. After the election he would do what his opponent McGovern had said–exit. Which is probably just what will happen with Iraq.

The hand of Henry Kissinger, even if we had not been told how closely he was now working with Bush-Cheney.

    Disgusting.

  23. yangho says:

So children the moral of the story is….the plan is to have a secret plan or even a secret non-existent plan.

  26. Kosmo says:

Bush’s secret plan: stay in Iraq ’til January, 2009, absorb another 3,000 kia and 20,000+ wounded, squander another $500 billion, and dump the whole mess on the next administration–who you can then blame when the whole thing falls apart. Because, you know, Barney supports the troops!

  27. Marie says:

I think “Ive Got A Secret” was an old TV quiz show. Burns is confused and demented. He’s beginning to rant.
Nixon had a “secret plan” to get out of VIet Nam also. That was a good one! Burns has his presidents, his game shows and his thoughts all bollixed up in his addled brain.

  28. Kosmo says:

spudgeboy says: On the other hand, Burns may be right as Bush has shown some increasingly positive leadership skills in the past few moths. He actually has brought his position to the public and has engaged the press more frequently. Who knows, maybe Bush isn’t all that bad. Any thoughts?

Whatever you’re taking, stop. It’s making you stupid.

  29. War4Sale says:

  38. corrinna says:

To have a plan, one would have to have a thought or even a clue, since there is not enough useful brain matter in the aggregate of the entire Administration and Republican Party to formulate a clue, I sincerely doubt their claim of a Plan for Iraq.

  39. CoffinsDrapedWithFlags says:

“Because the chairman of the Armed Services Committee says that if things don’t change we need to change things.”

    Wonder what that’s all about.

The plan is to finalize the contract with the Iraqi Government for Exxon/Mobile, Sunoco, Shell and BP to control the oil fields and oil production and oil exploration until the wells run dry in Iraq. This contract is expected to be finalized by the end of this year. Then we can “cut and run”. Too bad, too sad for all the lost lives and injuries sustained in this battle for oil. Sadistical, selfish, greedy people don’t care about other peoples lives. Bush said “the sacrifice is worth it”. What he didn’t say was that “it” refers to Iraq’s oil.

We won’t have to listen to Conrad Burns too much longer. He will lose the Senate race on November 7, 2006.

  40. Manuel says:

There goes my secret plan, all over the place. Can’t trust those generals. That’s why I keep my plans to my self. But that’s ok, ‘cuz I got it memorized. Karl helps me there. He keeps my secret plans down to three words, like “cut and run” but that’s not my plan. We gotta stay the course. Oops, did I just say that? Well, that’s not my plan either. It’s….something else altogether. What it is I don’t know yet. Karl hasn’t told me. It’s that secret. Even I don’t know. But I’ve got one. A secret. Just ask Condi….

  43. CoffinsDrapedWithFlags says:

Don’t you get it?! Bush has a master plan for turning not only the United States, but all of planet earth into a Utopian wonderland. Sure, everything looks bad now, but it’s really all going exactly as Bush planned. You can’t expect him to reveal what his plans are, because our knowing them would actually cause the plans to backfire. THATs how incredibly sensitive Bush’s master plan is. If we know about, it will fail, and so long as we are kept in the dark about what the plan is the plan will be perfect.

I know I will sleep much better in the bed of ignorance that Glorious Leader BUsh has provided for me.

They want to separate the country into three automimous regions?
They are going to nuke Iraq?
They are going to strike Iran?
They are going to do what Baker wants and negotiate with Iran and Syria to stop hostilities in Iraq?

I would suggest that you seek out a closed government society but history has a tendency to dispatch of them, recent examples being the Soviet Union and Nazi Germany. What you have to be concerned about, Ms. Natch, is that you are willingly and oddly enthusiastically placing yourself in history’s sights for destruction.

  82. craig johnson says:

Plans of Democratic Party Now Dominate Iraq Strategy

When the GOP blows its false trumpet and hollers that the Dems have no plans for Iraq I suggest they first bite down on the following sentence.

“Redeployment” is now the leading strategy for Iraq with a bipartisan world-wide cast coming on board.

Jack Murtha, a Democrat, at some personal political risk announced that “our presence in Iraq has become the cause, not the cure, for much of the violence.” This has now been openly confirmed by many others, including the presently serving United Kingdom Army Chief of Staff.

Murtha’s wisdom is now a major policy plank for an Iraq solution.

Murtha, a Democrat, was the first to call for implementation of a plan to “redeploy.” This, a Democrat plan, is becoming the majority opinion strategy for Iraq.

Joe Biden, a Democrat, was the first major political figure to forcefully call for a partition plan for Iraq, a Tri-Part solution. This too has, in various forms, become an operational force in solving the internecine Iraqi violence.

When Joe Lieberman and the GOP attempt to paint Democrats as weak on terror and having no plans for Iraq solutions it only serves as a continuing illustration of their bankrupt and inept foreign policy.

“Stay the Course” has put our Troops in harm’s way. “Stay the Course” has hamstrung our now openly angry and frustrated Military leadership. “Stay the Course” has now been openly exposed for what it is, a disingenuous mantra employed by Joe Lieberman and the GOP for political gain.

Democrats have changed the debate and the strategy for Iraq.

They will continue to seek honest open and considered strategies for Iraq and the War on Terror. They will not substitute political sound bites for strategy. In pursuing the War on Terror, they will also not emasculate the honest work product of the CIA, the Joint Chiefs and the State Department for political power.

Bush does have a secret plan… but he is waiting for God to give it to him.

  88. bs says:

    alright guys,

burns no need to worry. he is going to get smoked in montana. when dickhead cheney has to come to montana and campaign for you along with repub. rheberg and only 150 show up for you festival. that’s a problem.

montana told all 3 of them to go f. yourself.

  89. Briseadh+na+Faire says:

The secret plan for getting out of Iraq: attack Iran.

  90. JoeTx says:

I am heartened to see all the debate audiences laugh at these clowns. I’ve seen 3 or 4 of these debates and the Repubs say the stupidist things and are laughed out of the room….

  91. ren says:

    Briseadh+na+Faire
    I said that already….

  92. BigCynic.com says:

“He has a plan but just isn’t telling everyone” is yet another variation on Bush’s “trust me” theme. But like all of Bush’s plans, the planning process ends once the taxpayers’ money has been transferred to all the right bank accounts. Mission accomplished!

Bushian loyalty is no virtue–it’s the loyalty of thieves

  93. SpudgeBoy says:

What the hell is a spudgeboy anyway???

Well, that’s a secret. Just like Conrad Burns, I have a secret and you don’t know what it is. I have shared it with everybody here but you. Too bad, so sad, gotta go home and cry to your dad.

You are blinded by hate and loathing of something that you can do nothing about except whine on the internet!…You look for any reason to hate the right and ignore any wrongdoings from the left…They are equally guilty and at least a cpl ppl here realise that fact!….

And you outta spend a little more time reading and less time attacking. If you did, you would know that I am not a lefty. Ha ha. Jokes on you again.

Just because I hate the right doesn’t make me left.

Just because I don’t support the war in Iraq (I support the one in Afghanistan) doesn’t mean I don’t support the troops.

Just because I don’t support the president doesn’t mean I don’t support the USA.

You are a right wing retard that sees everything in black and white. Everything is grey moron.

  94. Erroll says:

Nixon’s secret plan in 1968 was to accept the advice of Henry Kissinger and, after elected, to bomb the hell out of Cambodia. Bush’s so-called secret plan is to allow himself to be used by the neoconservatives and to listen to them by accepting their advice by bombing Iran, possibly before the 2006 elections.

  95. Uncle_Ho says:

…And Nixon had a “secret plan” to end the Vietnam war too. Turned out that the secret was that there never was a plan.

    Go to: http://www.bradblog.com/?p=3630
and (after reading the article etc) click on the video clips button about halfway down the screen. It’s self-explanatory.

  98. ren says:

Ya know, It’s like a Colbert episode but in reverse…
With Colbert we have grown to know that he is kidding with his pretending to be republican.
But with Burns everyone in the audience thinks he is kidding and is laughing as if he telling a joke or kidding around…but he is dead serious. Later you hear the crowd murmuring…I think they are saying to each other,”This guy’s kidding right?” They do this right after he accuses Jon Tester of,”he’s going to go out and blow it..”
This guy Burns, is f#cking nuts…

  99. CoffinsDrapedWithFlags says:

I’ll repeat myself – the PLAN is to get the oil contract finalized by the end of the year and then we can “cut and run”. Cheney/Bush/Rumsfeld cartel does not want us to know, even though we already knew it, that the real reason we invaded Iraq was for the oil.

  100. ren says:

    91 – great minds think alike!….
I think you read my mind…

  101. CoffinsDrapedWithFlags says:

Humanist – we are all well aware of what just happened in Washington to the writ of Habeas Corpus and we don’t like it and we will be doing something about it by changing the makeup of Congress on November 7. After all, the Military Commissions Act of 2006 is nothing more than a “goddamn piece of paper” and if we survive until January, we can begin to re-write this bill and call it the Military Commissions Act of 2007.

  102. bs says:

    ren

but what is even sadder montana elected this crackbox for 4 terms. i don’t think he has a chance come november.

  103. CoffinsDrapedWithFlags says:

bs – yeah and PA elected Ricky Rooster Santorum TWICE, also and Ricky just doesn’t understand why his popularity just keeps dropping in PA. Keep talking Ricky because with every word that Ricky says, the less people will vote for him.

  106. CoffinsDrapedWithFlags says:

Conrad Burns, Ricky Rooster Santorum, and George Allen have the “stupid-mouth disease”. Read that the GOP told George Allen to keep his mouth shut. It’s difficult to campaign with duct tape across the lips.

Whoa man! That last line is a zinger!! I thought Conrad would never shut up and would just keep spouting off, but Tester put him in his place!!

That C. Burns is an embarrassment. I’ve never met anyone from Montana but I’m sure they can find someone better to represent them than that douch.

    #65 Harry S Natch

You leftists just look for any damn reason to slander and never think that your own do the same damn thing!!!

Give an example of a Democrat who said he couldn’t tell anyone what his secret plan for anything was due to national security concerns.

You sound frustrated. Are you starting to get worried?

  127. Sportin' Life says:

I just sent in my absentee ballot marked Tester. Montana is well in hand, my friends. Tester is well up in the latest polls. Montana will finally be rid of that hayseed. And that brand of ‘English’ that Burns uses is not in common usage here in Montana. He has a Missouri accent, and seems to think that Montanans appreciate his disengenuous bumkin charade. Real Montanans sound more like Mike Mansfield or Chet Huntley (or Dana Carvey when he is not impersonating Bush I (or, sadly, Brent Musberger)). I expect Tester will make a fine Senator.

  128. Jay Randal says:

Only plan Bush has for Iraq is to make it worse! Time to pull the troops out of Iraq and to impeach Dubya Dunce for war crimes!

  129. doug says:

As I see it, the enemy of decency in the world is the power of large anonomously held bank accounts, say of over $10,000,000US. This is a lot of power. The power that strems from this anonomous wealth is passed on from gerneration to generation, from corporate board to corporate board, and from crook to crook. It is imperative, to claim justice, that we know who exactly wheels this power. Therefore, a fair and just society cannot tolerate that they persons holding these bank accounts remain anonomous.
The paramount enemy to well being and justice in the world is the inherited power of the undeserving.

The anonomous bank accounts in Switzerland and Liechenstein are the most serious threat posed by humans against humans. Who deposited and how much has been deposited into these bank accounts from the spoils in Iraq. How many of these depositors are in the hands of the larges American contractors?

We are still waiting for the October surprise Bushbaby promised us? I expect that it will be a major strike against “an enemy” (excluding himself). The stike will reinforce his stance that he is a “War President.” Goodbye election!

Now what will the American people do?

Remember Bushco is sure to have its wealth stashed in Liechenstein, Switzerland, Dubai, China, and Saudi Arabia.

Shouldn’t America consider bombing Liechenstein and Switzerland first?

  130. Eargy Earp says:

There is no secret plan. The plan is overt. Bomb Iran and focus all forces there. Hence, no more attention provided to the disaster in Iraq.

Hell, they’ve been advertising this for about a year. Damned nepcon philosphy.

  131. Gregor Samsa says:

    A secret plan?

Please. Are there any adults in this Republican Congress?

  132. John Conley says:

Ah, yes. And I’ve invented a device to run our automobiles without gasoline. It’s cheap, clean, and is made using a special blend of Butch Wax and cod liver oil with a q-tip.

But, you don’t think I’m going to tell the world, do you?

  133. Ry says:

“COURSE WE DON’T PUT OUR PLAN INTA ACTION, THAT’D JUST BE PLUM STUPID. ENEMY’D KNOW ALL BOUT IT THEN.”

    He’s rambling…

  134. Aced says:

Perhaps Burns should focus his attention on his secret plan to save the GOP from tomorrow’s news about JERRY WELLER, (R) Ill. ….

That’s the problem with typically uninformed but outspoken right-wingers. They may not know why something is so, but they don’t hesitate to show their ignorance with a bogus explanation and then heap insults on top of it.

The numbering changed because someone posted several times using another person’s alias (SpudgeBoy) with the intention of making everyone think that person was suddenly embracing the idiocy of the Bush administration. The offending posts were removed. If the assclown who had posted them (You, perhaps?) under another person’s name had simply used his own instead, they wouldn’t have been removed.

Sorry to shoot down your little fantasy.

  142. Tomdine says:

It is sometimes a strength to not reveal one’s strategy. But with time it becomes evident whether one has a strategy or if it is being made up along the way. My view is that the President did not put in the necessary effort and time IN THE BEGINNING to come up with a comprehensive strategy that serves national interests.

  143. Snuffy says:

Burns is an incredible idiot. How can he have 47% in the polls? If he wins… the people of Montana deserve him.

  144. friendlyneighborhoodsteve says:

This is like 3rd grade. Imagine a bully says to you “your dad sucks, he doesn’t even have a motorcycle!” And you respond, “Uh..ah..yes he does…a great big one with chrome!” even though it doesn’t exist. I don’t think Bush’s secret plan exists either. The “You’re either with us or against us” plan doesn’t work so hot with several warring factions/ethnicities in the same country.
