Novak is reporting on what Pres Bush’s political advisors are telling Steele to do. Besides the “black Rush Limbaugh” comment (which is apparently also coming from those advisors), Novak doesn’t bring up Steele’s racial background.
From that perspective, it is the advisors who are making a racial-centered judgement, thinking Steele’s skin color will give him at least as much credibiility as what he thinks or says.
What seems clear is that Steele is being punished for not toeing the Republican party line and is being demoted from a Cabinet position to being a radio personality.

Next, he has consistently ruled against minorities in civil rights and affirmative action cases.

Bush political strategists [Rove] have told Steele a high-ranking post in the administration’s last two years would curb his independence and cramp his style. Instead, they advised, he could be “a black Rush Limbaugh.”
He still lost no matter how ‘WISE’ his words Kevin. The Republicans rejected him because of his devisive style which does not fit into the ‘new’ GOP plan for civility in politics. [versus the incivility of pundits]

I see the suggestion that Steele go into radio the same kind of slight as “oh, he speaks so well”. It’s his choice though.
We black folk are very VERY wary of black people who call the end of our civil rights struggle too soon. That’s probably the primary reason there is great distain for black Republicans. I mean, Native Americans rightfully have a treaty and reparation structure that is basically unchallenged. We (blacks) ask to be treated neutrally (Affirmative Action) and it summons massive resistance from Republicans.

All these problems you decrie for minorities are the most prevalent were liberal policies have been practiced. Being a woman, I can’t speak for men. However, if I were given a fish and it tasted good, I would want to know where I could catch (or purchase) some more.
