		<description>What&#039;s the problem with HSA account holders not withdrawing funds in a given year?  Why can&#039;t they save the money for future medical expenses?

HSAs are hardly a convenient tax shelter for the wealthy.  The funds may only be used for medical expenditures.  It&#039;s not as if the money is being used to buy a yacht.</description>

Not true. You are talking about a Flexible Spending Account (FSA), not a Health Savings Account (HSA). 

The HSA earns interests that are also tax free, and the outstanding balance at the time of the death of the HSA holder is inherited by the beneficiary as any other asset would.
