In Vietnam we killed 130% of all of the North Vietnam and Vietcong soldiers according to the body count. This shows the great pressure that is placed on a high body count as a measure of progress. A lot of those we kill are killed by snipers. Snipers fire based on a profile of, say, wearing a jacket in warm weather or not having both hands visible at all times. While some of those shot based on the profile are bombers a lot of them of true civilians. A body count policy will result in a higher body count because that becomes the expectation.
