Retired General Jack Keane is an “influential member of the Pentagon’s Defense Policy Board” who met with President Bush at the White House last week. According to media reports, President Bush is leaning toward taking Keane’s advice on Iraq.
Today on ABC News, Gen. Keane recommended sending about 40,000 more troops to Iraq for more than one year. Watch it:
Joe Sestak, a former Navy admiral recently elected to Congress, noted “we doubled our forces in Baghdad” over the summer and “there was not only no dent in violence, it increased.”
Transcript:
STEPHANOPOULOS: So how many troops will that take, and how long will they have to stay?
KEANE: There’s two pieces to it. One is Baghdad itself, which is the security of the people mission. That’s an additional four or five brigades to the five that are already there.
STEPHANOPOULOS: Which is a significant number of troops. That’s about 15 or 20,000 troops?
KEANE: It’s about 25,000, and then in al-Anbar, the mission would not be the security of the people. It would be to keep the insurgents and the al Qaida base off Baghdad so they’re not going to do a sideshow out there. And we would still focus on the enemy, not on the people. That would take an additional two Marine regiments out there, another 8,000 to 10,000.
STEPHANOPOULOS: So, you’re talking somewhere between 30,000 to 40,000 troops. For how long?
KEANE: Baghdad would probably take, to complete the mission militarily, to secure the people, would take well into the fall of the year. And then we would turn to al-Anbar with a different mission. We’d change the mission in al-Anbar then. So no longer as a supporting mission. It would be the main effort.
That’s the place we really probably wanted to start a couple of years ago, but we were never able to do it. The enemy made Baghdad the center of gravity, so we had no choice. We had to deal with it. And that would take another six to seven months. So that would probably go into ‘08, as well.
STEPHANOPOULOS: So we’re talking about at least a year. Admiral Sestak, what’s the matter with that plan?
SESTAK: In Iraq, we’re on the road to nowhere. Putting more troops on that road is not in the interest of the United States. We have moved troops from Anbar into Baghdad before. There was not only no dent in violence, it’s actually increased.
We doubled our forces in Baghdad. If we double and triple those forces, what we’re doing is merely putting a Band-Aid out there. Number two is we’re doing exactly what we should be doing, letting the Iraqis have more political and military dependency upon us.
And third is, we are hurting here at home. Our army is strained, so if you step back and look at the picture, if the greatest army in the world with the U.S. Marine Corps cannot handle the military situation in Baghdad, who ever thinks we could ever train the Iraqi army to do so?
the people will take to the streets if this occurs, that’s a given! Or better yet, they will have another Boston Tea Party on April 15 – the administration can pick it’s poison on this one.
December 17th, 2006 at 10:30 amAnother 40,000 troops, another 100 billion dollars ,and the war now in its fourth year; looks like we are starting all over again, yet nobody in the Congress, the media, and the administration can define what the term ‘Victory’ means, you will not find two of any of these groups who can agree on the same definition or description of what we are trying to accomplish in Iraq !
December 17th, 2006 at 10:48 amIn America it is considered good leadership not to ask other people to do what you yourself are not willing to do. Soooo is Bush going to be a real leader and send his Argentina party girl daughters to the frontlines in Baghdad with those 40,000? And if this non-plan plan turns out requiring even more years will they be sent back again and again?
December 17th, 2006 at 10:58 amLet them send in more troops. It will fail, we know it will fail and we warned them over and over again. Bush refuses to listen. When it does fail, we’ll have another point of ‘i told you so, but you wouldn’t listen’, on the list and that just improves Dem chances in 2008. Also, it leaves McCain dead in the water… though if he does get the Republican nomination, the Dems could run John Kerry and win.
December 17th, 2006 at 11:03 amYou democrats will never cease to amaze me. I remember hearing the incessant refrain from democrats that we need more troops. They never failed to cite General Eric Shinseki and how he was silenced by the administration on this issue. Now there is talk about increasing troop levels and the damn democrats are saying no, no, no we need to get out immediately. This leads me to believe that they are just “full of itâ€, never really meaning what they say. Until this party grows a spine and quits being so wishy-washy the American people would be wise to keep them out of power.
December 17th, 2006 at 11:03 amLet me get this straight: in early 2003 the top general of the United States Army (General Shinseki) said it would take several hundred thousand troops to occupy Iraq; the UN strongly opposed war; and most mainstream moderate U.S.churches condemned the war because it would result in a huge amount of human suffering.
And the result of Americans listening to this advise: a Gallup poll on May 1, 2003 showed 79% approval on the war. Americans mostly now act shocked at how we got into this mess.
Who’s to blame? Most Americans are, not just Bush.
I am now predicting a major regional conflict that will last for the next 10 years that will require MILLIONS of American troops. Are you former war supporters happy now? You got the war you wanted. Time to join up.
December 17th, 2006 at 11:05 am#4
Vietnam, China, Mexico, Cuba … Actually, I think we can put the whole of our hemisphere on that list. We’ve been involved in many wars, if not officially than covertly and economically so.
December 17th, 2006 at 11:07 am#6 IHL
Dems and progressives said we needed a hell of a lot more troops right away then. 140,000 doesn’t cut it … we needed double if not triple that and it may not have been enough. 40,000 is nothing. And the situation on the ground has changed dramatically since that time, so even if we did send in the 200,000 now it would likely not be enough.
December 17th, 2006 at 11:12 amThe whole point is the situation has changed so Dems and others who understand that we cannot achieve a stable Iraq with more troops have changed their position also. Though not all have.
Right on IHL.
I am blaming dems probably just as much as Bush for this war. I call them Wishywashyweathervanes. Many dems have only come out against the war when it was safe to do so. Wimps. Wimps wimps.

Are you REALLY that brain dead? More troops at the BEGINNING was neccessary if you wanted to crush all opposition with overwhelming force. That day was over 3 years ago. The Bush people knew that America did not support their actions in a way that would allow them to send in 500,000 troops without a draft. Why did the American people not offer up their lives for Bush? Because we are not stupid. We saw him as a liar and a religious fundamentalist just like the A Qeada we were supposed to be fighting. We saw that we would be throwing our lives away on a dip shit. And we saw that this war in Iraq was not justifiable which meant we could not convince ourselves it was righteous let alone the Iraqis who would obviously fight to the death for their own home land. And just like the Vietnamese they would not stop until they had their foriegners kicked out UNLESS they were all crushed with overwhelming force just like in WWII.
So Bush KNEW that America was not behind him. He KNEW that he could not go in like it was WWII. And he STILL did it because he is an idiot that has not enough care for his American soldiers to not send them into war in a way that only gauranteed success.
The war was immoral and that meant either you crush every living thing in Iraq right off the bat or lose. Because they know they didnt do 911 and wont allow themselves to be occupied. Just like I would do or YOU would do in your own homeland. Its called the Golden Rule .. Yin Yang and it is the most basic thing to learn as a Christian and you guys dont have a freakin clue how to apply it in real life…. it is just a slogan to you. Pathetic.
December 17th, 2006 at 11:16 amFor those of you with selective memories here is something from the Washington Post (May 17, 2003): “According to a May 1, Gallup poll for CNN and USA Today, 79 percent of Americans said the war with Iraq was justified even without conclusive evidence of the illegal weapons, while 19 percent said discoveries of the weapons were needed to justify the war.”

So-called “antiwar” Democrats, where were you???? Wimps wimps wimps…..
I am now independent. To hell with both parties.
December 17th, 2006 at 11:18 amHey maybe we need an actual brain in the White House who knows … after a jackass for 6 years maybe we can think our way out of this mess.

Just cuz the 3,000 virgins we done tossed into the volcano so far ain’t quelled the fire gods, that don’t mean we should stop chuckin’ virgins… it just means the fire gods want MORE virgins — and FASTER!!!
December 17th, 2006 at 11:33 amIt’s too late, Keane. F*ck off.
December 17th, 2006 at 11:41 amFollow the money. Jack Keane is on the board of General Dynamics. General Dynamics just received a contract for $231 million to build operational bases for the Marine Corps Combat Operation Centers in Iraq. Construction is expected to begin in July 2007 and take until 2009 to complete. Since the beginning of Bush’s War, General Dynamics stock has doubled.
Mr. Keane is doing his job as a member of the board of directors in promoting the interests of his company. The more American soldiers die, the greater the potential profits for General Dynamics. “General Dynamics has leading market positions in mission-critical information systems and technologies; land and expeditionary combat systems, armaments and munitions…”
And this War Profiteer “is an influential member of the Pentagon’s Defense Policy Board.â€
December 17th, 2006 at 11:42 amWhere are we going to get 40,000 more troops? How are we paying for it, with green stamps?? Would it make a difference?..don’t know, but I doubt it.
December 17th, 2006 at 11:49 amWhen Colin Powell says we are losing, then we are losing. Way past time to change course.

December 17th, 2006 at 11:50 amWell this Bush advisor must get his own ass over to Iraq first and take the Bush twin daughters with him!
December 17th, 2006 at 11:51 amWhen economic advisor lawrence B. Lindsey said that the cost of the Iraqi war could reach 100 billion dollars in preparation for the war IN 2002 …he was told to leave by Bush Administration. Undersecretary of Defense Wolfowitz testimony to the Congress put the figure then much lower than that..Wolfowitz told the Congress that the war will pay for itself..Iraq is a big oil producing country. Now we are exceeding 460 billions and no end in sight yet….

Geeze, why do people keep acting like Powell is some big authority? It was the “Powell Doctrine” that got us stuck in Iraq in the first place. He’s been wrong since the first Bush administration. Lest we forget, he was involved up to his elbows in Iran/Contra, and in trying to cover up the My Lai massacre. Powell will say what’s politically useful for himself.

If you add in the long-term care for disabled veterans from Bush’s War, the cost is over a trillion, and rising.

I’m going with #1. It’s not too late yet.
Question: At any point did Stephanopoulas happen to mention Keane’s connection with General Dynamics?
December 17th, 2006 at 12:05 pmDear Barfly: I don’t take issue with your criticisms of Powell. I am no fan of his either. I do believe however that a former Chairman of the Joint Chiefs who oversaw the victory in the first gulf war, has some basic military expertise . When the former head of the Pentagon says we are losing, I think it is highly doubtful that we are winning. That’s all I was trying to say. ;-)
December 17th, 2006 at 12:11 pm#13: You GOT THAT RIGHT. I re-registered as an Independent in 2002 when Daschle refused to step down as majority leader despite the thrashing the Democrats suffered in November of 2002.
Harry Reid this morning said he would support this “surge” of twenty to thirty thousand into Baghdad “temporarily”. How dare this gutless coward even hint that it would be temporarily acceptable to insert more brave troops. The ONLY result of this strategy will be that MORE of our brave troops will DIE.
The only Democrats who have the solutions to this immoral quagmire are sitting on the sidelines: Al Gore, Russ Feingold, Ted Kennedy, & John Murtha. I have no confidence in Harry Reid or Nancy Pelosi to do the right thing.
Come January, the only RIGHT and MORAL thing to do is to only provide military spending that will be used exclusively to bring our troops home.
Almost all of the regional leaders form Syria to Egypt to Jordan all agree that improvement in Iraq will only be possible if we pull out. What is so difficult to understand about this? Why should anyone believe this Administration, the Media, or anyone who says that if we bring our troops home immediately, things will become even more chaotic in Iraq?
One day someone will emerge as the strongman/leader of Iraq. These ungrateful Iraqi’s who support the killing of our troops are going to have to kill each other without our troops caught in the crossfire of their civil war. People have to WANT freedom badly enough to put aside their religious differences to make that transition to a civil and free society.
Our troops can’t make them embrace this way of life. Our troops fight and die for Americans and our freedom, not for those who are unworthy of this way of life.
I am SICK and TIRED of hearing that “if we leave, they will follow us here and we will have to fight them here” nonsensical LIE. How is this going to happen? Are they going to jump into their Jets from their non-existent Air Force to attack us that way?
Perhaps, they will jump into their make believe submarines to attack us sitting off our shores? Jump on a Carnival cruise ship? Hide as stowaways in our military cargo planes?
If our troops were redeployed on our own borders, we would be doing something to protect Americans from these religious zealots. Here’s a plan for ya Commander In Thief: Redploy 40,000 troops to Afghanistan. Go find the guy that murdered 3000 Americans on 911. I know that Mr Bush “doesn’t even think about him” anymore but most Americans are outraged that you let him go because you were too focused on the invasion of Iraq when there was LOTS more to be done in Aghanistan.
Send another 100,000 troops to our own northern and southern borders here in the United States. Quadruple the total of Special Forces through recruitment and pulling them from within the ranks now. Pay them a generous salary.
Making Iraq the central front on terrorism when it’s a global problem was assinine. Then our President needs to sit down face to face with the leaders of Iran & North Korea.
Look them right in the eye and tell them: “We will sign any pact that makes a solemn promise not to initiate a pre-emptive strike on your countries. We understand you have and will have nuclear weapons. Just remember, for every one you have, we have 100 of them . An attack on one of our cities or an attack on Israel will ensure that your country vanishes into thin air. Thank you gentleman, I think we all know where we stand now”
And then FORGET ABOUT IT. Start spending our national treasure on healthcare for all americans, rebuilding the destruction from Katrina, making college more affordable for all American families, and most importantly, beefing up our own internal security to prevent and to respond to any possible terrorist strikes inside our country.
Bush the Evangelical wants Armageddon. He’s programmed and wired to achieve that result. It just comes naturally to our own religious zealots in this country and Bush is the Pied Piper for Armageddon.

My point is about the “Powell Doctrine;” it is what has left us in this situation. His “military expertise” didn’t smell a rat with the yellowcake story, and his “victory in the first gulf war” set the stage for our presence there now. No, he wants a chance at the presidency, he’ll do whatever he thinks necessary to secure it. If it takes distancing himself from the President by “talking out of school” about the situation, bet the farm that he will do it.

December 17th, 2006 at 12:59 pmThat poll showed how effective the Bush Administration’s propaganda machine was. It was also done in the heady days following the rapid collapse of Saddam’s army and Bush’s “Mission Accomplished” speech on May 1.
The point of the poll demonstrates that even then, nearly 1 out of every 5 Americans knew that the justification for Bush’s War hinged on finding WMDs.
So, where were you, and what were you doing to oppose the war in May of 2003?
Other than deriding Democrats and becoming an independent, what are you doing now to help stop Bush’s War?
December 17th, 2006 at 1:05 pm34 – I’m surprised that link made it. At other times, I begin to feel like Flynt Leverett. I’ve had a lot of posts about other topics never make it to the board.
It’s to the point now, before I hit “Post – I agree” I copy my whole post. If it doesn’t show up, I re-phrase, remove the links and try again. and again. After the third try, I just go to dailykos and post there.
December 17th, 2006 at 1:11 pmJust for a minute consider this. Imagine if we hadn’t invaded Iraq, please humor me for a second, look at the economy, jobs, the stock market. Can you imagine just how triumphant the President would be right now along with his party if we hadn’t got into that hornet’s nest? The gop would easily still be in power and the left’s arguments would be reduced to just some miniscule complaints about habeas and 4th amendment violations. We might even have 3000 of our finest still around to fight for something worth while. Richard Cheney, IMHO, will be the one who will carry the logistical blame for this debacle for eternity. I always think about this when I consider how little real effect this war has had on our economy and resources and what a tremendous waste it has been. And for what? Has anyone ever suggested that our actions in Iraq have contributed in any way to us not being attacked since 9-11? Think about it, it is mind numbing to me.

The more time passes, the more I believe that 911 was an inside job. Thanks, also, for your information about Gen. Keane’s connection with General Dynamics. The MSM, if they were going their job, would ensure that the American people are aware of his conflict of interest and his possible (understatement) motivation for pushing for more troops.

Tarazan made a good point, what is victory in Iraq? Would it be the civil war now going on there and somebody wins? Is it a more stable government? Is it the defeat of terrorism? Is it no more kidnappings or suicide bombers? The question is what is victory?
Just last week a statement was made to the affect that the “vast majority” are our friends and want us there, makes one worder exactly what planet the administration is on?
They associate Iraq with the war on terror, is Iraq the country in which all terrorists are gathered? Iraq is part of the war on terror but yet they have made it the focal point.
The military in reality needs about 3 or 4 hundred thousand more troops to try to regain order and get this under control, they are spitting in the wind.
December 17th, 2006 at 6:38 pmEveryone needs to remember this- when they talk about sending an additional 40,000 troops to Baghdad, most of those troops are support infrastructure… not front line combat troops. I believe that only about 20% of the troops in American military brigades are actual front line combat troops. That would equal sending about 8,000 additional front line combat troops to Baghdad. This will make little difference at all. Right now, if there are 140,000 US troops in Iraq, then that would mean that there are about 28,000 actual front line US combat troops in Iraq. Against what? Hundreds of thousands of angry Iraqis (many of those are trained insurgents) armed with almost unlimited numbers of RPG’s, AK-47’s, Strella portable SAM’s, heavy machine guns, and millions of tons of explosives. The American front line combat soldiers in Iraq are totally and completely outnumbered in Iraq. Why doesn’t anyone ever talk about this?

I’m willing to cut Powell some slack. His job in the administration was not unlike that of a customer service rep. When you are doing customer service, and you value your job — you know, benefits, job security, regular income so that you can make a living — you don’t answer the phone and agree with the caller that, yes, the company sucks and they don’t care about the customer. That’s a quick way to to the umemployment line. Now that Powell is out, he can be a bit more forthcoming.
And besides, let’s say that instead of going in front of the security council, Powell instead decided to resign instead of lie to the public. Suppose he had been the only one to blow the whistle on the administration’s plans. You’d hear only crickets when waiting for others in the administration to come forward and corroborate his story. He would have been labeled a nutcase, not only from the administration, but from Bush’s supporters too.
Now, would it have made any difference? Would the public had turned on the administration? Remember…we had 2 people — Paul O’Neil and Richard Clark — who both said that Bush was talking of invading Iraq only hours after 9/11, and you see how that went over with the public. See Election 2004 results (Ohio and other voting issues notwithstanding).

Funny, because I remember the time when the Republican leadership repeated time and again that no more troops were needed, and dismissed any such talk as “meritless”.
I guess the Bush administration’s position on this issue can best be summarised as: “They were against more troops before they were for it”.
