This morning on CBS’s Face the Nation, Speaker Nancy Pelosi (D-CA) announced that Congress may refuse to authorize funding for an escalation of U.S. forces to Iraq if President Bush cannot justify the strategy.
Pelosi stated clearly that Congress will fully support all U.S. forces currently in Iraq. “But if the president wants to add to this mission, he is going to have to justify it,” Pelosi said. “This is new for him because up until now the Republican Congress has given a blank check with no oversight, no standards, no conditions, and we have gone into this situation, which is a war without end, which the American people have rejected.”
Watch it:
A recent Center for American Progress memo explains how Congress could — and should — prevent Bush from sending more troops into a civil war in Iraq without a clear mission. An excerpt:
Although the new Congress should not refuse to provide the funds that the troops already in Iraq and Afghanistan need, it can place an amendment on the supplemental funding bill that states that if the administration wants to increase the number of troops in Iraq above 150,000, it must provide a plan for their purpose and require an up or down vote on exceeding that number.
Defense Appropriations Chairman John Murtha (D-PA) told Arianna Huffington last week that he wants to “fence the funding,” denying the president the resources to escalate the war, instead using the money to take care of the soldiers as we bring them home from Iraq “as soon as we can.”
UPDATE: Taylor Marsh has video of the rest of Pelosi’s interview.
UPDATE II: Bob Geiger has more analysis.
Full transcript:
SCHIEFFER: So, you’ve told him what you don’t want to do, and that is to expand the size of the force in Iraq even on a short-term basis. But what if he decides to do that? What will be your action then?
PELOSI: If the president chooses to escalate the war, in his budget request we want to see a distinction between what is there to support the troops who are there now. The American people and the Congress support those troops. We will not abandon them.
But if the president wants to add to this mission, he is going to have to justify it. And this is new for him because up until now the Republican Congress has given him a blank check with no oversight, no standards, no conditions. And we’ve gone into this situation, which is a war without end, which the American people have rejected.
SCHIEFFER: Now, let me ask you, and make sure I understand exactly what you are saying because, up until now, Democrats have not been enthusiastic about using the ultimate weapon, and that is to cut off funding.
PELOSI: We won’t do that.
SCHIEFFER: But you will not vote any more money to expand the size of the force there?
Is that what you’re telling us?
PELOSI: I’m saying two things. We will always support the troops who are there. If the president wants to expand the mission, that’s a conversation he has to have with the Congress of the United States.
But that’s not a carte blanche, a blank check to him to do whatever he wishes there.
And I want to make a distinction here. Democrats do support increasing the size of the Army by 30,000, the Marines by 10,000 to make sure we’re able to protect the American people.
SCHIEFFER: Enlarging the services overall?
PELOSI: Overall, in order to protect the American people against any threats to our interests, wherever they may occur. That’s different, though, from adding troops to Iraq.
The president wants to escalate a war where his generals are telling him that the additional troops will not be effective, that they’re easily digestible, to have this number of troops go into Baghdad, and then again, ignoring the strong message of the American people.
SCHIEFFER: So at this point, the Democrats in Congress are not prepared to pay for or to fund an additional number of troops in Iraq?
PELOSI: We have to see what the president has to say. It’s not an open-ended commitment anymore. But we will always be there to protect our troops and to support our troops.
Way to go Nancy.

January 7th, 2007 at 11:58 amShe’s stating that the request for additional troops will have to come with specific goals for these troops and with a specific dollar amount. She’s asking the president to define some parameters for the additional troops. He has already said this would happen and now she is reminding him. What will probably piss GW off is that it will hold him to bench marks and a timetable for these additional troops. That’s something he has not wanted to do.

If she blantantly says “No”, then it’s making her the very thing we fired in November - partisan and unflexible.
If instead, she says “Okay, you want the money - you PROVE we should give it to you”, then the burden of proof - and failure - is on the President.
She’s a smart woman. This was the smart thing to say. It says “I’m listening, but make your case valid or I can’t help you.” Excellent strategy once you get past the initial concern.
January 7th, 2007 at 12:00 pmriddle me this, stevie. Are you saying we aren’t paying enough attention to the problems within our own borders? or should we be deploying troops to California?
I’m also glad you didn’t bring children into this world.
January 7th, 2007 at 12:03 pmWe gave Bush a blank check three years ago and he’s just made a mess of historic proportions. Time to cut up the credit card.
January 7th, 2007 at 12:03 pmThere NEVER was a strategy for this war even from the outset! The reason was bogus, as we’ve come to learn the hard way. Lies never succeed! And lied to we were! How is it that over half of the american people as well as the rest of the world did not agree with us going to war in Iraq? Are these americans simply more enlightened than those who voted to give a dictator such unchecked power which was based on lies and deceit? Are these “enablers” that stupid? These very enablers are sitting in congress right now and need to get a HUGE slapdown from the american people who were not only “smarter than they were” but certainly “more enlightened than they were/are”… Everyone who voted to grant this imperial dictator war power needs to read Schlesinger’s book entitled: THE IMPERIAL PRESIDENCY to see how in the years leading up to Nixon’s resignation, the war power was abused by presidents. However, in reading this book, it’s crystal clear that this president has upped that unchecked power to another level and now this country is doomed to failure because of it. The very foundation upon which this once-great country was built has been shattered - illegal wiretapping of it’s citizens, the lifting of habeas corpus, the breaking of the geneva conventions, the overwhelming national debt which is tanking this country economically and will bring about another recession/depression if we continue to allow such capricious and unchecked fiscal accountability (do you balance your checkbook like this? Wouldn’t that be everyone’s dream??). Things are completely out of hand and if we continue to enable this debacle in Iraq it will only become a bigger debacle (two wrongs will NEVER make a right) so let’s send a clear signal and cut this lameduck president off at the knees where it counts and refuse to spend another dime on Iraq.
He never had a valid, legal “reason” for going to war in the first place so he could never have a valid plan - he’s never identified a realistic “enemy” (fighting an idealogy with guns? Huh? What’s missing here? Some normal intelligence on his part for sure)….without a clearly defined “enemy”, there should never be a “war”…..No reason for war…..No enemy defined…..no strategy…..no plan. It’s kaput and this psycho needs to get out of his own way and allow this Congress to “save this country” from itself.
January 7th, 2007 at 12:04 pm“it must suck to be you” is an incorrect assumption based on your ignorance about me and my life. I have a great career, money, the love of my life and I’m not confused about anything. You make another meaningless statement without addressing one point I made in my post. January 7th, 2007 at 12:05 pm#6 For the record: Your “fear mongering” tactics (the GOP’s only hope in their pile of ruin and rubble) isn’t going to work on americans any longer! Save your breath and typing time. It’s not about “fear” any longer - but nice try! It’s about “peace” and bringing “hope” once again to this country. You’re totally out of your league here.

Yes, Yes we have. I hate to see it go this way, but so be it.
Bush gets to be Presidential, or Dictatorial. He’s the decider.
January 7th, 2007 at 12:06 pmAt least she is using the right word…ESCALATION..rather than SURGE. While ‘New Way Forward’ is the new term of the day used by pundits and officials, it is no different than ‘Stay The Course’ which Bush claims he never used as a policy. ‘New Way Forward’ was delivered by NeCons after Iraqi Study Group(ISG) report put to death.
January 7th, 2007 at 12:06 pmI’ve been worried about Nancy and Harry being too weak, but I gotta hand it to Pelosi - great start. God, I hope she keeps it up. Somebody keep the consultants away from her.
January 7th, 2007 at 12:06 pmagree with you that it is smart on her part, but what is a valid case? That is my curiosity and concern.
There is no guarantee that surging troops will or will not be the “silver bullet” needed over there.
January 7th, 2007 at 12:07 pmShe refused to say exactly what they would do if Bush ignores them. This tells me either they feel that they really cannot do anything. Or will not. Personally I dont see why they dont pull another card out that says we never declared war and Bush himself said Iraq had “nothing” to do with 911 and Congress ONLY authorized action for a response to 911. That should provide a path for declaring that the president has no grounds to carry on a mission that was not authorized by Congress. And THAT might convince enough republicans that they can not back this president any longer…. and then that may lead to the REAL ultimate weapon…. Bush cant keep us in Iraq if he and the VP are no longer in office.
January 7th, 2007 at 12:08 pmStevieG2000: are you an idiot, or a liar?

But people like you have served to educate me that it doesnt matter if some people really just “dont get it” because they are mentally …limited… or if they are forcing themselves to seem like it because of some prejudices they have … in the end some people are just too damn stupid.

January 7th, 2007 at 12:13 pmYou are right robert. She is putting the burden of proof on the president and the request will be allowed to be brought onto the floors of congress for debate and not behind closed doors and pushed on the american just for the fear of terrorism.
What is a valid reason for the escalation? What is the timetable for this escalation? What is the dollar amount associated with this escalation? What are the benchmarks to be met?
The President should answer all of these. It’s understood that the situation on the ground will change but an initial plan that needs to be adjusted is far better than no plan at all.

If you didnt blow things out of proportion and didnt try to make it look like an entire religion is Dr. Evil and Al Qeada is their mini-me THEN maybe you would be taken seriously enough to consider your ideas. Instead you present yourself as a wild eyed weirdo that I dont want around my children and dont see as an “intellictual power house”.
January 7th, 2007 at 12:38 pmHere’s the part of Pelosi’s statement that I don’t understand:
“Although the new Congress should not refuse to provide the funds that the troops already in Iraq and Afghanistan need.” …and…
“The American people and the Congress support those troops. We will not abandon them.”
What do the troops already in Iraq and Afghanistan “need” funds for? Aren’t they there to kill and die in an endless war with little point but to save Bush from having to face failure?
What happens if Congress does not “provide the funds that the troops already in Iraq and Afghanistan need”…then does Bush spend the funds already authorized until it’s gone, and tell the troops they’re on their own to get home however they can? I don’t think so…
A tough stance against escalation is good, but leaves us in the same mess that voters objected to in November…continuing a losing war for two more years for the sake of one man’s ego. Where’s the progress in that?
January 7th, 2007 at 12:38 pm“the w***re who bore you”
I’m really trying to figure out an alternative to wofare, which is an archaic term for sorrow, and was originally the opposite of “welfare.” Indeed, the idea of being born from sorrow is rather poetic, but indicates a certain breadth of vision inconsistent with the rest of the post!

In the year I’ve been here? I’ve been a voice for change. And incase you didn’t notice, we were instrumental in what happened on November 7th, which will probably - hopefully - be a very positive change for the world.
I also stopped being self-centered by leaving a lucrative architecture career to go teach high school students. This year, I’ve managed to keep a couple of kids from dropping out of high school, have taught my students critical thinking skills, and have made sure there are at least a few kids who will contribute to society by validating them, respecting them and helping them find a direction in life.

So you are saying that by us having a democratic process and electing officials to office, that we are helping the terrorists? Should we go to one party rule instead and give Bush divine right powers in order to deny the terrorists victory?
January 7th, 2007 at 12:45 pm“I’m not confused about anything. You make another meaningless statement without addressing one point I made in my post.”
OK, then, I’ll take on one of these purported points:
“This blog is a shining example of how the terrorists, their methods and their goals of divide and conquer will prevail over the USA and it’s collective way of life.”
How /exactly/ is Thinkprogress helping terrorists win? Please elaborate.
Because otherwise this point reads like bald, emotional opinion - partly because it is completely unsupported by anything else I read there. If I read it unemotionally, it seems to me that you are (I’m sorry) indeed confused about what “free speech” means or how important that principle is to what you (confusingly) term the USAs “collective way of life.”
If I had to guess (which I do, since you present no arguments whatsoever), I’d guess that this “collective way of life” is your own very peculiar vision of what Limbaugh (horrifyingly) termed “the way things ought to be” - an utterly homogenous land where everyone thinks as you do. Some kind of “Happy Days” of the heart, perhaps … but I’m being unfair.

There is only two things the American people need to concentrate on when it comes to terrorists. How to cut off our need for foreign oil and how to protect the INs and OUTs of our country. Then we will have no more weaknesses that any terrorist can use against us. At any time any small group of people can get together and try to pull off a “one off” attack whether they be foreign or domestic. That is what the FBI is for. The FBI cant stop all things but they do a good job over all. If our CIA ever discovers an attempt by a COUNTRY to attack us then we have the military to take care of problems like that. You people just wanted to use the military instead of treating the military like a very special tool that ONLY gets used in self defense.
January 7th, 2007 at 12:49 pmThe terrorists do not differentiate between a liberal or a conservative. Every US citizen who is not a Muslim is an infidel, a yawah. Their doctrine is to seek out new nations, multiple and conquer. When you’re being given the choice to swear allegiance to Allah or death you cannot say they did not warn you. You can label this fear mongering, I call it a healthy understanding of the world in which we live. I suggest reading America Alone…..it details what is already happening in Europe and will eventually be the fall of this nation. History proves ALL nations fall, unfortunately we’re giving them a hand in the process.

January 7th, 2007 at 1:18 pmYeah their laying the ground, work floating those trial balloons and adjusting the news stories, telling us what it is we think. Next the polls to test the success of their labor. Simple minded people are easy to mold into the desired political opinion.
Yeah Juan you see it’s a big world and America is a big super power. We get involved from time to time in foreign affairs when they relate to issues that effect us or humanity in general.
January 7th, 2007 at 1:18 pmSame could be said about the communist super powers who think their mission is to establish communism all over the world. That Dictator Chavez for instance. Like our Democrats and left media. They take the simple minded first they are really easy. Then they use force to take out people with opposing views. Those scumbags are the worst. Next they twist the simple minded into all sorts of anti-America conspiracies they know no better than to believe and the Anti-America party here in our country will not do anything to correct the spread of misinformation. They want nothing less than total defeat of their own country. We find these simpletons on forums spouting their Anti-American hatred all the time.
“I was just bored and like to stir the pot because you folks are typically histrionic and easily agitated.”
“Histrionic” is true I suppose of a lot of people here (myself included), but it is also true of your own posts. Perhaps there is a more constructive outlet for assuaging your boredom.
That said, many of us are “histrionic” because we are passionate about what is going on in this country and the world; you, on the other hand, are “histrionic” because you are bored. I leave the weighing of which is “better” up to you.
January 7th, 2007 at 1:19 pm“We get involved from time to time in foreign affairs when they relate to issues that effect us or humanity in general.”

January 7th, 2007 at 1:24 pmRobert, some of us lefties grew up in military families like mine (USMC). We lost men in WWII, Korea, and Vietnam. Thank you for adding your perspective here, and for the brave work you do. Please disregard the rank lies you hear broadcast 24/7 about us not honoring troops, for a more honest view of the debate.
We just wish you were really defending us, say in Afghanistan, rather than being forced by a very foolish man to assist Al Qaeda by breaking our military and treasury. This delusional assault has wounded our nation and Iraq so grievously, while letting our true enemy escape. Bush is the worst we’ve ever had, accerating the fall of the US from the lofty position it’s occupied since the (real) Axis was defeated.
If you’re curious, say hello to my cousin Jimmy, a conservative who began writing (admittedly bad but patriotic) poems in Vietnam, and eventually got around to the forbidden question. His postumous Bronze Star was earned 8 days before his 14 month tour ended. His experience caused me to look deeper into the cause of these things, beneath the foamy propaganda, and that’s what made me a progressive.

January 7th, 2007 at 1:24 pmSince the insurgency will make extracting oil very difficult, the oil companies will try slant-drilling from Kuwait. It would give them access, and they could by-pass paying the Iraqi government for it. Whenever he invades a country to install “communism” (the right word for Venezuela´s government is a national populism, communism is yet an experiment to be tried) I would condemn him like he should. The only country in this world invading another country right now for installing a government is the US.

Some commenters post facts, and some back them up with references. Some post opinions, we all have a right to those.
But what’s the deal with unprovable claims of personal wealth, paid vacations, etc? Save that for someone who’ll believe it!
Another troll (or the same troll under another name?) that haunted TP recently dwelt on making $7 million in the last year, or some such BS, but I have yet to see any progressive commenter make such claims of personal wealth as evidence of correctness of his/her views. Actually, you lost according to your own definitions of success. You see, no one here actually got angry with you: In fact, they used your silly arguments to illustrate why their views on Iraq made sense, so you just ended up justifying their own interests. As your primary goal was to distract and offend, you actually ended up doing completely the opposite: You made liberals feel good about themselves. What’s more, you were such a poor troll, you couldn’t last more than a few minutes before your story became both nonsensical and internally contradictive, and virtually no one believed it after more than a few posts… Google up some of the guides as to how to effectively troll online, as I suggest you sorely need to brush up on techniques: this was a really sad effort. And coming back when you said you were gone just shows you aren’t in control at all, which further ruins your ability to offend others. This trolling would only gets 2 out of 5 I’m afraid. Must try harder.

Thank you for being you!
January 7th, 2007 at 1:43 pmI preduct that Madam Speaker will soon become Madam President. That’s my prognostication for 2007!
This is how it will occur: First Cheney will be subpoenaed to testify in his underling, Scoot, The Libbey’s case soon. Either he will refuse to testify as he’s stated publicly which will be grounds for his impeachment or he will testify and perjure himself (see handwritten notation in memo to Scooter regarding “going after” Joe Wilson, etc.) and lie about the presssure he put on Scooter or he will tell the truth because there is prima facie evidence supporting his charge to his underling to get Joe Wilson….Either way, Cheney’s “toast”. One down….either through impeachment or resignation.
Then comes the Big Kahona - with Cheney gone and the polls reflecting 30% overall or less (much, much less on his war polls), coupled with all of the ongoing investigations which will go up the chain of command to Bush himself (”The buck stops here!”)….and adios to Dubya via impeachment or forced resignation.
Enter Nancy Pelosi - to whom the Presidency would descend automatically. From what she’s already accomplished in her two days at the helm as Speaker along with her multitude of plans to “overhaul” this arm of the government and bring about accountability and investigations into criminal behavior, I’d suggest that Nancy would be one hellova president and could stand up to any male president we’ve ever had.
I say….Gooooooooo Nancy! The American people are backing you 100% and will stand behind you and support you. You’ve got what it takes to bring this administration to their knees and will do it with class, finesse, and aplomb….something we haven’t seen in Washington in a very, very long time.

It what I post means nothing, is stupid, ignorant or otherwise, then no sane, competent person would even bother to respond. You defined yourselves not me and I do not care what your opinion is of me; it affects me not.
January 7th, 2007 at 1:54 pmThat’s not a personal attack, it’s a sweeping generalization which I used to bate people.

Well, I must say that, when it comes to “bating” people, you skill is unsurpassed. Were the art and craft of “bating” people a guild, why, you would most certainly be a Master.

January 7th, 2007 at 1:59 pmI was having so much fun, I lost track of time. I’ll leave you with this thought: maybe the hokey pokey is what it’s all about.

January 7th, 2007 at 2:00 pmWatching Pelosi being sworn in serves to create more hatred for America and it’s collective way of life. The people who are trying to kill us DO NOT recognize women as equals and the terrorists view this as further signs of the collective weakness of the USA.

Hate women, Stevie? Are you suggesting that the U.S., for purely strategic reasons, should not have high-ranking female politicians lest it offend Islamic radicals? Isn’t that caving into the radicals and agreeing to live THEIR way of life? Let me guess, Stevie, you also favor torture. Just like them. You also favor governments spying on its citizens and locking them up without legal recourse. Just like them. Right, Stevie?
Get lost, freak. This country will be better off without bedwetting fascist wannabes like you.

Thank you! I mean that. I’m not being goofy. It is a guild, it’s called being a lawyer.

So negative re-enforcement on a blog, validates you? So is that like when the US destroyed Hitler, it was just us *validating* him? What a fool and an idiot you are.
“Only you are too stupid to understand such a simple concept. Comment by stevieg7000 — January 7, 2007 @ 1:54 pm”
Validating someone involves the positive re-enforcement that they have in fact acted in a competent manner. Who’s stupid again? The idiot that thinks criticism is validation, or the one that gives that criticism? Stupid indeed you are paduan.

No sane, competent person would post incompetent stupid comments like yours. Pointing out someone is incompetent, isn’t validating them, it invalidates them. But someone as stupid as yourself wouldn’t know that. duuuuhhhhhh!!
“You defined yourselves not me and I do not care what your opinion is of me; it affects me not. Comment by stevieg7000 — January 7, 2007 @ 1:54 pm”
The person who makes stupid comments like yours, defines themselves. Those that are *kind* enough to point out what a fool you are, merely help you to see your own *definition*. But a stupid person is always too stupid, to understand such matters of the conscious mind.
You are a fool, and an idiot.

Thank you very much and I mean that, I’m not being goofy. There is actually a guild, it’s called being an attorney.
January 7th, 2007 at 2:10 pmI’m wondering if the current phenomenon of a “Troll du Jour” is members of a bible school frat house. Part of some sidewalk psychotherapy exercise to help them release tension, sexual and testosteronal stess, and general feelings of guilt and bitternes for having supported and believed such bull.
