Pelosi: Congress Will Not Fund Escalation If Bush Does Not Justify It

This morning on CBS’s Face the Nation, Speaker Nancy Pelosi (D-CA) announced that Congress may refuse to authorize funding for an escalation of U.S. forces to Iraq if President Bush cannot justify the strategy.

Pelosi stated clearly that Congress will fully support all U.S. forces currently in Iraq. “But if the president wants to add to this mission, he is going to have to justify it,” Pelosi said. “This is new for him because up until now the Republican Congress has given a blank check with no oversight, no standards, no conditions, and we have gone into this situation, which is a war without end, which the American people have rejected.”

A recent Center for American Progress memo explains how Congress could — and should — prevent Bush from sending more troops into a civil war in Iraq without a clear mission. An excerpt:

Although the new Congress should not refuse to provide the funds that the troops already in Iraq and Afghanistan need, it can place an amendment on the supplemental funding bill that states that if the administration wants to increase the number of troops in Iraq above 150,000, it must provide a plan for their purpose and require an up or down vote on exceeding that number.

Defense Appropriations Chairman John Murtha (D-PA) told Arianna Huffington last week that he wants to “fence the funding,” denying the president the resources to escalate the war, instead using the money to take care of the soldiers as we bring them home from Iraq “as soon as we can.”

SCHIEFFER: So, you’ve told him what you don’t want to do, and that is to expand the size of the force in Iraq even on a short-term basis. But what if he decides to do that? What will be your action then?

PELOSI: If the president chooses to escalate the war, in his budget request we want to see a distinction between what is there to support the troops who are there now. The American people and the Congress support those troops. We will not abandon them.

But if the president wants to add to this mission, he is going to have to justify it. And this is new for him because up until now the Republican Congress has given him a blank check with no oversight, no standards, no conditions. And we’ve gone into this situation, which is a war without end, which the American people have rejected.

SCHIEFFER: Now, let me ask you, and make sure I understand exactly what you are saying because, up until now, Democrats have not been enthusiastic about using the ultimate weapon, and that is to cut off funding.

PELOSI: We won’t do that.

SCHIEFFER: But you will not vote any more money to expand the size of the force there?

Is that what you’re telling us?

PELOSI: I’m saying two things. We will always support the troops who are there. If the president wants to expand the mission, that’s a conversation he has to have with the Congress of the United States.

But that’s not a carte blanche, a blank check to him to do whatever he wishes there.

And I want to make a distinction here. Democrats do support increasing the size of the Army by 30,000, the Marines by 10,000 to make sure we’re able to protect the American people.

SCHIEFFER: Enlarging the services overall?

PELOSI: Overall, in order to protect the American people against any threats to our interests, wherever they may occur. That’s different, though, from adding troops to Iraq.

The president wants to escalate a war where his generals are telling him that the additional troops will not be effective, that they’re easily digestible, to have this number of troops go into Baghdad, and then again, ignoring the strong message of the American people.

SCHIEFFER: So at this point, the Democrats in Congress are not prepared to pay for or to fund an additional number of troops in Iraq?

PELOSI: We have to see what the president has to say. It’s not an open-ended commitment anymore. But we will always be there to protect our troops and to support our troops.

    She’s stating that the request for additional troops will have to come with specific goals for these troops and with a specific dollar amount. She’s asking the president to define some parameters for the additional troops. He has already said this would happen and now she is reminding him. What will probably piss GW off is that it will hold him to bench marks and a timetable for these additional troops. That’s something he has not wanted to do.

    If she blantantly says “No”, then it’s making her the very thing we fired in November – partisan and unflexible.

    If instead, she says “Okay, you want the money – you PROVE we should give it to you”, then the burden of proof – and failure – is on the President.

    She’s a smart woman. This was the smart thing to say. It says “I’m listening, but make your case valid or I can’t help you.” Excellent strategy once you get past the initial concern.

How is it that over half of the american people as well as the rest of the world did not agree with us going to war in Iraq? These very enablers are sitting in congress right now and need to get a HUGE slapdown from the american people who were not only “smarter than they were” but certainly “more enlightened than they were/are”… Everyone who voted to grant this imperial dictator war power needs to read Schlesinger’s book entitled: THE IMPERIAL PRESIDENCY to see how in the years leading up to Nixon’s resignation, the war power was abused by presidents. However, in reading this book, it’s crystal clear that this president has upped that unchecked power to another level and now this country is doomed to failure because of it. The very foundation upon which this once-great country was built has been shattered – illegal wiretapping of it’s citizens, the lifting of habeas corpus, the breaking of the geneva conventions, the overwhelming national debt which is tanking this country economically and will bring about another recession/depression if we continue to allow such capricious and unchecked fiscal accountability (do you balance your checkbook like this? Wouldn’t that be everyone’s dream??). Things are completely out of hand and if we continue to enable this debacle in Iraq it will only become a bigger debacle (two wrongs will NEVER make a right) so let’s send a clear signal and cut this lameduck president off at the knees where it counts and refuse to spend another dime on Iraq.

    He never had a valid, legal “reason” for going to war in the first place so he could never have a valid plan – he’s never identified a realistic “enemy” (fighting an idealogy with guns? Huh? What’s missing here? Some normal intelligence on his part for sure)….without a clearly defined “enemy”, there should never be a “war”…..No reason for war…..No enemy defined…..no strategy…..no plan. It’s kaput and this psycho needs to get out of his own way and allow this Congress to “save this country” from itself.

Personally I dont see why they dont pull another card out that says we never declared war and Bush himself said Iraq had “nothing” to do with 911 and Congress ONLY authorized action for a response to 911. That should provide a path for declaring that the president has no grounds to carry on a mission that was not authorized by Congress. And THAT might convince enough republicans that they can not back this president any longer…. and then that may lead to the REAL ultimate weapon…. Bush cant keep us in Iraq if he and the VP are no longer in office.

    You are right robert. She is putting the burden of proof on the president and the request will be allowed to be brought onto the floors of congress for debate and not behind closed doors and pushed on the american just for the fear of terrorism.

    What is a valid reason for the escalation? What is the timetable for this escalation? What is the dollar amount associated with this escalation? What are the benchmarks to be met?

    The President should answer all of these. It’s understood that the situation on the ground will change but an initial plan that needs to be adjusted is far better than no plan at all.

    Just repeal the Congressional Resolution passed in 2002 that authorized the use of military forces in Iraq: Public Law 107-243- October 16, 2002: Authorization for the use of military force against Iraq. Resolution of 2002.

    This Resolution was passed by majority vote in the House and the Senate and can thus be repealed in a similar manner.

    Then this illegal and unconstitutional war will be over…

    What do the troops already in Iraq and Afghanistan “need” funds for? Aren’t they there to kill and die in an endless war with little point but to save Bush from having to face failure?

    What happens if Congress does not “provide the funds that the troops already in Iraq and Afghanistan need”…then does Bush spend the funds already authorized until it’s gone, and tell the troops they’re on their own to get home however they can? I don’t think so…

    A tough stance against escalation is good, but leaves us in the same mess that voters objected to in November…continuing a losing war for two more years for the sake of one man’s ego. Where’s the progress in that?

    In the year I’ve been here? I’ve been a voice for change. And incase you didn’t notice, we were instrumental in what happened on November 7th, which will probably – hopefully – be a very positive change for the world.

    I also stopped being self-centered by leaving a lucrative architecture career to go teach high school students. This year, I’ve managed to keep a couple of kids from dropping out of high school, have taught my students critical thinking skills, and have made sure there are at least a few kids who will contribute to society by validating them, respecting them and helping them find a direction in life.

    Yeah Juan you see it’s a big world and America is a big super power. We get involved from time to time in foreign affairs when they relate to issues that effect us or humanity in general.
    Same could be said about the communist super powers who think their mission is to establish communism all over the world. That Dictator Chavez for instance. Like our Democrats and left media.     Actually, you lost according to your own definitions of success.     Personally, I don’t. I just started teaching the middle of last year after 14 years as an architect.

    Actually, I have been able to reach my students who were going to drop out of school by letting them know that it is okay for them to be who they are, and that they do have opinions for their futures. By the time I get them, theyare 17 and 18. You’ve already damaged them to that point so much that it’s hard work to undo your ‘child rearing’

    What is failing American children are their parents. Look no further than in your own mirror to see why your child is a failure. You have that kid for the first 5-6 critical years of its life. You are 75% of the influence onits life. If your kid fails – it is you who holds the blame.

    It’s a good thing you don’t have kids based on the your failure as an educator.

It could not be blindness as I know may people who are blind who through the National Institute for the Blind get access to tools that allow them to type messages in the correct case and with the correct spelling as well as read messages. There are commercial products that take in verbal entry as well as text (both paper and electronic media) to speech products. Hearing would not be a problem as sight and touch are all one needs for entry. Stephen Hawkins manages quite well with Lou Gehrig’s disease. There are even devices that allow one to input Morse code with blinking of the eyes. These have been more recently been replaced by focus scan devices that allow one to basically look at a keyboard-like image and type. Individuals using these devices can sometimes type at speeds faster than a typical speed typist.

She has five Presidential Awards for excellence in education from the Ford, Carter, Reagan, Clinton and Bush 43 administrations. one Bronze, three Silver and one Gold.     8am The guards pass his daily ration of 15 sheets of toilet paper through a slot in the door. They are instructed not to talk, adding to the sensory deprivation.

    9am Mr al-Rawi is served the first meal of the day: eggs, potatoes and water.

    9.30am He is told to return the tray and plastic spoon through the slot.

    11.30am Twice a week, the prisoner gets a rare treat: a shower. He is allowed out of his cell after being shackled and manacled and is taken to the shower by a guard. He is issued with a small piece of soap and watched at all times. He is allowed precisely five minutes.

    12.30pm A lunch of cold halal chicken is passed through the slot in the door. No hot food has been allowed for the past five years. The plastic utensil is passed back through the door after 30 minutes.

    3pm If he is lucky, this is the day for the prisoner’s weekly letter writing session. He is issued with the internal part of a miniature Biro pen through the door. Again, the transaction will be carried out in silence.

    The above is pure Republican propaganda and a flat out lie. The “terrorists” have been emboldened by 50 years of US foreign policy which involves backing corrupt dicators around the world. The chemical weapons Saddam used to gas the Kurds were sold to him by Rumsfeld/Reagan/Bush. This is why they rushed his execution and prosecuted him on totally different charges and prevented Saddam from spilling the beans on these killers. Iraq had nothing to do with 9/11.     While I have no problem with engaging trolls as a sport, I’m sorry to see it has taken precedence over discussion of the blog post subject.

    Having a holy Bible in Saudi Arabia would cause you just as much trouble as having a Jewish mother. And please supply some proof that the ACLU has advocated people being arrested for being Christians or Jews or having Bibles. You still can’t see the difference between private religious worship, which liberals and the ACLU (which has, in fact, many Jewish lawyers) respects, and keeping religious activities out of public schools. There are always Catholic and other types of religious schools parents can send their chidlren to, if they want them to have a religious education, as you should well know, since you’re always boasting of your own private school experience. (In reality, you make a rather poor advertisement for the “benefits” of private school education.)
    I’m not forgetting history; I’m simply saying what happened under Stalin 60 or more years ago maybe isn’t the most apt comparison to Saudi Arabia today. How about comparing more recent US-supported dictatorships like Chile under Pinochet?

The democrats are focusing on this latest increase.

    Speaker Pelosi’s statement that “…the new Congress should not refuse to provide the funds that the troops already in Iraq…” says to me that further House votes to continue funding are assured. It sounds to me like a promise not to resist…not unlike her promise that impeachment is ruled out. My impression is one of surrender to Bush before the battle is joined, and that’s not what I’ve been voting for!

    My disagreement is with the notion that we have to keep pouring money into Iraq because troops are there. Congress shut down the Vietnam war, and I don’t remember hearing about troops being left behind as a result.
    I think we’re being fed a phony justification for “staying the course” that makes no more sense than saying troops have died, and we dishonor them unless we send more troops to die.

    By the way, just cutting off funding will not keep Bush from sending in troops. They’ve been able to move money around from other things in the past, especially since the Republicans allowed them to do whatever they wanted without any accountability and very little accounting. The oversight begins this week. What Pelosi is talking about is to bring the administration into hearings and say “You want more money? Give us an itemized list. You don’t get a blank check this time around.” That doesn’t mean funding for a surge. That means making sure any funding that’s appropriated doesn’t get moved to support a surge. Whether a withdrawal begins tomorrow or six months from now, the funds still need to be appropriated for existing troops.

    Part of the problem is that the money for the troops is also combined with the no bid contracts and therein lies the true demon of this conflict. Billions pissed away with no accountability. The GAO released a report in December saying urgent oversight is needed with the contractors in Iraq. The military had not been given proper training in utilizing the contractors, don’t know how many are working on many given jobs and aren’t working with other private contractors to complete projects. History will show this to be one of GW’s biggest blunders.

    I understand that the administration can, and does, move funds around to suit its plans. Whether it could play 3-card monte with $160 billion if denied the next appropriation is another story. The way I see it is they’ll have no need to worry as long as they have a promise that Congress will “support the troops.”

Intelligent, well-educated people do tend to be liberal, however your image of Ivy league universities as being a hotbed of liberalism or Communism (and you’re too stupid to understand the difference, and already lose the argument again by calling everyone here “Communist”) is all wrong. In the field of East Asian studies, there were some very conservative professors–particularly on the Chinese side, professors whose families had left the mainland after the Communist takeover and certainly not sympathetic to the Maoists. Why don’t you ask the US government,which, under a Republican president, awarded me one of only eight Fulbright Fellowships in the field of East Asian studies, to get a refund?
    As for parents, my father was probably more leftwing than I am, my mother about the same as I (and definitely not pro-Communist). I had a Republican stepfather, who would most likely not be registered GOP today. He was a chemist and a conservationist, and the current G(reedy)O(ld)P(erverts) would be too anti-science and anti-environment for his liking. Moreover, both of my parents and my stepfather certainly would have been very disappointed if I had turned out a narrow-minded bigot like you.
