Kennedy Introduces Bill Requiring Congressional Approval For Iraq Escalation»

Today, Sen. Ted Kennedy will introduce the first legislation demanding accountability for President Bush’s Iraq policy. Kennedy’s bill will require the president to gain new congressional authority before escalating the war in Iraq. Below, a summary of the bill from Kennedy’s office:

The legislation requires the Congress to vote before the President escalates troop levels in Iraq.

The legislation claims the people’s right to a full voice in the President’s plan to send more troops into the Iraq civil war. It says that no funds can be spent to send additional troops to Iraq unless Congress approves the President’s proposed escalation of American forces.

The Iraq War Resolution of 2002 authorized a war against the regime of Saddam Hussein because he was believed to have weapons of mass destruction and an operational relationship with Al Qaeda, and was in defiance of U.N. Security Council Resolutions.

The mission of our armed forces today in Iraq no longer bears any resemblance to the mission authorized by Congress.

Iraq has descended into civil war and sectarian violence continues to escalate. …

President Bush should not be permitted to increase the number of United States troops in harm’s way in the civil war without a specific new authorization from Congress.

    What if Bush signs the bill, and issues a signing statement that he considers it to be advisory?

    Three outcomes possible:

    1: The bill fails to pass (the most overwhelmingly probable outcome).

    2: The bill passes, Chimpy vetoes it, bill fails to pass over veto.

    3: The bill passes, Chimpy vetos it, bill passes over veto, Chimpy signs it into law, only to sneak back later and attach one of his famous ’signing statements’, stating that as Commander-in-Chief, he can do whatever he wants ‘in the interests of national security’, Congress be damned.

    In other words, whatever happens, nothing will change.

    Folks, if a President thinks he can issue ’signing statements’ that enable him to ignore the will of Congress, no law is going to rein him in. Impeachment is the only answer at this point…it is Congress’ duty initiate impeachment proceedings…if they fail, they are every bit as guilty of violating their Oath of Office as Chimpy is.

    As others have noted, in and of itself, this may not get Bush to do anything about ending the occupation of Iraq. However, it helps draw the line in the sand and apply a little more pressure. Anything to keep the issue on the front page, on the TV screens, and on the blogs helps propel the grassroots movement. It also may help set the stage for impeachment with more props.

    I posted a comment here yesterday about how I have been trying (in my posts) to find ways to inspire people to work together to find real, lasting, solutions to some of the problems we are facing. But, that I am not very hopeful that enough people are standing up strongly against the surge plan. And that it looks like I will be joining the chorus of blame and start directing my comments toward the people, working for the government/ corporations/and main stream media, who have not enough to stop this madness.

    So, I watched the second part of Hardball with Chris Matthews last night. I have watched enough Hardball in the past, to have a feel for the show.

    Mr. Matthews does his best to make it sound like the Democrats are no different than the republicans. I believe he is nothing more than an apologist for the failures of the administration. The democrats have been in control of the house and senate for what, four days? Yet Mr. Matthews is going out of his way to lay the ground work to place blame, on the democrats. At one point, he said something to effect of; are they all talk or will the democrats cut funding for the war. He made a big deal about the day off yesterday. He implied it was no different than what the republicans did. Mr. Matthews said it was because of the game, but I did not hear him say anything about the freshman members being in training yesterday.

    Mr. Matthews, this is not a game.

    This isn’t a challenge, btw. This is the expected response to the 30,000 troop challenge Bush threw out the minute he saw that he wouldn’t get a free ride from Congress.

    Bush will lose his challenge. Congress will pass Kennedy’s bill easily, for one reason - it defends Congress’ own authority, and self-aggrandisement is every politician’s priority. It’s a softball shot that the knee-jerk media will turn into a political homerun.

    Then, Bush will have to decide on whether to whine like a little kid and stamp his feet hoping that his 23% popularity is louder that the rest of the increasingly pissed off country, or face increasing rounds of questioning from Congress who, after a long layoff, has rediscovered the word “why?”

    Karl Rove isn’t a genius, he’s a freaking idiot. Every decision maker looks like a genius when they live in a vaccuum, and posing the troop increase was a dumbass move for someone who isn’t getting a free ride anymore. The right political answer was the only option they had left - ignore the war detractors altogether. Ignorance had got them to where they were, they needed to stick to it.

    Now that it’s been proven possible to shake them, there’ll be a whole lotta shakin’ going on. This administration is over. Toast. Finis.

    If Bush vetos the bill, he is going against the will of the people. If he approves it with an added signing statement indicating he can send troops anyway, he is going against the will of the people.
    His reaction to this bill in addition to the reaction to Waxman’s & Obey’s requests for documents, and the results of the upcoming investigations are what will bring the criminals in this administration down.
    I suggest rewatching “All the Presidents Men”. Persistence and patience is required - we’ll do it right this time to make sure these crooks don’t resurrect themselves again.

    No kidding, Jane. Compare: the extensive powers over the military and its uses explicitly granted to Congress in Article I Section 8, or a vague, expansive interpretation of the phrase “commander-in-chief” in Article II. Which one takes Constitutional precedence is pretty damned clear.

    Easy, Greg, easy. The authorization was that Bush would go to war as a last resort after getting a second UN resolution. Bush was also supposed to come back every 60 days to provide more evidence of the threat the Hussein regime to our country. Bush hasn’t lived up to his part of the authorization. In addition, the constitution clearly states that authorized war funding is good for 2 years. Greg, some of us believe the cowardly thing to do is to trash our constitution because we’re afraid. You evidently are part of this freightened group of unfortunate Americans.

    But lost in the controversy over ~20,000 additional troops who haven’t gone to Iraq is the fate of 140,000 troops already there. To these men and women we say, Keep on keepin’ on…however long Bush wants you in Iraq, we’ll see that he has the money to do it…all in the name of “providing the funds you need.”

    On Sunday morning, Speaker Pelosi trotted out the timeworn excuse for continued support of the US occupation of Iraq as follows: “Although the new Congress should not refuse to provide the funds that the troops already in Iraq and Afghanistan need…” and “The American people and the Congress support those troops. We will not abandon them.”
    On Monday, Senate Majority Leader Reid said:
    WASHINGTON - In a blunt challenge to President Bush, the leader of the Senate’s new Democratic majority said Monday he will “look at everything” within his power to wind down the war in Iraq, short of cutting off funding for troops already deployed.

    Until there is real opposition to the quagmire, these pledges of continued funding tell me that our new leadership is quite willing to “stay the course.” If the proposed escalation is defeated, fine, but that leaves our involvement in Iraq right where it’s been…Not good enough!

    Dennis Kucinich said: “Each appropriations vote gives the President ‘implied consent’ to continue the war. So it is clear that this war is not only the President’s. This war belongs to Congress as well, to Democrats and Republicans alike, in the House and in the Senate.”

    Giving the troops “the funds they need” is cover for maintaining the status quo.
    US military involvement in Vietnam didn’t end until Congress turned off the money tap. The result?…the troops were brought home, they weren’t “abandoned.”

    Our new leadership’s eagerness to promise “support for the troops” stinks of the fear of appearing “weak on defense”…the same fear that gave Bush the AUMF and every appropriation since then…a fear born of concern for political survival, not American interests.
    If Democrats can’t buck up now, fresh on the heels of a voter call for change, and 26% public backing for the president’s conduct of the war, then when?

    An authorization of force is not a Declaration of War. The Presidents have only been getting away with killing people without a Declaration of War because Congress lets them. Bush has no leg to stand on. He cant say we are in War so he can do as he pleases. We are NOT in war. Until war is declared Congress can play this inbetween peace and war game either way they want.

    Hm, let’s see if I got the math correct here:

    There are currently about 140,000 troops in Iraq.

    In addition, there are more than 100,000 contractors (not counting sub-contractors) in the country, according to the WaPo - many, if not most of them working not in reconstruction, but in security.

    Bush wants to increase the troops by 20,000, which is therefore not 1/6, but more in the neighborhood of 1/8 of the current level.

    If these 20,000 should be fighting troops, there would be at least 60,000 more required for admin. / support purposes for this contingent.

    If not, most likely not more than 5,000 would be actually ‘walking the beat’ (= getting blown into bits and pieces).

    And all this should help - how?

    Impeachment is like a grand jury indictment. It says a trial can go forth. Clinton was not removed from office because the post-impeachment hearing did not have sufficient evidence to convince Senators to do so. As for Clinton being guilty of perjury, IMHO he was not because perjury involves more than lying under oath. The subject of that lie must be relevant to the issue of the trial. Clinton’s consentual affair had nothing to do with the sexual harrassment charge. Further, it’s questionable that he even lied because he responded using the definitions supplied by the prosecutor. And the end of the day, though, SO WHAT?? Bush’s screwing our Constitution and getting our troops killed is massively more immoral.

    Enforce UN Resolutions done

    Remove Saddam I’m sure you’ve seen the video

    The only thing ol GW has is Authorization to defend the national securtiy of the United states against the continuing threat posed by Iraq.

    What threat does Iraq pose? Also within the Authorization are reports to congress every 60 days. The president is in violation of this. Also within the Authorization it’s stated that nohting in the resolution supersedes any requirement of the War Powers Resolution.

    The President does not have the power to continually use our military forces on an emergency basis without proving the need.

    I know you don’t like it but that’s not in the resolution either. So bitch all you want, and cry in a manner that is seen all thru the RedStates. It doesn’t change what binds the President thru the resolution.

    Kennedy is wanting accountability. Why is that a bad thing?

    First of all, that’s a big “hopefully” to risk more lives on, given the evidence to the contrary so far. Second, this escalation in forces (which is what it is) will not work, according to the vast majority of, well, everyone. The bad guys will do the same thing they did in all the other Iraqi cities, they’ll move out of Baghdad and wait for the heat to die down. They’ll return when the Americans leave, and since your glorious leader has no intentions of withdrawing troops from Iraq no matter how many die for his failed policy, this escalation will, in the end, amount to nothing more than murder.

    *******This is your opinion - which I do not hold in high regard. I supported many aspects of the Clinton administration’s efforts, but found them completely inept in dealing with North Korea and terrorists. “Pitiful” and “impotent” are the words that leap to mind when I consider WTC-I, the African embassy bombings, the USS Cole, etc. Why did you support their incompetency?

    It’s not just my opinion, it’s the opinion of a majority of the country (if the polls are to be believed.) The first WTC bombing happened mere weeks after Clinton took office. And the people who did it are sitting in jail now. What was so “pitiful” and “impotent” about that? The Republicans were not helpful when he wanted to respond to the African embassy bombings. And as for the USS Cole, Clinton has said that they did not get the official word that al Qaeda was responsible until just before he left office. He prepared a response to it and handed it off to the Bush administration who promptly ignored it. Until 9/11. Bush’s initial response to 9/11 was basically what the previous administration recommended be done in response to the Cole bombing.

    *******I could care less who proposed such an aborted plan. If Chuck Hagel, former Sen. Lincoln Chaffee, or Olympia Snowe proposed such an incomplete plan I would be in opposition.

    First, you didn’t oppose Bush’s invasion despite the fact that his ‘plan’ was so incomplete, it didn’t exist! Second, why continue with all the personal attacks against Senator Kennedy? If your problem is with the content of the proposed legislation, then how does attacking the one who proposed it make your argument any stronger? If you have a problem with the bill, then attack the bill as if Sen Hagel introduced it. Then no one can (rightly) accuse you of having your opinion of the bill swayed by your intense hatred of Sen Kennedy. Otherwise, you simply have no credible beef with it.

    When I bring up Ted “Breast Stroke” it is only because this “man” does not have the moral compass to stay out of public. This foul example of character has no moral relevance. NONE. And if he wants to put himself on display, he’s fair game.

    He is “on display” because the people of Massachusetts want him “on display”. If they didn’t, they wouldn’t vote to send him back to Congress every six years. Both Bush and Cheney are even fouler “examples of character”, yet you defend and support them vigorously. Sounds like you’re the one who needs her moral compass adjusted.
