This week, Sen. Ted Kennedy (D-MA) introduced a resolution requiring President Bush to gain new congressional authorization before escalating the War in Iraq.
President Bush, however, says that he is going to send more troops to Iraq no matter what Congress does. Watch an excerpt from his 60 Minutes interview tonight:
Legal scholars on the right and left agree that Congress has the legal power to prevent an escalation or end the war completely.
Transcript:
Q: If you have the authority to put the troops in there no matter what the Congress wants to do.
BUSH: I think I’ve got, in this situation I do, yeah. I fully understand they could try to stop me from doing it. But I’ve made my decision. And we’re going forward.
But minimum wage comes first!
January 14th, 2007 at 11:02 amYes, Congress has the authority, but will Congress do it? Will Congress once and for all do the will of the American people for the good of the country? I highly doubt it, but I’m so used to seeing Congress cave in over and over again that I don’t know what real Congressional courage looks like.
January 14th, 2007 at 11:06 amBTW, did anyone catch Hagel chew Lieberman a new one on “Meet the Press” this morning?! I swear Lieberman actually blushed!
No matter what Congress does? Even if Congress cuts off funding?
Impeach. Now. Before more needlessly die.
January 14th, 2007 at 11:07 amPoor Shrub, using THAT word again: “THINK”
Doesn’t he know that HIS BRAIN, HIS THINKING is why we are where we are today?
George, STOP IT, NOW! You’re the DECIDER, NOT THE THINKER!!!
When you THINK, SHRUB, YOU FAIL.
January 14th, 2007 at 11:10 amEvidently everything you and I were taught in civics class about democracy and how the American government works was a bunch of crap.
January 14th, 2007 at 11:14 amBush: I’m Sending More Troops To Iraq No Matter What Congress Does
Well, you could just air-lift them on Air Force One after funding has been cut off, RIGHT? That might be your only option, Dubya-Dunce-the-Decider.
January 14th, 2007 at 11:16 amTime for Congress to remind the Executive Branch that they are EQUALS, and that per the Constitution, which they all swore to uphold, only Congress has the right to declare war.
Bush badly needs to be spanked, and if this Congress does that, they will have honored the vote of thepeopleon November 7th. If not, they should be prepared to find new jobs in 2009.

January 14th, 2007 at 11:19 amSo, what Bush is saying is…Democrats win in 2006 plus a sizable Republican opposting my policy and with 70 % of the population against ‘escalation-(depending on whom you are talking to..Condi calls it augmentaion, other call it surge)’ don’t mean anything to me..’cause I made my decision, and that is what counts. Of course all this talk about ISG was only a hogwash..the plan now is ‘New Way Forward’, with more sacrificies.

WTF??????
January 14th, 2007 at 11:20 amNever before in our lifetimes have we seen a time when our elected representatives have actually been expected by a majority of their constituents to put the constitution before party and re-election. They haven’t figured out yet that we mean it.
This is why we have to keep calling their offices and insisting that they fulfull their constitutional responsibility to provide authorization for war, backing up that responsibility with a threat to impeach if it is not followed. We have to call them out publicly. We have to ask our representatives why they haven’t called for impeachment yet.
These guys have gotten used to not answering to you and me because we have not insisted that they do. We have refused to impose term limits. We have nursed at the tender tit of consumerism while they have been stealing the furniture. Had enough?
January 14th, 2007 at 11:23 amHasn’t he already started sending them over? The train wreck is already in motion.
The only thing left to do is IMPEACH!
January 14th, 2007 at 11:24 amIf this pronouncement (signing statement) is followed through, this would not just be a misdemeanor, but a good case could be made that it is a high crime against our Constitution!

January 14th, 2007 at 11:26 amMr. President, I will try to put this in words you’ll understand. We do not support your plan for an “influxion” of troops. And no matter what you say, we’re not willing to make a “sacrifution” just to save your personal reputation. I explained it in more detail on my blog with my latest parody. Enjoy.
January 14th, 2007 at 11:28 amHow many of you are ready to march in the streets of DC?
January 14th, 2007 at 11:28 amHey, Briseadh,
I’m curious (and I don’t know all the details), but did we send our troops into the sovereign terrority of another nation when they went into that consulate in Iraq and took those Iranians? If so, doesn’t sending troops into the sovereign territory of another nation constitute an “Act of War”? If not, what is it about what we did that prevents Iran from viewing it as an act of war?
January 14th, 2007 at 11:31 amWho elected Bush dictator? Don’t we have three branches of equal government in America?
January 14th, 2007 at 11:31 amBush couldn’t define them a few years ago - today he claims them all to himself.
He must be forced out of office.
Scott Pelly of ‘60 minutes’…Should have asked Bush..if this has to do with PNAC(PROJECT FOR THE NEW AMERICAN CENTURY) and th NeoCons doctrine of Clean Break, and the Realm.
January 14th, 2007 at 11:31 am“They can try to stop me?”
“I’ve made my decision?”
Pardon me if I take a second to quote the agreed upon pact for civil governance for the most powerful nation in the history fo the world:
“The Congress shall have power to … declare war … to raise and support armies, but no appropriation of money to that use shall be for a longer term than two years … to make rules for the government and regulation of the land and naval forces.”
Mr. Bush, your personal stupidity is about to get the Presidency itself neutered.
January 14th, 2007 at 11:32 amBizarre. The hand gestures, the body language (what I can see of it). The tone of a little boy whose mommy told him he’s right and everyone else is wrong (there was always one kid like that in every neighborhood that everyone hated).
But he’s bullying on such a huge, dangerous scale. How can one person be allowed to be so reckless with so many people’s lives? It’s MADNESS.
January 14th, 2007 at 11:34 amIn our constitution, it states that the Congress shall not pass laws which contradict the powers delegated to the three branches of government, so there actions show a startling lack of understanding of their own government.
Bush should have sent in more troops prior to that Shia mosque being bombed, because he knew all along what the insurgent strategy was - to start a civil war. As your enemy adapts, you too must adapt, or as the libs like to say “change course”. Bush failed to adapt to this new tactic over a year ago, hoping that the increasing number of Iraqi troops could handle the problem. What he couldn’t have guessed, is that Maliki would have been too weak to act. Tragic.

Once again, fools like you who support Shrub and are complicit in this fiasco is what is so TRAGIC.
January 14th, 2007 at 11:48 amDamn right Bush has the right to send more troops. Congress has no authority and can not tell Bush what to do.
Comment by Exley
Incorrect. The President only commands the troops that the Congress raises and supports. And the Congress makes the rules for what our military does, and can constitutionally restrict them any way they see fit. The President cannot do “whatever he wants” (as some have suggested) with our military. There are limits to his authority over our nation’s armed forces. The Congress CAN stop him (assuming he has a change of heart and decides that laws do matter in this country.)
January 14th, 2007 at 11:50 am22, Wayne, a case could certainly be made for what you’re saying. My post last Friday on that subject never showed up.

January 14th, 2007 at 11:56 amI dont think thats Exley, Wayne.
Briseadh,
I’m not sure if something I posted ever showed (it might have and I just forgot which thread it was on), but I was concerned about certain details. For example, I heard the word “consulate” used to describe what it was our soldiers stormed. I know that a nation’s “embassy” has full territorial sovereign rights, but does the same apply to a “consulate”? Or is that just another word for the same thing, “embassy”? If they’re the same, and if our troops actually went ion (as opposed to yelling advice to the Iraqi soldiers from outside the compound), then it would have to be seen as the same as sending troops over the border into Iran (which is most definitely an act of war.)
January 14th, 2007 at 11:56 amTo my elected officials:
On Sunday, January 14, 2007, President George Bush tells 60 Minutes, in regard to his decision to send more troops to Iraq:
“I think ‘ve got, in this situation I do, yeah. I fully understand they (Congress) could try to stop me from doing it. But I’ve made my decision. And we’re going forward.”
However the United States Constitution clearly states:
“The Congress shall have power to … declare war … to raise and support armies, but no appropriation of money to that use shall be for a longer term than two years … to make rules for the government and regulation of the land and naval forces.â€
On November 7th, 2006, the People of the United States sent Congress a very loud and clear message that we want out of Iraq. If George Bush will not honor that request from the people for whom he works, it is your responsibility as our Representatives to remind him of his sworn duty to uphold the Constitution, and respect the Legislative Branch’s obligations in a time of war. It is my job, as clearly defined by Founding Father Thomas Jefferson, to remind you of yours when you are not doing it. And right now, Congress is not following the Constitution or will of the People. Please make this a priority.
Thank you,
January 14th, 2007 at 11:59 amGood News, Hendler and Exley: the House has voted to raise the minimum wage! That means you’ll get a raise for your work posting here!
Hendler: “In our constitution, it states that the Congress shall not pass laws which contradict the powers delegated to the three branches of government, so there actions show a startling lack of understanding of their own government.”
Could you please clean up the grammar in the last half of that sentence, as it stands, it is meanless. Hint: replace “there” with to whom you are referring.
January 14th, 2007 at 12:00 pmHere’s an interesting tidbit from this morning’s paper.
“A Kurdish army bridage from northern Iraq is undergoing urban-combat training for deployment to Baghdad, where it expects to take on the Mahdi Army Shiite militia, its commander said Saturday.”
On whose orders?
January 14th, 2007 at 12:01 pmDoes al Maliki know about this? Is he sanctioning it?

Here is an interesting question, if/when Congress declares of a war, can they then UN-declare it? I guess in their power to approve treaties, they can end it, so does congress have a peace treaty with terrorists that we don’t know about?

Actually, we liberals did tell you blood thirsty neocons that this invasion of Iraq was both illegal and unwinnable considering your Commander in Chief. You chose to not only ignore us, but call us unpatriotic and unAmerican. Apologize for your participation in that demonization of our right to stand opposed to anything that will cause our country more harm than good.

TP needs to fix a lot of shit around here. Just sayin’.
January 14th, 2007 at 12:08 pmI should also think that the Bushco crime syndicate is also behind the provocative attack on the Iranian “consulate”. Trying to provoke the Iranians into some retaliatory anything to justify the next move. Airstrikes on their “nukular” facilities.
January 14th, 2007 at 12:08 pmBris,
I have no problem with the minimum wage - it’s negative effects impacts the black community most, which is mostly Democrat, helps illegal immigrants (hispanics), who are displacing the black community in political power (again, mostly Democrat), and definitely helps the white community, which is predominately Republican.
Thanks, Dems, for indirectly hurting your consituents, while appearring to help them and bolstering your own image, so that the black community keeps voting for you to hurt them.
January 14th, 2007 at 12:10 pmWayne, (45) That’s what I replied to, and that reply never showed up. I included a brief, fully cited quote from a book I do not have with me at the time, so I’ll have to paraphrase (and hope this post shows up).
There are conflicting facts being circulated as to the status of the building and occupants, however, consuls, in international law, may have even greater diplomatic immunity than Ambassadors.
There are a number of countries expressing their concern, and rightly so. Could the United States invade Iranian offices on their soil? Well, we have the manpower to do so. Would we? That’s anybody’s guess, but Bush’s track record increases the likelihood that we would.
This is merely the latest step in trying to goad Iran into a response.

Once again, you label my statements as “reading comprehension” problems, without backing up that statement. You are correct not to do so, since libs only need to look at their adversaries with disdain, without substantiating it, to maintain their image.
Afghanistan is actually doing quite well Democratically, because their leaders understand who their enemies are (Taliban), and don’t hesitate to attack them. In Iraq, they understood to attack insurgents, but didn’t understand that they needed to completely protect all citizens from insurgents provoking a war. It is easily winnable, but Iraq does need a new Prime Minister.

Hendler’s back and the outlook is up, up, up!
I’ve been reluctant to jump on the impeachment bandwagon because it will unfortunately amount to a fool’s errand as long as Cheney (who’s just as bad if not worse than Dubya) remains Vice President. However, at this point, I don’t see any alternative to the Presidential juggernaut. If Bush insists on sending more troops to Iraq in defiance of Congress, he will not only be effectively communicating the message that Congress is irrelevant and that he is not answerable to them — he will also be saying the same about the American people, because Congress is made up of people whom the American people have chosen to represent them in government. The polls indicate that a majority of Americans do not support sending more troops into Iraq — so if Bush goes ahead and does it anyway, he will have sacrificed the will of the American people to his own and this will represent a betrayal of the promises he made when he took the Oath of Office. The only logical and effective response to this from Congress would be to draw up articles of impeachment — if they do not, they will send the message to Bush that they will essentially roll over and play dead for the next two years.
It’s been becoming more and more clear over the last few years that Dubya does not consider himself beholden to anyone — and as some of us have known all along, this is a very dangerous sign. He’s been making end-runs around Congress by signing bills into law but then using signing statements to declare himself exempt from the same law — this amounts to a de facto line-item veto, but there is no official procedure for a line-item veto because the Supreme Court has already ruled in the past that it’s unconstitutional. This is a serious disruption of the system of checks and balances which our Founding Fathers created in attempt to avoid this very scenario — to prevent one branch of government from obtaining absolute power. Dubya must learn that he doesn’t have the right to absolute power, that he is answerable to the American people instead of vice versa — and given Bush’s stubborn temperament, the only way that he’ll learn it is by being removed from office. The only thing which concerns me is that given his behavior to date, it seems extremely unlikely that Dubya would concede even if a Congressional majority votes to remove him from office. It occurs to me that this would open the door to some very nasty possibilities — especially if what Truthdig has reported is true and right-wing supporters make up a considerable percentage of the police and the military.

I’m convinced, as a government employee myself, that people in positions of authority, the majority of the time, are lacking certain cognitive abilities that the rest of us possess.
Congress has done a lot of great things their first 100 hours. More than we got from the 109th Congress in tehir entirety. But as long as they continue to ignore the most important problem - military agression (aka Iraq) - nothing else they do will matter. Because there will be no United States if the rest of the world has enough of the violent bullying of sovereign nations and decideds to do something about it. And I have little doubt they are presently considering it.

It’s getting really bad here with the disruptive trolls. As I said, I’m willing to debate any conservative (a real one) on the issues, but trying to debate pimply-faced kids posing as authoritarians pretending to be sentient beings is not my idea of a good time. If it gets worse, I really will leave for good. I do support registration because I would like to hear the ideas that are out there. But I also don’t want to have to waste my time scrolling through hundreds of idiotic rantings, and I don’t understand why TP would want to pay for the bandwidth to transmit them (especially when they take out the hat and ask for donations).

Subject: ARE YOU REALLY AN AMERICAN?
January 6, 2007
I know Pres. Bush is a good man and anyone that puts him down will gets theirs from God himself someday. If you believe you have any values left than buck up, support defending your country’s freedom-for yourself and for your family and children’s lives. Support this man that has so many “unpopular” decisions to make. He is given intel none of us would have any clue how to deal with, he knows what we truly need. Don’t let yourself be poisoned by these superficial media devils that cunningly sway so many minds to believe what they want. Be mindful of all those desiring to be public icons that say one thing and do another. Know them by their works and know them by their manner of speech against another. Take pride in being an American and stand up. Perfect or not we haven’t had a values based leader that can hold a candle to this man. If we are fortunate the next president will be half the man George W. Bush is.

If Bush ignores Congress, everyone of these Senators that back Bush’s war will be extremely vulnerable to defeat in 2008. The voters will view them as obstructionists, just like the unpopular George W Bush.

January 14th, 2007 at 12:34 pmIt turns out that Bush was a heavy duty Risk player at Yale. You know, the board game of world domination:
http://www.truthout.org/docs_2006/011307D.shtml
“Junior was known as an extremely aggressive player in the venerable Parker Brothers board game, a brutal contest that requires bluster and bluffing as you invade countries, all the while betraying alliances. Notably, it’s almost impossible to win Risk and conquer the world if you start the game in the Middle East, because you’re surrounded by enemies.
His gamesmanship extended to sports - he loved going into overtime and demanding that points be played over because he wasn’t quite ready.
As Graydon Carter recollects in the new Vanity Fair, Gail Sheehy wrote an article for the magazine about W. that made this point: “Even if he loses, his friends say, he doesn’t lose. He’ll just change the score, or change the rules, or make his opponent play until he can beat him.”
W.’s best friend when he was a teenager in Houston, Doug Hannah, told Ms. Sheehy: “If you were playing basketball and you were playing to 11 and he was down, you went to 15.”
Good God …

Yes, finally having Pelosi foisted onto the public stage as the “face” of the Democratic party is a God-send for Reps, which is why she was hid prior to the 2006 elections, and it is presidential hopeful Hill’reh’s worst nightmare in this post-feminist world. Even now Barbara Boxer is calling Condi out on her status as “single with no kids” - gotta luv women.
In her first week, they caught Pelosi trying to deny the minimum wage increases to citizens of American Samoa working for Del Monte, because of her close ties to Del Monte in San Fransisco - only Bill / Monica were a greater image of Democratic narcissism, “we will do what we want, because it feels good”.

What you’re saying is that blacks are so unvalued to Corporate America (a neocon view by the way) that they can be replaced by people who are in this country illegally. That’s to call them worth less than a crinimal. It’s your logic Jason. The fact that several of us noticed it simultaneously is verification of your racism.
January 14th, 2007 at 12:43 pm‘Prisoners Are Diplomats’
Iran is demanding the immediate release of five men held by US forces it says are diplomats.
The five were arrested on Thursday in the northern Iraqi town of Arbil.
The US military has accused them of links to an Iranian Revolutionary Guard group that provides weapons to Iraqi insurgents.
“Americans should immediately release the five Iranians and pay compensation for the damage they caused to our office in Arbil,” Mohammad Ali Hosseini said.
The men were “involved in consulate affairs,” he added.
Hosseini said the Iranian representative office where the five men worked issued visas.
“Their activities were legal and in the framework of law,” Hosseini said.
President Bush pledged on Wednesday to interrupt a “flow of support” to insurgents from Iran.
Tehran denies backing the insurgency and blames US troops for the violence and for stoking tensions between Iraq’s Shi’ite and Sunni Muslims.
“Americans want to radicalise the atmosphere in Iraq to justify their occupation, but we will act wisely,” Hosseini said.

Catholic is Christian, whether you want to accept that or not. The Catholic church was the first Christian church, from which all others came through the Eastern and Northern scisms. As such, they are strongly against gay marriage, abortion, and all other moral stands that the Dems take.
Hispanics are increasing in political power, because everyone now sees that all those living in the US now will be given amnesty, sooner or later, and both parties are jockying to look like the ones most supportive of this process. Turn a blind eye if you want to, but the “leaders” of the black community jumped Hill’reh’s shit when she embraced Hispanics during their rallies last year.

January 14th, 2007 at 1:05 pm#94-”In her first week, they caught Pelosi trying to deny the minimum wage increases to citizens of American Samoa working for Del Monte, because of her close ties to Del Monte in San Fransisco -”
From all I’ve read, Del Monte has contributed to Republicans in Pelosi’s district. They have not contributed to Pelosi.
Still, I’m not sure what the motivation was to deny the minimum wage to American Samoans.
Getting back to the most important topic: does anyone think there’s a relationship between the troop escalation and oil contracts? I do think companies like Chevron are asking for cover while they cross all the “i’s” and dot all the “t’s” in order to screw over the people of Iraq. After that’s done, I doubt that Bush–I mean, Cheney–cares about the future of Iraq. Oh, and I think many people who made a lot of money have to finish up and hide their war profiteering before the U.S. pulls out.

January 14th, 2007 at 1:07 pmWow…just read through this thread. Jason (apparently, the current troll on duty) is doing his level best to derail the discussion (as usual).
Let’s try to get back on track, shall we?
For the last six years, this country has been hijacked by a cabal of unscrupulous thieves and murderers. They’ve done everything they could to shred our Constitution and neuter the Legislative and Judicial branches of our government while concentrating an unprecedented amount of power in the Executive branch, a ploy known as the Doctrine of the Unitary Executive…a bid to replace the Presidency of this country with a Kingship.
For the last six years, the Republican-controlled Congress has played its part as a willing accomplice to these criminal acts, rubber-stamping all of Chimpy’s demands, while demonstrating a shocking amount of neglect of their duty to provide oversight.
Now, thanks to the outrage of the American people, the Dems have control of both houses of Congress (although the control of the Senate is questionable, since Lie-berman claimed to intend to caucus with the Dems, but clearly intends to do the bidding of his Repub masters when it comes time to vote).
Add to this the outspoken opposition of many Repub senators, and you can see that it is clearly within the power of Congress to stop this misbegotten war. They have the numbers, and, contrary to what Chimpy and his cronies would have you believe, they have the authority, both moral and legal.
So, all that remains is for Congress to actually exert this authority and bring our troops home. The sixty-four-dollar question is: will they?
The members of Congress no longer have any excuse. They have the authority. They have the votes. And, they have an overwhelming mandate from the American people…the people they are supposed to be representing.
This is nothing less than a test of our very government itself. If the Dems finally put their foot down and stop this madness, by ending this war,and later by impeaching these criminals that have hijacked our government, we can continue, assured that it is still within the government’s power to heal itself. If, however, they fail to act, it will be all too clear that the sickness of authoritarianism and fascism have taken root far too deeply for our government to recover, and more drastic action will be necessary if we wish to save this country from the neocon terrorists, not to mention the rest of the world from us.

January 14th, 2007 at 1:18 pm#135, unbee,
Again, what is your argument?
Turkiye’s acceptance into the EU has again been pushed off, as sentiment for their acceptance has now ebbed, and additional treaties to further centralize control of Europe have failed to be ratified by European countries, so the EU is starting to unravel.
The UN has failed to fight terrorism, nor stop the genocide in Rwanda and now the Sudan, so they are no longer effective.
What are your arguments to the contrary?
January 14th, 2007 at 1:18 pmLook - here’s the deal:
The biggest problem we face (a coup by a foreign power and treason within) cannot be openly discussed. The “special relationship” IS the problem. Dov Zakheim stole $7 trillion from the DOD and sent it to Israel. Want to know why Bush is unafraid of the supposed “power of the purse” and the threat by Congress not to fund his escalation? The money is not needed. They stole it in advance of 9/11 (witness Rumsfeld’s admission of $2.3 trillion missing on 9/10/2001). The entire campaign is ALREADY FUNDED.
Zakheim stole the money on behalf of the co-conspirators in the coup (the Bush Cabinet and Likud - in concert with The Crown). They looted the US Treasury IN ADVANCE OF 9/11.
They did it because it was all part of the master plan. Chaos in Iraq is PART OF THE PLAN. The funding for the escalation is NOT coming from any budget that Congress has ANY CONTROL OVER. The money was already sent to Israel in advance of PNAC’s “NEW PERLE HARBOR” and will now be tapped on an as needed basis - having lost the backing of the American people and congress.
This ALL planned for.
Ask Dov Zakheim about the $7 trillion.
He and Kobi Alexander (former CEO of Comverse) were co-conspirators in the implementation of 9/11. Zakheim’s “Sysplan” provided the fly-by-wire technology and Comverse / Ptech provided the software.
Why is Kobi Alexander (wanted on Federal Charges) under the cover of the Witness Protection Program in the United States?
Where is Kobi?
Where is Dov?
Expose That!

January 14th, 2007 at 1:23 pmCoffinsDrapedWithFlags sez:
Again, I’m seeing a lot of people lambasting Chimpy & Company for their alleged ‘incompetence’.
Remember, folks, this administration is a lot of things…evil and criminal are a few adjectives that spring to mind, but they are not ‘incompetent’. Look at what they’ve accomplished in just six short years…the dismantlement of our Constitution, the concentration of an unprecedented amount of power in the Executive branch, a perpetual occupation of Iraq, enabling the United States to maintain a permanent military presence in the Middle East, and lately, the upping of the ante by attempting to drag Iran into the conflict.
If you are still duped by this administration and the MSM that continues to serve as their willing propaganda division, you might feel that this administration is incompetent, in that they have failed to accomplish their supposed goals of ‘fighting terrorism’, ‘keeping Americans safe’, and ‘bringing peace and democracy to Iraq’. However, if you’re alert enough to know this administration’s true motives, it’s easy to see that this administration is frighteningly competent.
