Bush: I’m Sending More Troops To Iraq No Matter What Congress Does

This week, Sen. Ted Kennedy (D-MA) introduced a resolution requiring President Bush to gain new congressional authorization before escalating the War in Iraq.

President Bush, however, says that he is going to send more troops to Iraq no matter what Congress does. Watch an excerpt from his 60 Minutes interview tonight:

I highly doubt it, but I'm so used to seeing Congress cave in over and over again that I don't know what real Congressional courage looks like.
    BTW, did anyone catch Hagel chew Lieberman a new one on "Meet the Press" this morning?! I swear Lieberman actually blushed!

    Time for Congress to remind the Executive Branch that they are EQUALS, and that per the Constitution, which they all swore to uphold, only Congress has the right to declare war.

    Never before in our lifetimes have we seen a time when our elected representatives have actually been expected by a majority of their constituents to put the constitution before party and re-election. They haven't figured out yet that we mean it.

    This is why we have to keep calling their offices and insisting that they fulfull their constitutional responsibility to provide authorization for war, backing up that responsibility with a threat to impeach if it is not followed. We have to call them out publicly. We have to ask our representatives why they haven't called for impeachment yet.

    These guys have gotten used to not answering to you and me because we have not insisted that they do. We have refused to impose term limits. We have nursed at the tender tit of consumerism while they have been stealing the furniture. Had enough?

    I'm curious (and I don't know all the details), but did we send our troops into the sovereign terrority of another nation when they went into that consulate in Iraq and took those Iranians? If so, doesn't sending troops into the sovereign territory of another nation constitute an "Act of War"? If not, what is it about what we did that prevents Iran from viewing it as an act of war?

    Bush should have sent in more troops prior to that Shia mosque being bombed, because he knew all along what the insurgent strategy was - to start a civil war.     Incorrect. The President only commands the troops that the Congress raises and supports. And the Congress makes the rules for what our military does, and can constitutionally restrict them any way they see fit. The President cannot do "whatever he wants" (as some have suggested) with our military. There are limits to his authority over our nation's armed forces. The Congress CAN stop him (assuming he has a change of heart and decides that laws do matter in this country.)

    I'm not sure if something I posted ever showed (it might have and I just forgot which thread it was on), but I was concerned about certain details. For example, I heard the word "consulate" used to describe what it was our soldiers stormed. I know that a nation's "embassy" has full territorial sovereign rights, but does the same apply to a "consulate"? Or is that just another word for the same thing, "embassy"? If they're the same, and if our troops actually went ion (as opposed to yelling advice to the Iraqi soldiers from outside the compound), then it would have to be seen as the same as sending troops over the border into Iran (which is most definitely an act of war.)

    On November 7th, 2006, the People of the United States sent Congress a very loud and clear message that we want out of Iraq. If George Bush will not honor that request from the people for whom he works, it is your responsibility as our Representatives to remind him of his sworn duty to uphold the Constitution, and respect the Legislative Branch's obligations in a time of war. It is my job, as clearly defined by Founding Father Thomas Jefferson, to remind you of yours when you are not doing it. And right now, Congress is not following the Constitution or will of the People. Please make this a priority.

    There are conflicting facts being circulated as to the status of the building and occupants, however, consuls, in international law, may have even greater diplomatic immunity than Ambassadors.

    There are a number of countries expressing their concern, and rightly so. Could the United States invade Iranian offices on their soil? Well, we have the manpower to do so. Would we? That's anybody's guess, but Bush's track record increases the likelihood that we would.

    This is merely the latest step in trying to goad Iran into a response.

    Afghanistan is actually doing quite well Democratically, because their leaders understand who their enemies are (Taliban), and don't hesitate to attack them.     I've been reluctant to jump on the impeachment bandwagon because it will unfortunately amount to a fool's errand as long as Cheney (who's just as bad if not worse than Dubya) remains Vice President. However, at this point, I don't see any alternative to the Presidential juggernaut. If Bush insists on sending more troops to Iraq in defiance of Congress, he will not only be effectively communicating the message that Congress is irrelevant and that he is not answerable to them -- he will also be saying the same about the American people, because Congress is made up of people whom the American people have chosen to represent them in government. The polls indicate that a majority of Americans do not support sending more troops into Iraq -- so if Bush goes ahead and does it anyway, he will have sacrificed the will of the American people to his own and this will represent a betrayal of the promises he made when he took the Oath of Office. The only logical and effective response to this from Congress would be to draw up articles of impeachment -- if they do not, they will send the message to Bush that they will essentially roll over and play dead for the next two years.

    It's been becoming more and more clear over the last few years that Dubya does not consider himself beholden to anyone -- and as some of us have known all along, this is a very dangerous sign. He's been making end-runs around Congress by signing bills into law but then using signing statements to declare himself exempt from the same law -- this amounts to a de facto line-item veto, but there is no official procedure for a line-item veto because the Supreme Court has already ruled in the past that it's unconstitutional. This is a serious disruption of the system of checks and balances which our Founding Fathers created in attempt to avoid this very scenario -- to prevent one branch of government from obtaining absolute power. Dubya must learn that he doesn't have the right to absolute power, that he is answerable to the American people instead of vice versa -- and given Bush's stubborn temperament, the only way that he'll learn it is by being removed from office. The only thing which concerns me is that given his behavior to date, it seems extremely unlikely that Dubya would concede even if a Congressional majority votes to remove him from office. It occurs to me that this would open the door to some very nasty possibilities -- especially if what Truthdig has reported is true and right-wing supporters make up a considerable percentage of the police and the military.

    I just want Congress to stop ignoring the elephant inthe room and do their damn jobs.

    I'm convinced, as a government employee myself, that people in positions of authority, the majority of the time, are lacking certain cognitive abilities that the rest of us possess.

    Congress has done a lot of great things their first 100 hours. More than we got from the 109th Congress in tehir entirety. But as long as they continue to ignore the most important problem - military agression (aka Iraq) - nothing else they do will matter. Because there will be no United States if the rest of the world has enough of the violent bullying of sovereign nations and decideds to do something about it. And I have little doubt they are presently considering it.

When I first came into the office to blog, I saw that other thread about the House passing prescription drug reform and I saw all those inane posts by "Sir Greg Nivens" (whom I suspect is neither named Greg, nor Nivens, nor is he a knight), I said goodbye again. As I said, I'm willing to debate any conservative (a real one) on the issues, but trying to debate pimply-faced kids posing as authoritarians pretending to be sentient beings is not my idea of a good time.     As long as you see and label them as the inferior "black community", you resign them to be just that.

    I have students in my Architecture classes who are black. The only true obsticle they face is people like you who define them by the color of their skin. Otherwise, they are just as intelligent and capable as any one else - regardless of skin color.

    From all I've read, Del Monte has contributed to Republicans in Pelosi's district. They have not contributed to Pelosi.
    Still, I'm not sure what the motivation was to deny the minimum wage to American Samoans.

    Getting back to the most important topic: does anyone think there's a relationship between the troop escalation and oil contracts? I do think companies like Chevron are asking for cover while they cross all the "i's" and dot all the "t's" in order to screw over the people of Iraq. After that's done, I doubt that Bush--I mean, Cheney--cares about the future of Iraq. Oh, and I think many people who made a lot of money have to finish up and hide their war profiteering before the U.S. pulls out.

They've done everything they could to shred our Constitution and neuter the Legislative and Judicial branches of our government while concentrating an unprecedented amount of power in the Executive branch, a ploy known as the Doctrine of the Unitary Executive...a bid to replace the Presidency of this country with a Kingship.

    For the last six years, the Republican-controlled Congress has played its part as a willing accomplice to these criminal acts, rubber-stamping all of Chimpy's demands, while demonstrating a shocking amount of neglect of their duty to provide oversight.

    Now, thanks to the outrage of the American people, the Dems have control of both houses of Congress (although the control of the Senate is questionable, since Lie-berman claimed to intend to caucus with the Dems, but clearly intends to do the bidding of his Repub masters when it comes time to vote).

    Add to this the outspoken opposition of many Repub senators, and you can see that it is clearly within the power of Congress to stop this misbegotten war. They have the numbers, and, contrary to what Chimpy and his cronies would have you believe, they have the authority, both moral and legal.

    So, all that remains is for Congress to actually exert this authority and bring our troops home. The sixty-four-dollar question is: will they?

    The members of Congress no longer have any excuse. They have the authority. They have the votes. And, they have an overwhelming mandate from the American people...the people they are supposed to be representing.

    This is nothing less than a test of our very government itself. If the Dems finally put their foot down and stop this madness, by ending this war,and later by impeaching these criminals that have hijacked our government, we can continue, assured that it is still within the government's power to heal itself. If, however, they fail to act, it will be all too clear that the sickness of authoritarianism and fascism have taken root far too deeply for our government to recover, and more drastic action will be necessary if we wish to save this country from the neocon terrorists, not to mention the rest of the world from us.

    The American civil war was not a war of choice. Abraham Lincoln was looking for ways to end the war, not prolong it. He looked for efficient commanders and listened to their advice, instead of discarding them. His decisions facing the Confederacy were largely sound, and not a long string of errors and miscalcualtions.

    There is a reason why he, along with Washington and FDR, ranks among the best presidents in US history, ever.

    Election is supposed to be the alternative. Beyond that, I don't know. Violence is the usual suspect. As JFK said:

    For every action, there is an equal and opposite reaction. I realize the premise to that law is motion in Physics, but considering we are Physical beings in motion, I think it is apt. The opposite reaction to force is resistance. Bush shouldn't be surprised that with his tremendous force, he's getting so much resistance. But when does reality ever influence him anyway?

    Good. Things are finally getting back to normal around here. We finally sent my daughters college apps. She wrote a kick ass essay, has good grades, did well on the SATs, now just awaiting results. She is doing great. She finally visited her friends gravesite last week and she said it was very healing. My nephew is doing awesome and will be going home at the end of the month.

    Now if we could just get rid of George, John and Joe my life would be close to perfect!!!

    You're right...

    Living in the Bible Belt, my guess is that they truly do not get that the majority of the world (70%) does not hold the Bible as an authority. They never leave their own little communities to understand that there is more than just their view of the world.

    I wish the Democrats will grow the spine to say "Look, we respect that you have the right to your beliefs - but you need to respect the right that others have the right to reject them." This is one of the biggest problems we have in our society. The fact that the "moral majority" feels oppressed that they cannot force their way onto others.

    I finally told many of my new co-workers that I am an Atheist. You know what? Now, there are several more people in this red state who know that we are just normal people who do not go around harming others for the fun of it. If anything, my being a vegan shows that I have a higher regard for all life.

    I was in St.Petersburg (Russia) in 1998 when the ruble crashed and there were people living in the streets. they printed an English version of The St.Petersburg Times in which someone wrong a very eloquent article on the comparison between the 1917 Revolution and current economic times.

    Basically, it showed that people will not revolt until enough of them are dying in public.

    It's sort of happening now with the Iraqi Occupation. Enough people are attending funerals of 18-30 year olds who are being killed in the war,and they are protesting. The media just isn't covering it, because 'the revolution will not be televised'.

    After the Presidential Address, Suzanne Malveaux on CNN was nearly drowned out by the "Stop the War" chanting at the White House. They never showed the protestors, and just casually referenced them at all. It's hard to gain momentum when the anti-establishment efforts are being kept in the closet.

    There's the pot calling the kettle black. Have you actually read the Constitution?!? Seriously, why don't you sit down for a few minutes and actually READ IT.

    First of all, here is what the Constitution says about the powers of the President regarding the of military:

    "The President shall be Commander in Chief of the Army and Navy of the United States, and of the Militia of the several States, when called into the actual Service of the United States."

    That is IT. He gets to be the Commander in Chief. In other words he gets to be the actual leader, militarily, of the Army and Navy. Again, that is IT.

    And here is the power Congress possesses:

    "To declare War, grant Letters of Marque and Reprisal, and make Rules concerning Captures on Land and Water;

    To raise and support Armies, but no Appropriation of Money to that Use shall be for a longer Term than two Years;

    To provide and maintain a Navy;

    To make Rules for the Government and Regulation of the land and naval Forces;

    To provide for calling forth the Militia to execute the Laws of the Union, suppress Insurrections and repel Invasions;

    To provide for organizing, arming, and disciplining, the Militia, and for governing such Part of them as may be employed in the Service of the United States, reserving to the States respectively, the Appointment of the Officers, and the Authority of training the Militia according to the discipline prescribed by Congress."

    So, in plain English, once Congress has approved the theater of war (by declaring war), has established the rules of engagement, and military structure, and appropriations alloted to the war effort, the President gets to lead the troops himself...provided he follows all of the rules that Congress has given him regarding that particular war. That is all he gets. There is no doubt, no vagueness in the wording in the Constitution whatsoever. None.

    What's more, every two years it all has to come under review in Congress and reapproved.

    Finally, there has been no Declaration of War. An AUMF is not a Declaration of War. Only a Declaration of War is a Declaration of War. Again, it's not vague, it's not ambiguous, it is strictly and wholly laid out for all to see.

    Congress needs to get off of its lazy ass and follow the guidelines the Framers gave us. All of these AUMF-type of wars we've fought since WWII have been carried out in an unconstitutional manner. If Congress would ever push back, and send all of this shitty legislation to the Supreme Court, it would be officially declared unconstitutional. We desperately need a Congress willing to do so. As it is, we are fully embedded in a constitutional crisis over this matter, and have been since the Executive began asserting this kind of illegal authority.

    Why did you ignore the most important point of my post, hmm? Let me reiterate it, and perhaps you'll respond to it this time: Congress did not make a Declaration of War. If they had, yes, a Treaty would be required to rescind said Declaration.

    All they did was give the Executive the authority to use military force. Not carte blanche to do as he pleases militarily. So yes, as a matter of fact, Congress can, in fact, just tell the Executive, "We no longer give you the authority to use military force. Cease and desist or be found in contempt of Congress." Just like that.

A total of 40% of installed capacity - 20,164 megawatts - was sold to what were called "independent power producers." These included Mirant, Reliant, Williams, Dynegy, and AES.

    Then, in 2000, wholesale prices were deregulated, but retail prices were regulated for the incumbents as part of a deal with the regulator, allowing the incumbent utilities to recover the cost of assets that would be stranded as a result of greater competition, based on the expectation that "frozen" would remain higher than wholesale prices.     When electricity wholesale prices exceeded retail prices, end user demand was unaffected, but the incumbent utility companies still had to purchase power, albeit at a loss. They were unable to pass the higher prices on to consumers without approval from the public utilities commission. The affected incumbents were Southern California Edison (SCE) and Pacific Gas & Electric (PG&E). Pro-privatization advocates insist the cause of the problem was that the regulator still held too much control over the market, and true market processes were stymied — whereas opponents of deregulation simply assert that the fully regulated system had worked perfectly well for 40 years, and that deregulation created an opportunity for unscrupulous speculators to wreck a viable system.

    And Congress can take that authorization back. The moment Congress does, the PotUS must withdraw the troops, by law, or is in contempt of Congress. It is not the President's call to decide whether or not that authorization is withdrawn. It is not his call to make.     An 'alternative plan for winning in Iraq' is an idiotic phase, since first of all, no one who is looking at the Iraq situation with any degree of honesty is offering 'plans for winning'...only plans for minimizing the damage that has already occured. Second, the administration isn't offering 'alternative plans for winning in Iraq' either...everyone outside the direct influence of this administration is unanimous in stating on the record that the 'surge' is complete and utter nonsense.

    Dems don't offer 'retreat and defeat'...they are merely honest enough to tell the American Public the truth, which is a lot more than the neocons (or you) can say.

    by watching the people cry for the president for Help, and he REUSING it, by the people asking to end a failed war (iraq = vietnam) and cry for the president not to kill anymore americans for a lost cause, DENIED in our face with no remorse.

    Fact is: BUSH will Deny the Medical plan, Bush will Deny the minimun wage act, Bush will send more innocent civilians to Iraq to hopefully win the war so the Iraq pays us back in Oil compesation.

    If the war between all middle east countries gets out of hand, let them be, let them kill eachother out and wear tired of their war, once they are tired of it, THEN we should get involved and store policies. Its their war, not ours, and were getting in the middle right in the middle of it.

    as we have seen, as Bush has cleared it up for us, WE HAVE NOT CHANGED IRAQ ONE BIT CEPT REMOVE SADAM FROM POWER AND CREATE THEIR INNER-CIVIL WAR. There is nothing for us to do there.

    Dubya was successful in picking up where Poppy failed and
    got revenge. Saddam is dead, I'm sure there were many
    smiles, cigars handed out and toasts in the oval office.
    Bet many of you had forgotten about that.
    Media and Government would like for us to believe
    that his trial was based on the pointless deaths he
    ordered and/or carried out. Not completely True.

    One thing to point out here about the Saddam trial, though
    there are many. Talk about speedy trials, guilty before
    conviction. I will not argue, the man needed to be taken out.
    Generally a death sentence takes awhile to execute, many years,
    many appeals. Probably if Dubya was not in office, Saddam would
    still be alive, in a jail cell, playing bend over with his bunk mate.
    For Political reasons only did this man go from guilty to death in such
    a short time frame. I'm merely pointing out that under other somewhat
    less political situations, the US would have jumped in. We would have
    screamed legal injustice, barbaric, cruel and I'm certain " show some
    compassion " would have been thrown around and used frequently.

    So what's left in the political agenda arena ?
    Dubya continues to bounce back and forth between
    " them evil doers " and " Free the people ".

    Free the people ? it has taken only a few years for
    " US " to break another countries way of life.
    We have given them a base to build from and it should be
    left at " IF THEY WANT IT ", if they want freedom. We have
    opened the door, it should be up to them now, not us....
    PULL OUT.....leave.

    The terrorist trump card is loosing it's effectiveness....
    at least give us something new and exciting to fixate on.
    I hear Kim Jong Il in North Korea is up to no good !

    I'll even get the rumor started ( Dubya tends to respond to them
    quicker than the truth ! ).
