In an interview with McClatchy Newspapers, Sen. John Rockefeller (D-WV) said that Vice President Dick Cheney exerted “constant” pressure on the former chairman, Sen. Pat Roberts (R-KS), to stall an investigation into the Bush administration’s use of false intelligence on Iraq. The so-called Phase II report on the administration’s use of pre-war intelligence was delayed for over two years. Two of its five portions were finally released in Sept. 2006.
Rockefeller said that he knew Cheney attended regular policy meetings in which he conveyed White House directions to conservative Capitol Hill staffers. They “just had to go along with the administration,” he said. Here are examples of Roberts’ vacillations on the Phase II investigation per White House orders:
“We’ll proceed with Phase II. It is a priority. I made my commitment and it will get done.” [Press conference, 7/9/04]
“I don’t know if we can get it done before the election.” [Meet the Press, 7/11/04]
“That [the Phase II report] is basically on the back burner.” [UPI, 3/10/05]
“I don’t think there should be any doubt that we have now heard it all regarding prewar intelligence. I think that it would be a monumental waste of time to replow this ground any further.” [U.S. Senate Select Committee on Intelligence, 3/31/05]
“To go though that exercise, it seems to me, in a post-election environment – we didn’t see how we could do that and achieve any possible progress. I think everybody pretty well gets it.” [U.S. Senate Select Committee on Intelligence, 3/31/05]
“I’m perfectly willing to do it, and that’s what we agreed to do, and that door is still open.” [Meet the Press, 4/10/05]
“It isn’t like it’s been delayed. As a matter of fact, it’s been ongoing. As a matter of fact, we have been doing our work on Phase II.” [Senate Floor Speech, 11/1/05]

What issue has bigger consequences for a government than the decision to go to war? You’re asking your fellow citizens to give up their lives due to this decision.
With that in mind, what should you expect your elected representative to do if they know these types of things are happening? Reid shut down the Senate once. Why didn’t the Democrats walk out of Congress every day until they got their report? If Rockefeller’s charges are true, why haven’t Cheney and Roberts been charged with obstruction of Congress? Why is impeachment off the table?
The Republicans over the last six years have done a tremendous job of keeping the Democrats on their heels. Unless the Democrats grow a collective spine, they are going to continue in their losing ways.

Due to the unique security aspects surrounding the issues involved, work on the report can only be done on a moonless night in the Senator’s cornfield. A getting testimony from someone covered in pig’s blood can be a messy affair; best done out-of-doors.

I am very much for impeachment and more- but, evidence must be gathered first. That is what is going on now and when I hear people like you complaining that it isn’t happening fast enough, I tend to wonder what in the hell are you talking about? Bush has had six years to damage this country, so surely you can give the Democrats more than two weeks to get it back in working order.

Just because a party (the Democrats) are in the minority, doesn’t mean they are totally without power. If that was the case, why did they even bother to show up? There are ways for the minority party to make themselves heard. Example is Reid shutting down the Senate on this issue one or two years ago.
How long do you think it would take the American public to have gotten behind the Democrats if they really would have taken a stand on this?
I was asked to give up certain rights and other things when I went into the Air Force (’67-’71).
Various people are willing to go to jail to stand up against this war.
If Rockefeller truly believes that Cheney and Roberts were obstructing Congress (and possibly justice) why didn’t he do more back then? If it was HIS children who were getting shot at, would you have expected him to sit on his hands until now?

I don’t think Congress can take much action against their members.
Around 1968 (?) there was a Democrat from Harlem, Adam Clayton Powell Jr., who did some rather unethical things. The House tried to throw him out. The case went to the Supreme Court. My recollection is that the Supreme Court said that Congress cannot override the votes of a district/state.
Hopefully someone will correct me if I’m wrong, but I think Congress would have an easier time going after Cheney than they would Roberts.

It’s a short year ago that the Democrats wanted to meet in session and were denied that right by the Repubs. So, they ended up meeting in the basement to discuss just how to proceed, trying to reestablish a system of checks and balances with absolutely no Repub assistance. It’s easier, now that the numbers of people that disagree with the administration is in the majority. I, too, was in the Air Force during the Vietnam era and know how it is to try to do the right thing without tying a noose around your neck and hanging yourself in the process.
