    It’s immaterial what the NIE says…since the decision to escalate….oops, ’surge’…oops, ‘augment’…has already been done decided by the Deciderer hisself.

    Congress needs to get busy and start impeachment proceedings, or an increasingly frustrated and furious American Public is going to take matters into their own hands and storm the White House during the next anti-war rally.

    Yes, but hasn’t the troop surge already been initiated? Was this all not part of the plan, from the start? To stall NIE until after SOTU was always the intention. Negroponte isn’t fooling any American citizen who is paying attention. Nor will his just reward be denied him.

    If
    extent to which the Iraqi government and political leaders can establish effective national institutions that transcend sectarian or ethnic interests = great Then

    If willingness of Iraqi security forces to pursue extremist elements of all kinds = High Then

    If the extent to which extremists, most notably al-Qaeda in Iraq, can be defeated in their attempts to foment inter-sectarian struggle between Shia and Sunnis = high Then

    If extent to which Iraq’s neighbors stop the flow of militants and munitions across their borders. Then

    I think that progress is possible in all these dimensions, laying the foundations for success.

    If you were a betting person, and these if statements were executed, what is the likelihood of getting progress to be possible????
