The Department of Homeland Security refuses to cooperate on oversight activities, according to testimony offered today by GAO Comptroller General David Walker and Homeland Security Inspector General Richard Skinner. The investigators highlighted the role of Philip Perry — Chief Counsel of the Department of Homeland Security and Vice President Cheney’s son-in-law — as the major stumbling block in their investigations.
Walker said the DHS strategy in dealing with investigations is to “delay, delay, delay.” CongressDaily reports:
“[Homeland Security] has been one of our persistent access challenges,” GAO Comptroller General David Walker told the House Homeland Security Appropriations Subcommittee. Walker said the problem is “systemic” and not the fault of any single individual. But he complained that GAO has had to go through the office of Chief Counsel Philip Perry. Perry is married to Elizabeth Cheney, a former State Department official who is one of the vice president’s two daughters. Walker said it is his understanding that Perry’s office has to review documents GAO seeks before they are released and that Perry selectively sits in on interviews with department employees.
The GAO’s Skinner “said his investigations have also been hindered”:
“We’re experiencing the same problem,” said Skinner, who added his office is “oftentimes” told who they can interview and that it sometimes takes weeks to get documents. Skinner said he prepared a document last summer to inform all department employees of the IG’s responsibilities and authorities and encouraging them to cooperate with investigations. “That letter has been sitting up in counsel’s office at DHS since I believe June or July of ‘06,” Skinner said.
The news is another in a series of black eyes for the agency. In a recent federal survey, DHS employees “scored last or almost last in job satisfaction, leadership and workplace performance.” The latest semiannual report from Inspector General Skinner highlighted “a litany of staff misconduct: immigration officials demanding sex in exchange for visas, airport screeners stealing money from tourists’ luggage, federal air marshals smuggling drugs, and employees from various DHS agencies committing sex crimes.”

I’m not fighting with you. I just think a person’s vote should be cast to who they think would do best. I agree there is no great choice as a third party at hte moment but voting for someone that you strongly feel is not going to vote/lead the way you want to see a president do is a wasted and horrible use of your vote. If Feingold or Gore ran them my vote would be with the Dems. Other than them I would vote third party.
Randi is usually right on many things and she is right that there is no good third out there including Nader. But until another third part enters the race thats the only choice to choose from at the ballot.

That’s why you have to work inside the Democratic party. You need to do whatever you can to make sure we aren’t stuck with that choice. I don’t want Clinton, either. But McCain would be worse. By voting for Nader, instead of ‘real bad’ (Clinton), we get ‘real real real bad’ (McCain). There’s no way to change the Republican party. There’s nothing you can do between now and the next election to make an independent candidate viable. Your best bet is to help the Dems pick a decent candidate.
And, as far as Nader goes, the guy doesn’t deserve to be elected. He does nothing for four years and then all of a sudden jumps up and runs for president. He could try running for a lower office once in a while and maybe help strengthen a third party’s position. But, no. He can’t be bothered. He does more harm than good for the viability of a third party. He makes a joke out of it. The other thing he should be doing is to be railing about election fraud. He should be the one in the forefront yelling at Congress to fix our crappy electoral system. I haven’t heard a peep from him since the ‘04 election about that.

My vote is my only real power. IF they run Clinton and I feel that she won’t be the type of president I want why should I vote for her? To choose the lesser of two evils. February 6th, 2007 at 10:15 pmIt’s a minor point but for the record, Richard Skinner is Inspector General (IG) of the Department of Homeland Security, and the IG is not part of the GAO. GAO is a legislative branch agency and IGs are part of the executive branch agenices they oversee.
Also, I don’t understand how the Comptroller General reporting to the Congress, which has a constitutional right to oversee federal spending and programs, violates the the separation of powers. The CG has no authority to tell executive branch agencies or officials how to perform, only to investiagate them and report to the Congress with or without recommendations.
Furthermore, the Sixth Amendment is applicable only to criminal prosecutions, although you can rest assured that Chertoff and other federal officals are rarely, if ever, at a loss for legal counsel.

February 7th, 2007 at 8:46 pmAfter reading “Worse Than Watergate” (John Dean), the obstruction, whether systemic or not, ties right in with this administration’s attitude toward secrecy. systems are desgined by humans, individuals, and to blame a “system” for lack of cooperation is tantamount to shunning admission that those who designed and fostered such secrecy techniques are innocent of any wrong-doing.
Homeland Security has as much latitude in being informative, cooperative, and open as the Executive branch allows them, largely at its discretion. I think Iraq and the other messes, present and past, are born out efforts frequently-described in exposés like John Perkins’ “Confessions of an Economic Hitman”.
This government is precisely an example of power left unchecked and out of control. What a pitiful condemnation, but an accurate one.
