Why would the Bush cabal start listening to specialist now? He hasn’t in the past. I’ll bet some of these dumb a$$es voted for Bush. That is the funny thing. Or, Bush will (and I think this is highly likely) issue a signing statement on whatever budget is passed treating the budget as merely advisory, to the extent it infringes on his inherent constitutional authority as the Unitary Executive and Commander-in-Chief.
